成品油销售是集团公司价值链的最终环节和实现收入的主渠道,也是履行社会责任、展示企 业形象的重要窗口。中国石油加快建设综合性国际能源公司步伐,实施“资源、市场、国际化” 三大战略,对成品油销售业务的发展提出了新的更高的要求。随着成品油市场的全面放开和国内 经济持续平稳增长及汽车工业迅速发展,市场规则日益国际化,市场格局日益多元化,市场空间 日益扩大化,成品油销售业务的发展面临更大的挑战,也面临更大的机遇,如何在复杂的市场环 境中自信地迎接挑战,从容地抓住机遇,及时地化解风险,前提条件是建设完善配套、高效的物 流体系和销售网络,从而才能促进销售业务持续、稳定、快速发展。 未来的一段时间内,成品油销售业务将遵循集团公司“奉献能源、创造和谐”的企业宗旨, 按照“五抓一创”的总体思路,进一步优化和完善销售网络,加大高效加油站和成品油库建设力 度和速度。加油站建设坚持高质量、高效益,重点在大中城市、城市中心、规划新区和高速公路 开发建设一批高效站;油库建设进一步加快步伐,在沿海、沿江、沿管线等重点区域,合理布局 集散库和分销库,同时提高油库自动化、信息化水平及抗安全环保风险能力,打造精品工程,形 象精品和效益精品,提升公司的品牌价值。 在总结近几年加油站和油库建设的经验的基础上,销售公司委托华东石油勘察设计研究院、 哈尔滨天源石化工程有限责任公司等单位编制和修订了《成品油库建设标准》、《成品油库建设 标准设计》、《加油站建设标准》及《加油站建设标准设计》等标准,目的是统一建设标准、统 一设备材料选型、统一标识标牌、统一视觉形象,做到标准化设计、集约化采购、模块化建设、 规范化管理。 相信标准的颁布和实施,对提高销售系统工程人员素质和工程管理水平具有十分重要的作 用,并将使中国石油的成品油库和加油站以崭新的面貌呈现在客户面前,促进销售业务竞争能力 和盈利能力的全面提升。

关于印发《成品油库建设标准》 和《成品油库建设标准设计》的通知
各销售企业: 为加强油库的标准化建设和规范化管理工作,在经过充分调研,并总结近几年油库建设的 经验的基础上,销售公司组织编制了《成品油库建设标准》和《成品油库建设标准设计》两个标 准性文件,经过多次讨论修订完善,已正式出版,予以印发。有关事项通知如下: 一、本标准对油库建设标准、设备材料选型、标识标牌、视觉形象进行了统一,是实现工程建 设“标准化设计、集约化采购、模块化建设、规范化管理”的依据,体现了科学、先进、 可靠、适用、安全、环保、节能降耗和信息化的管理理念。 二、本标准是中国石油天然气股份有限公司销售分公司成品油库建设的指导性标准,是所属资 产型成品油库新建、改扩建、检修及包装改造工程编制可研、方案设计、初步设计和施工 图设计的依据,应严格执行。 三、本标准也是工程管理人员进行物资采购和工程质量验收的指导性文件,对提高销售系统工 程人员素质和工程管理水平具有十分重要的作用,各企业应及时进行宣贯,确保工程管理 人员熟悉和掌握标准内容,执行到位。 四、销售公司归口管理的润滑油、燃料油、燃气等销售企业的储运设施的建设,也要按照本标 准的有关规定执行,确保形象的统一。 五、标准执行中提出的意见和建议,请及时向销售分公司工程建设处反馈。
