各级党组织要以高度的政治觉悟和负责精神,深入扎实地抓好这项工作,摸清底数、掌握情况、找准问题,推动“三分类三升级”活动有效开展,着力完善基层党建体制机制,提高基层党建科学化建设水平,进一步增强基层党组织的创造力、凝聚力、战斗力,充分发挥基层党组织推动发展、服务群众、凝聚人心、促— 1 —进和谐的作用,以优异成绩迎接党的十八大、省第十次党代会和市第十二次党代会召开。

二、时间安排及方法步骤分类升级活动于2012年3月下旬开始,至12月上旬结束。

主要包括组织现状调查、分类评定级次、推动晋位升级、总结检查验收四个步骤。

(一)组织现状调查(3月)从党支部入手,由各街道党工委、系统党委和区直机关工委按照党组织隶属关系,分领域、分行业,对基层党组织现状进行一次普遍摸底。

调查要坚持统一部署、分类指导、条块结合、分级负责、全面覆盖,采取召开座谈会、入户走访、问卷调查、个别访谈、案例剖析、群众测评等方式开展,重点调查组织设置是否合理、领导班子是否健全、组织制度是否完善、隶属关系是否顺畅、经费场所是否保障落实、作用发挥是否充分,切实摸清底数,全面掌握基层党组织运行现状,找准基层党组织在贯彻落实党的十七大和十七届四中全会提出的党建任务,在推动发展、服务群众、凝聚人心、促进和谐,在加强党的执政能力和先进性建设等方面存在的差距和问题,对本单位基层党建工作进行客观评价,并形成专题报告。

一、从严管党治党1、压实党建责任。

完善并严格落实村支部书记党建责任清单,认真开展村支部书记抓党建工作述职评议,严格党建工作考核评价和责任追究;严肃党建督查,逐步形成月督查季度通报常态,从严传导党建压力至最基层一线;推进党建工作创新,力争打造1至2个党建工作特色或亮点。

2、强化组织建设。

推进村级活动阵地规范化建设,争取投入资金解决同心村党支部借用办公用房现状,规范其余3个村级活动阵地;强化村级党务干部培养,充实一线党建工作力量;持续开展“三分类三升级”,大力整顿软弱涣散组织,着力强化农村党组织的战斗堡垒和示范引领作用。

3、严格管理队伍。

深入开展党员组织关系大排查,摸清党员队伍家底,优化党员队伍建设与管理体系;精心组织开展“两学一做”活动,教育引导党员坚定信仰信念、强化规矩意识、敢于担当作为;严肃党内组织生活,严格党员教育管理,强化民主评议党员和不合格党员处置;严把党员“入口关”,保质保量完成党员发展指导计划。

4、深化作风建设。

深入推进党风廉政建设和反腐败工作,坚持将纪律挺在前面,聚焦纠治“四风”不动摇,大力整治基层干部不作为乱作为等发生在群众身边的“四风”和腐败问题;深入推进党的纪律建设,围绕脱攻坚、民生政策等执行贯彻情况强化执纪监督,延伸监督触角,从严从重处理损害群众切身利益的问题。

5、严肃换届选举。

精心组织好村级换届选举,坚持正确用人导向,多管齐下抓好人才培引,优化干部队伍配置,通过换届选举促进村级干部队伍整体素质能力实现全面提升;坚持将严肃换届纪律与换届工作同步谋划、同步部署、同步落实,坚决维护换届工作的严肃性,坚决杜绝拉票贿选、搞非组织活动、诬告陷害等问题,坚决保障换届选举风清气正。

现提出如下意见。

三、方法步骤“三分类三升级”活动从2011年开始实施,在做好广泛动员的基础上主要抓好五个环节的工作:(一)调查摸底。

从今年8月开始,以乡镇为单位对村(社区)党组织现状进行一次普遍调查摸底,切实掌握村(社区)党组织在班子建设、队伍建设、制度建设、作用发挥、社会评价等方面情况,把存在的问题和原因找准确,对村(社区)党组织进行典型剖析,找出普遍规律,指导工作实践。

为进一步深化创先争优活动,不断增强我镇基层党组织的凝聚力、创造力和战斗力,充分发挥基层党组织的战斗堡垒作用,推动各项工作全面发展,本着“先进党组织上水平、一般党组织上台阶、后进党组织换新貌”的工作思路,经镇党委研究决定,在全镇村(社区)党组织中开展“三分类三升级”活动。

坚持以邓小平理论和“三个代表”重要思想为指导,深入贯彻落实科学发展观,不断夯实党的执政基础,按照“五好四强”基层党组织标准,以改革创新精神大力推进基层党组织建设,努力营造“先进有压力、中间有活力、后进有动力”创先氛围,实现基层党建工作新突破、新进展,实现“十二五”发展良好开局提供坚强的组织保证。

具体步骤:综合“党的建设、工作业绩、目标考核、社会评价”等方面情况,按照一、二、三类党组织 2:7:1 的指导性比例,对所属党组织进行确认定类。

也就是说,我镇的一类党组织应该为5个,二类党组织为18个,三类党组织为2个。

这个活动可以说是组织部对基层党组织的实际情况的摸底,也是对基层党组织实际领导能力的一次考试。

第一步自己认类,是在考察各位村支部书记对自己村上的发展现状、缺点不足、发展优势是否有一个清醒的认识;要正确认识,即不要低定,也不高定,定位要准确。

第二步组织考评定类是在考察镇上对每个村的发展情况和在全镇范围内的总体发展水平是否都是一清二楚的。

第三步明确目标,是在考察各位书记对于村上存在的问题是否有改善的办法,对于村上未来的发展是否有明确的思路;第四步转化升级,就在考验各位实际的操作能力了。

这个活动考察的目标很全面也很具体,希望各位认真落实。

Their children were reared and the experiment was run again.After repeating the experiment for 30 generations, the children of the learned flies were compared with normal flies.
