震撼!《中国国家地理》之宁夏、内蒙古交界处:中国西部的“百里污染带”在我们的印象中,中国西部,本应是一片净土。

然而,在西部大开发的背景下,这里的一些地区迅速工业化,随之而来的,就是日益严重的环境问题。

宁夏和内蒙古交界处的一块狭长区域,就是这样一块地方。

在数百公里的范围内,假借发展之名而开设的上千家“高污染、高耗能”工厂,让这里成为中国西部的“百里污染带”,再也找不到曾经的纯净。

近几年来,摄影师子民及记者喻尘一直关注着这个地区的环境污染状况,本文就是他们用镜头和文字所做的真实记录。

近年来,黄河中上游的宁夏、内蒙古、山西、陕西等部分地区,环境污染问题日益突出,许多高载能、高污染的工业园区相继建立,林立的烟囱占据了原来的村庄,浓烟遮蔽了天空,污水流入黄河,废渣倒入草原。

不少居民还仍然生活在被严重污染的环境中,疾病时常爆发。

据有关部门的统计显示,近20年来,黄河排污量增加了一倍,十几条重要支流成为“排污沟”,干流近40%的河段丧失水体功能。

据了解,近年来一些高耗能、高污染的电石、焦化、硅铁等企业相继在当地建立,所产生的“三废”污染正在深刻影响着当地居民的生活。

据介绍,从2001年始,北山村近两万亩草原被工业园区占用。

随着工业园区的建设,上百个炉子开始冒出黑烟,污浊的空气弥漫着整个小村庄。

空气污染给当地的农作物带来了最直接危害:西红柿、茄子等瓜果出现了黑点和腐烂现象,蔬菜也销售不出去了。

“但我们并没有拿到补偿,直到前不久才与区上达成一个补偿协议。

”袁广深说,乡亲们搬出了厂区,但离开了世代耕种的土地,大家都无事可做。

以前,这个深处沙漠和草原边缘的村庄,与绝症没有什么联系。

从2003年开始,村里陆续有人患上癌症等疾病死去。

“如果赶上刮风天,还好些,否则满屋子都是呛鼻子的味道。

”袁广生望着那些正在开工的工厂摇了摇头说,“如今我们大都患有呼吸道疾病。

”--一位村民跪在工地前请求不要再建工厂,还他们赖以生存的草原。

棋盘井工业园区占用的土地原是鄂托克旗阿尔巴斯苏木鄂尔图克嘎巴的牧场,著名的阿尔巴斯羊就产自这里。

“2004年开始,家里的羊一年要死十几只,羊绒也变黑了。

”蒙古族牧民王吉拉一边赶着羊一边说。

200多只羊在20多根吐着黑烟的烟囱附近艰难觅食,一条黑色长龙从公路边上延伸过来,足有一公里。

“这原本是一个河床,从去年开始,附近的电石厂把废料和炉渣倒在这里。

”他说。

向东不到两公里远,是一个被铁丝网围着的自然保护区。

王吉拉是坚守在工厂污染区域里所剩不多的几户牧民之一,更多的阿尔巴斯牧民放弃了羊群,迁移到了几十公里外的小镇上谋生。

“以后也许就没有阿尔巴斯羊了。

”王吉拉感叹道。

--内蒙古乌海市某工业园,滚滚的浓烟遮蔽了整个天空。

--民工没有任何防护措施,每天吸入大量粉尘。

曾经蓝天白云的碧空变成而今的浓烟滚滚的阴霾,再也回复不了晴朗;曾经青山绿水的村庄变成而今满目疮痍的荒原,再也长不出庄稼;抚育华夏儿女的母亲河承受着巨大的伤痛!无数的重工业污水流入黄河!西部的开发,不应以丧失曾经的蓝天白云,草原牧歌为代价!不应以丧失子孙后代的生存环境和福祉为代价!即将消亡的北山村从2001年始,北山村18883亩草原被工业园区占用。

一个因开发而诞生的村庄,却将因开发而消亡北山村是内蒙古乌海市海南区公乌素镇唯一的以农业生产为主的村子,在无边无际的阿拉善沙漠东部边缘上,西枕黄河。

400多人口的小小村庄生产的蔬菜和粮食供养了公乌素镇周边的厂矿。

村子往东不远即是鄂尔多斯草原,种植和放牧是村庄里的两大主业。

“我们是1974年过来的,我的老家是鄂托克旗巴音浩特乡。

”村里的副支书袁广生说,全村大都是从鄂尔多斯各旗迁移来的,刚来时是220人,现在则是420多人了。

“我们将面临着再次迁移,公乌素镇上这唯一的村子将没了。

”袁广生指着自家的房子,“这些,将在今年的11月被拆掉。

”北山村是一个因开发而诞生的村庄。

上世纪70年代初期,内蒙古对乌海一带的煤田进行开发,一些来自呼和浩特、包头等地的青年人应征投身到原本为荒漠一片的沿黄河的狭长乌海谷地,开辟了大量的优质煤田。

为了使这些从内蒙古各大城市来的开发者吃上新鲜的粮食和蔬菜,一些巴彦淖尔和鄂尔多斯高原上的农民应征来到了这里,引来了黄河水,开发了矿区之间上万亩的农田。

如今,这个因开发而诞生的村庄,却将因开发而消亡。

内蒙古乌海市海南区西来峰工业园区已经开发到了村子的边上。

从2001年始,北山村18883亩草原被工业园区占用。

“但我们并没有拿到补偿,直到前不久才与区上达成一个补偿协议。

”随着工业园区的建设,上百家焦化、铁合金厂、电石、硅铁厂的炉子冒烟了,黑烟和污浊的空气开始弥漫了北山村的四周。

大气的污染给北山村的农作物带来了最直接的危害,西红柿、茄子等果实出现了黑点和腐烂现象,蔬菜便因此不能销售出去。

“庄稼的收成一年比一年少,羊也不能养了。

”袁广生说,从2003年开始,村里陆续有人患上癌等病症死去,在以往,这个深处沙漠和草原边上的村庄,与绝症没有什么联系。

更多的是村民大都有呼吸道疾病。

“如果赶上刮风天,还好些,否则满屋子都是呛鼻子的味道,从2003年开始,这里就很少看到蓝天了。

”袁广生望着那些正在开工的厂子,摇了摇头。

今年4月,一位来自北京的摄影师发现了这里的境况,曾来到村子里,将袁广生等人写的反映北山村遭遇的材料带到了北京,并寄给了国家环保总局。

抗争的结果是海南区与北山村签署了一份赔偿协议。

根据这份协议,北山村被占用的每亩草场将获得333元的赔偿,全村已经被占用的土地将获赔630万元,但这些钱将分15年付清。

按照这份协议,村里的房子也将被拆除。

“我们必须搬迁到政府建好的安置房里,但是我们拿不出买房子的钱。

”袁广生每天都在为此事奔走,“我们村子有600多亩农耕地,公乌素镇也只有这些农耕地,以后一点也不会有了。

”“周围的厂子包围了过来,如果温棚不能住,我们就不住了。

这里也住不成了,我们走就走吧。

”袁广生望着远处的一片工地,那里是神华集团投资10亿元兴建的100万吨大型焦化厂,北山村所有的土地将埋葬在此厂的厂房之下。

高污染厂“开满”黄河岸如果近千家重污染企业一起冒烟,方圆几十公里之内,中午就像是刚落日的黄昏西来峰工业园区只是内蒙古的乌海市、阿拉善盟、鄂尔多斯市交界处众多工业园区中的一个。

三地像是比赛似的,从2000年左右开始,争相在沿黄河两岸数十公里的狭长地带开设工业园区,而这些园区,无一例外都是以高耗能、高污染的企业为主要的引进对象。

公乌素镇开发区、乌达工业园区、乌斯太工业园区、阿拉善左旗工业园区、棋盘井工业园区都挤在内蒙古西南部与宁夏回族自治区交界不大的空间里。

如果近千家重污染企业一起冒烟,方圆几十公里之内,中午就像是刚落日的黄昏。

乌斯太工业园区是1996年被内蒙古自治区确定的乡镇企业东西合作示范区,2002年又升格为自治区级开发区,规划面积为16平方公里。

区内的企业主要为盐化工、染料化工、冶金、建材、煤炭深加工等工厂。

目前,已有上百家企业进驻到这个属于阿拉善盟的开发区内。

虽然在行政上乌斯太属于阿拉善盟,但距离乌海市乌达工业园区却只是一路之隔。

在早晨的时候,两边的工厂同时开工,两个园区之间的道路目所能及的不到10米。

棋盘井工业园属于鄂尔多斯市蒙西经济开发区的一部分,仅一个高载能工业园的面积就达到了60平方公里。

根据一份由棋盘井工业园区管委会提供的资料,到2007年,园区的全部项目建成后,高载能产品生产能力将达到每年100万吨,原煤产量每年1200万吨,机焦600万吨,水泥200万吨,GDP达到100亿元。

棋盘井与西来峰之间隔着一座山,两区工厂冒出的黑烟交织在山顶之上。

为鼓励“高载能、高耗能”工厂的投资,内蒙古和宁夏各地纷纷出台了优惠政策。

以乌海为例,在乌海市发展改革委和对外开放办最新合编的“乌海投资指南”上,明文规定“硅铁、电石等高载能产品生产及深加工”、“煤焦油的深加工”、“大型发电厂”等为乌海市鼓励发展的产业,在乌海工业园区“高耗能企业享受含税用户实缴0.29元/千瓦时的优惠电价”,并且入区企业免征土地出让金,减半征收城市基础设施配套费和城市建设附加费,土地使用税5年内先征后返,企业所得税前三年先征后返,后两年征后返还50%。

内蒙古西部的这一片规模巨大的工业园区是从上世纪90年代末期开工建设的,相邻的乌海市、鄂尔多斯市和阿拉善盟立足于当地丰富的煤炭、电力和矿产资源优势,纷纷制定优惠政策招商引资,在三地交界处的乌海市周边99平方公里的土地上,雨后春笋般地建起了乌海市乌达工业园区、鄂尔多斯棋盘井工业园区及阿拉善盟乌斯太工业园区等5处高载能工业园区,累计引进各类工业企业近千家。

仅2002年的统计数字显示,这些园区的工业产值达到40亿元,上缴税金5978万元。

2003年,园区内企业的生产能力进一步提升,前10个月就完成工业产值58.77亿元,而2004年,更是突飞猛进到了百亿元。

从公乌素镇向西南走十公里左右是一个叫拉僧庙的小镇,站在一个化工厂的废料堆砌起来的“土地”上向西南望去,隔着弯曲的黄河是宁夏石嘴山市惠农区的河滨工业园区。

沿着从惠农区穿过的109国道向西南方向延伸,直到石嘴山大武口区,则分布着红果子、泰山、兰山等工业园区,而从大武口区向东,连接平罗县,更是一条规模更大的工业园带,站在包兰铁路上的立交桥望出去,密密麻麻的烟囱望不到边际。

如果从平罗的工业园区开始算起,到乌海市北面的一个冒着大片黑烟的小镇,乘坐火车有3个多小时的车程,经过平罗、惠农、乌海西、乌海等主要的车站。

在这个狭长地带内,究竟有多少家正在开工生产的焦化厂、电石厂、铁合金厂,目前,两自治区则没有一个准确的统计数字。

阿尔巴斯羊成了“黑羊”蔓延的工业园区使阿尔巴斯苏木的大草场正面临着灭顶之灾,而那著名的羊群也将随之消失40岁的蒙古族牧人王吉拉坚持在棋盘井工业园东面的草场上,他的一些同一个嘎查(村庄)的牧羊人已经迁走了。

“我家里养了300多只羊,原来有400多只。

以前,羊毛能卖100多块钱1斤,现在都变成了黑毛,卖不上价了。

”他在一条河床前,指挥着吃草的羊,“从前年开始,一年要死10多个羊。

”羊群在几十根吐着黑烟的烟囱附近艰难地觅食,一条从公路边延伸过来的黑色长龙铺满了多日没有来水的河床,直到羊啃食沙葱的嘴边。

鄂托克旗棋盘井工业园区就在109国道的侧旁,与西来峰和公乌素工业园区相连,其规模之大要超过海南区的西来峰工业园区。

一条从东胜到乌海的公路正在修建,草原被拦腰截为两半。

王吉拉用手指着109国道的方向说,那“黑龙”足有1公里长。

他说这话的时候,一辆卡车正好过来倾倒废料,几个从废电料中拣拾废铁块的拾荒者在废料堆上坐着,等着车倒完,“每半个小时来一次车,我们一天能拣到几十斤废铁。

”他们其中的一位说,他们在这里拣废铁已经1年多了,“黑龙”最早从公路边上开始,逐渐占用了整条河床。
