Personal tastes and opinions
Since art and fine art is so very subjective and therefore, subject to personal tastes and opinions, the question "what is art" becomes more of an individual, personal point of view. So, just as suspected, I already knew who decides what is, and isn't, art. I do, you do, we all, collectively and individually, decide both personally and as a culture what we define and accept as art.
You can savor art for yourself, just as you savor food, movies, and music with grace.
You can even learn the skills, background, theory and history of these subjects.
Defining Art
"The philosophy of art may be doomed, again and again but always once and for all, to define what it is to be 'a work of art,' an 'artwork,' 'art' in the sense best suited to the fine arts. Modern efforts seem to end in exhaustion or bafflement or sheer scatter or a sort of bad faith that assures us that it was never worth the bother in the first place"

What about the art critics?
SOME QUESTIONS
At this point, I wonder, what about the art critics? What makes a popular or famous art critic credible? What rigor of training or breadth of experience is required? Or, for that matter, what makes a movie critic credible? Is it solely because he or she has watched a lot of movies? What about a food critic? Are they considered experts because they frequently enjoy dining-out? You know, I enjoy trying new restaurants and venues, does that qualify me as a food critic?
On the distant horizon where art and human civilization meet, the boundary between art and non-art vanishes.
