Chinese R&D goes global
今年前6个月,中国首次成为全球绿地FDI最大来源,推动中国对外研发投资最新一轮攻势的是制药和生物科技公司。
China’s “go global” strategy is expanding into uncharted territory as the country emerges as a major source of foreign investment into research and development operations.
中国的“走出去”战略正扩大到未知领域,中国正成为研发领域外国投资的主要来源。
Chinese companies have been setting up laboratories and research centres across the globe at record pace over the past few years. In 2016 alone they announced nine new overseas R&D centres for a total capital expenditure estimated at $224m, according to data from fDi Markets, an FT greenfield investment monitor.
过去几年,中国公司一直以创纪录的速度在世界各地设立实验室和研究中心。

With four months to go to the end of the year, the figures already represent a record annual high for China. Only US and German companies have been more active than their Chinese peers in the year so far.

It comes at a time when Beijing is gradually liberalising its regulations on outward investment, even pushing local companies to look for opportunities abroad to increase their competitiveness and global footprint away from the slowing domestic economy. As a result, Chinese capital is flooding global markets.

For the first time, China was the world’s largest force in global greenfield FDI in the first six months of the year, with Chinese companies pledging investments for $53.2bn, slightly higher than the $52.4bn committed by their peers in the US, traditionally the largest force in the global FDI arena, fDi Markets data show.
根据fDi Markets的数据,今年头6个月,中国首次成为全球绿地外国直接投资(FDI)的最大来源,中国公司承诺投资532亿美元,略高于美国公司承诺的524亿美元,美国过去一直是全球最大FDI来源。

D operations piggybacks the country’s rise as a global investment powerhouse.

Telecommunications group Huawei, the country’s most active foreign investor, announced the launch of an R&D centre in Dubai in May to cater to the needs of its business in the Middle East and north Africa, and its fourth one in France a month later to serve its European operations.
今年5月,中国最积极的对外投资企业、电信集团华为(Huawei)宣布启动迪拜的研发中心,以满足其中东和北非业务的需要,一个月后,华为在法国启动其在该国的第四个研发中心,以服务于其欧洲业务。
But it is pharmaceuticals and biotech companies that have driven the latest push of Chinese outbound investment into R&D, accounting for seven of the 16 new overseas R&D centres announced since January 2015.

After receiving billions of dollars in investment over the past several years, China has now turned the corner and its role as a major source of FDI is becoming as important as its previous role as a major recipient of FDI, including high value-added sectors such as R&D.

This is not the case for other big emerging economies. Among the other Brics economies, only Indian companies have shown isolated signs of activity, with telecommunications group NIIT launching a data talent centre in China in May. Brazilian, Russian and South African companies lag far behind.
