摘要

大米就是我国的重点出口的农产品之一，近年来，我国的大米贸易处于净出口状态。大米是我国第一大粮食品种，播种面积大、单产最高、总产最多，在粮食生产和消费中历来处于主导地位。大米相比于其他谷物和油料市场，在国际大米市场中，更加具有波动较大的价格调整。与此同时，由于国际大米市场受政府干预以及商业垄断的特征。因为大米具有国际市场占有量小，大米出口较为集中以及大米进口较为分散的国家，相关国家政府的干预性，生产区域的高度集中等优点，使得我国大米在国际市场中具有举足轻重的地位。大米出口趋势总体呈现波动趋势：前期出口量大，后期较为削减。虽然我国是人口大国，但相对于大米出口量而言，大米的进口量是较少的，近期主要用于引进我国没有的大米品种以满足不同层次人们的需要。在现期大米进出口贸易仍在很多弊端，例如农业生产结构的不完整，还有转基因大米的问题也不容忽视，因为转基因大米各国持有不同的态度，而且我国群众对于转基因农作物也持有不同的态度。我国对于转基因农作物管理上存在着一定的缺陷。因此我们应该就这些问题作出一定的规范性建设，建立完善的农业体系，立法保护转基因农作物，更好的发展大米的进出口贸易，促进经济发展。

Abstract

Rice is one of China's key export of agricultural products in recent years, China's net exports of rice trade in the state. Rice is China's first large-grain varieties, large acreage, yields the highest total production up to, in food production and consumption has always been a dominant position. Rice grains and oilseeds compared to other markets in the international rice market, with more volatile price adjustment. At the same time, feature the international rice market intervention by government and commercial monopoly. Because the rice with a small amount of the national and international market share, rice exports are more concentrated and more dispersed rice imports, the relevant national government intervention, highly concentrated production areas, etc., making China the rice has a pivotal position in the international market. The overall trend in rice exports fluctuated trend: early export volume, the latter is more cuts. Although China is a populous country, but with respect to rice exports in terms of volume, imports of rice is less, the recent introduction of rice varieties are mainly used not to meet the needs of people at different levels. In the current issue of rice import and export trade is still a lot of drawbacks, such as agricultural production structure is not complete, there is the problem of genetically modified rice can not be ignored, because the genetically modified rice countries hold different attitudes, but also our people hold different for genetically modified crops attitude. Our management of genetically modified crops for the existence of certain defects. Therefore, we should make certain normative construction on these issues, establish and improve the agricultural system, legislation to protect genetically modified crops and better development of the rice export trade, promote economic development.
