1.如何能成为会员?
How can an entity become a member?
申请者可直接向CBM或通过总商会申请成为会员。
会员确认步骤将由CBM和总商会完成。
An interested entity may apply directly to The Bureau for membership or via ACCCIM. Acceptance of the membership application is subject to detailed due diligence and verification process by The Bureau/ACCCIM.
2.当户籍成“呆滞(In-Active)”状态,我该怎么办?
What do I do upon seeing “User ID In-Active” message?
当户籍成呆滞(In-Active)状态,用户是无法登录的。
此时,系统的保安掌控需要重新激活该用户的名字,以便再次登录。
When a Username of a user falls into IN-ACTIVE the said user is unable to log into the system. The Security Admin will need to reactivate the Username first in order to log in again.
户籍呆滞原因
Reason of in-active
a.键入错误的用户名或密码Keyed in the username of password wrongly
b.最后一次登录后没有退出系统。
Didn’t log out of the system after logging in
the last time.
确保登录时的用户类型是按下面的(SCBS & CMS用户):

∙中小企业信贷风险评级 SME Credit Risk Rating
∙商业注册资料 Registry Data from Suruhanjaya Syarikat Malaysia (SSM)
∙银行或金融机构提供的信贷资料Banking Credit Information from FIs (via CCRIS)
∙空头支票资料 Dishonoured Cheque Information from FIs (via DCHEQS)
∙金融机构提供的诉讼资料 Litigation Data from FIs (via CCRIS)

4.购买报告需要多长时间?
How long does it take to retrieve a report?
CBM系统将以最迅速的效率提供用户所购买的报告。
The Bureau's system is expected to generate a prompt response and users' feedback had been very positive as compared to other service providers
5.违约概率(PD)是什么?
What is Probability of Default (PD)?
违约概率(PD)是专门为马来西亚中小型企业创建的统计模型。
违约的定义是基于巴塞尔II协议的指引,并定义为:
The Probability of Default (PD) is calculated using statistically valid models developed specifically for the Malaysian SME environment. The definition of Default is based on guidelines from the Basel II accord and defined as:
∙逾期超过90天的任何财务信贷额度;或
Past due more than 90 days on any financial credit facility; Or ∙没能力支付逾期全额予金融机构
Considered unlikely to pay a credit obligation to Financial Institutions in full
没能力支付逾期全额包括,但不限于:
Events used to determine unlikely to pay in full included, but not limited to:
∙法律行动(接收者,清盘,破产等)
Legal Action (Receiver, Winding-up, Bankruptcy etc)
∙修改账户状态(如重组或核销)
Modified Account Status (eg Restructured or Written-off )
6.商业级别百分比(Percentile) 是什么?
What is Percentile?
商业级别百分比(Percentile)能让用户了解中小企业的排名。
此百分比评估值的范围从1到100,1代表风险最高,100则表示风险最低。
The Percentile allows users to understand where the SME ranks relative to all SMEs. It indicates the percentage of the population that is equal to or riskier than the SME being assessed Values range from 1 to 100, where 1 represents highest risk and 100 represent lowest risk.
7.中小企业陷入拖欠状态的原因。
Reasons that a SME will fall into Default.
a.账户信贷逾期四个月或以上 MIA of 4 months and above
b.账户状态如下Account Status changes to any of the following:
i.Rescheduled (C)
ii.Outstanding from call of guarantee (G)
iii.Restructured (T)
iv.AKPK (K)
c.法律状态 Legal Status
i.Summon (10)
ii.Order of Sale (11)
iii.Bankruptcy (12)
iv.Charging Order (13)
v.Winding Up (17) … etc

RIS出现“NO”是什么意思?
What does “CCRIS ENTITY NO” mean?
CCRIS出现“NO”意味着,董事/股东/合伙人/个人没有向任何金融机构借款或没有任何借款资料。
It means that the Director/Shareholder/Partner/Individual does not have any facilities (borrowing) with any financial institution.
众所周知,商业或个人信贷资料来源于中央信贷情报资讯系统(马来西亚国家银行)。
所有的金融机构必须符合并提供国家银行有关商业及个人的信贷资料。
As you are aware, the loan information (company and Director) is taken from CCRIS (Bank Negara Malaysia). Any facility taken by the entity or individual (company and/or Director) is updated by the financial institution to CCRIS.
一旦所选董事没有任何信贷设施,中央信贷情报资讯系统将呈现“CCRIS ENTITY NO”。
如出现此信息,用户可取消勾选该董事,以避免购买空白信贷资料的报告。
Upon the search done on a company with a particular Director, should the CCRIS Entity return as NO, this reflects that the Director selected does not have any facilities with any financial institution reported to CCRIS (BNM).
In view of the above, the said Director has no CCRIS facilities/profile tagged to the related IC number. Hence the information is not available. Kindly un-tick the related party and proceed with the purchase as usual.
The above is to avoid any dispute on blank reports.
9.“CCRIS警告信息”是什么意思?
What does “CCRIS Warning Message” mean?
该警告信息的定义如下:
The warning is to show that particular entity is under verification. Its defined as below:
∙等待验证–贷款者资料正等待NRD/ ROC / ROB的身份验证。
Pending Verification - the profile force added by a user awaiting verification
by NRD/ROC/ROB of the profile.
∙拒绝–贷款者提交给NRD验证的资料被拒绝,因为没有此贷款者的记录。
Rejected - the profile had been submitted to NRD for verification but it was
rejected due to non-existence of record in the NRD database.
∙往生–根据NRD记录,贷款者已经是“往生/去世”。
Deceased - the profile had been submitted to NRD for verification but
according to the NRD records, the individual is already "deceased".
∙清盘–公司注册局显示该公司已清盘。
Wound-up - the company had been reported as wound-up by ROC.
10.“空头支票信息”(DCHEQS) 是什么意思?
What is “Dishonoured Cheque Information” mean?
“空头支票信息”(DCHEQS) 表示由客户或授权者发行的支票呈现空头或退票,原因如下:
It means a cheque issued by a Customer or his/her authorized signatory which has been dishonoured and returned by the drawee bank for the following reasons:
∙账户中的资金不足; 或
There are insufficient funds in the account in which the cheque is drawn; or ∙发出的支票的资金尚未同意被使用(称为“Effects Not Cleared”);或
A cheque issued for which the funds were not yet available for use by the
Customer (known as “Effects Not Cleared”); or
∙法院命令将账户冻结或被宣告破产
A cheque issued on an account which has been closed for reasons other than
being closed due to bankruptcy, or the account has been frozen arising from a
Court Order.
11.如果会员发现自我信贷报告出现不准确资料,能如何申诉?
How does a customer lodge a dispute if there is inaccuracy in the Self Enquiry Report?
如果会员发现自我信贷报告出现不准确资料,可以要求CBM客户服务人员对该资料进行调查和核实。
同时,会员必须填写以下表格:
If a customer has any disputes, he/she may lodge a dispute request to The Bureau's Client Advisory or Customer Service personnel for investigation and verification. They have to fill up the Dispute Resolution Form as per the following:

Our personnel shall create a request in The Bureau's system. This request will trigger a workflow in the system to automatically escalate to the investigating officer. The case will then be channelled to the respective data sources for verification and clarification.。
