摘要

改革开放三十年来我国非公有制经济快速发展，逐步发展成为我国经济结构中最具活力、最具潜力、最具竞争力的经济成分。目前非公有制经济的发展已经涵盖国民经济三大产业，成为涉及国家各行各业的庞大经济体系。三十多年的实践证明，非公有制经济的持续、快速、健康发展，促进了所有制结构和产业结构的调整和优化，推动了生产力的发展和社会的进步。党的十八大报告中提出“毫不动摇鼓励、支持、引导非公有制经济发展，保证各种所有制经济依法平等使用生产要素、公平参与市场竞争、同等受到法律保护。”[1]党的十八大为我国非公有制经济开辟了更加广阔的发展前景。

现阶段非公有制经济已经成为我国社会主义市场经济的重要组成部分。非公有制经济在促进国民经济发展中发挥了重要作用，成为全面建成小康社会的重要建设者。新阶段在全面建成小康社会这一大背景下，深入贯彻落实科学发展观，以科学而全面的视角来研究我国非公有制经济理论的价值意义更加凸显。通过对我国社会主义初阶段经济实践的深刻总结，我们会深刻的体会到非公有制经济在我国有其存在和发展的重要意义，我国还不可能抛弃仍能促进社会主义生产力发展的非公有制经济，只要我们能够坚持科学发展，采取切实可行的政策措施，非公有制经济的正面作用就会更加凸显。

当前学术界对我国非公有制经济的研究成果大多侧重于其中的某一方面，对我国非公有制经济的发展进行整体性、系统性研究的成果尚较为缺乏。本文结合中外专家研究成果系统总结了西方和我国的非公有制经济基本理论，分析了我国非公有制经济的内涵及其性质，梳理出建国以来非公有制经济地位演变的三个阶段，探析了非公有制经济的重要作用，剖析了非公有制经济在我国存在和发展的客观必然性，从而指出我国非公有制经济发展中存在的主要问题，通过理论与实践相结合分析提出了促进我国非公有制经济健康发展的对策思路。

Abstract

After three decades of the reform and opening up, Non - public - owned organizations in China have achieved great development. It has gradually developed into the most dynamic, potential and competitive economic elements in the economic structure of China. At present, the development of the non-public economy has covered the 3 three main industries of China's national economy and become a huge economic system involving all walks of life. Practice of more than 30 years has proven that, the sustained, rapid and sound development of the non-public sector has facilitated the adjustment and optimization of the ownership structure and industrial structure, as well as the development of the productive forces and social progress. The report of the eighteenth congress has pointed that, “It is necessary to encourage, support and guide the development of the non-public sector unwavering, ensure all kinds of ownership economy in accordance with the law, and fair use the factors of production to participate in market competition protected equally by the law.” The eighteenth congress has opened up broader prospects for development of non-public economy in China.

At present, the non-public economy has become an important part of our socialist market economy and important strength to promote the development of national economy. It has played an important role in building moderately prosperous society. Deeply fulfill the scientific concept on development has become an important strategic step on building moderately prosperous society in the new developing stage.Under the macroscopic background, the highlight of the value of research the current non-public economic theory of our country from a system of new Angle of view is According to a summary of our country socialism in initial stage of economic practice, we will deeply realize the objective necessity of the existence and development of the non-public sectors of the economy in our country. We can't abandon non-public sector which can promote the development of socialist productive forces, as long as the existence and development of non-public economy objective conditions exists, it has the rationality of existence.
