新形势下高校优秀青年教师党员发展工作中的问题与对策

摘要:通过分析当前高校优秀青年教师党员发展工作中存在的问题,提出了相应的对策及建议。

随着高等教育的快速发展,高校教师队伍的结构发生很大变化,具有硕士、博士学位的青年教师不断增多,青年教师在教学科研骨干、管理骨干、学术带头人、留学归国人员中的青年教师也占有相当大的比例。做好这部分优秀青年教师的党员发展工作,不仅能扩大党的阶级基础和群众基础,还可提高党员队伍的整体素质和战斗力。但受多种因素的影响,这项工作发展滞后,步伐缓慢。

一、高校优秀青年教师党员发展面临的问题

根据调查统计,高校优秀青年教师党员发展工作存在“一低,二少,三难”的突出问题,即青年优秀教师入党比例偏低;申请入党人数少、发展党员少;对青年教师启发教育难、发展工作难、党支部在发展优秀青年教师加入党组织中有畏难情绪。究其原因,主要有以下几个方面:

(1)高校党组织对优秀青年教师党员发展的重要性和紧迫性认识不充分,工作措施不给力,培养力度不够

各级党组织对发展优秀青年教师党员思想上不够重视,对其重要性和紧迫感认识不足且普遍缺乏开拓进取和主动精神。不少党支部抱着“顺其自然”、“坐等上门”的态度,对优秀青年教师个别指导少、个别谈心少、培养教育少、主动登门做工作少,对青年教师的思想教育工作没有投入必要的时间和精力;

(2)活动的内容及形式枯燥陈旧,缺乏创新和吸引力

目前,大多数高校党组织活动多采取单一的会议形式,支部生活变成了工作会、培训会或传达会。会议仅是教条地将党的通知、理论灌输给党员教师,思想政治教育形式单一、内容十分“高大上”且“不接地气”,空洞陈旧、缺乏新意,缺乏与实际工作结合,容易“走形式”和“走过场”。这些都直接影响思想政治教育效果,打消了不少优秀青年教师的入党积极性。

(3)优秀青年教师入党意识淡化

随着高校的不断扩招,大部分青年教师承担了大量教学和科研任务。除此之外,还面临评职称、争取课题和科研项目等任务。部分高校出现“重业务、轻政治”的趋势,这使得部分青年教师的价值观念趋向于功利主义和现实主义。在他们看来,评上职称,多写论文、多搞科研、多拿课题经费和多评奖项才是“硬实力”,才是“硬道理”。

二、发展高校优秀青年教师党员的具体措施

(1)加强青年教师的思想政治工作,增强党组织的吸引力

一是要“早”。早发现、早造苗、早教育、早培养。

1、对那些有入党动机和入党愿望的青年教师要及时发现,要主动与他们接触、交流,进行指导和培养。

2、对党内产生的腐败现象和社会不良现象要及时发现,及时疏导,及时做好思想教育工作,及时解决青年教师的思想困惑。

二是要“勤”。润物细无声。必须常抓不懈、长期有效地坚持党建理论学习和基层党组织建设,切实提升教师党员的素质,增强党员的责任感和使命感。

三是要“全”。加强对青年教师的思想政治教育工作,不是单纯地做好思想政治工作,而是要求各级党组织和党员干部切实关心青年教师的思想、工作和生活,把解决青年教师的政治问题、思想问题与他们的工作问题、生活问题结合起来,全面关心青年教师的成长。

四是要“严”。严格按照入党条件和标准,把好入党关口。

五是要“尖”。重视骨干教师、学科带头人、高学历的青年教师的党员发展工作;同时要选拔一批政治素质高、党性观念强、群众基础好、有学术威望、能起到先锋模范作用的“尖”的党员专家担任骨干教师、学科带头人、高学历青年教师的党员培养人。

(2))开展特色活动,创新活动内容和工作方式,增强凝聚力和号召力

一是改变传统的、单一的、僵硬、枯燥、呆板的宣传方法,广泛应用网络平台,占领网络教育的新一轮制高点,开展形式多样、内容丰富的思想政治宣传;

二是基层党组织要顺应时代潮流变化,与时俱进,结合生活实际,走“三贴近”道路。

(3)正确处理业务与政治的关系,坚持业务与政治两手抓,两手都要硬的原则

基层党组织可以从教学、科研为切入点和突破口,将党建工作融入业务工作之中,将党员发展工作与业务工作结合起来,,即“从党员教师中培养骨干教师,从骨干教师中发展党员”。一方面要注重对青年教师的业务培训和指导,尽可能多地为他们提供各种进修、培训乃至出国深造的机会,提升其业务水平;另一方面通过相关政策引导,在党政领导、学科带头人的选拔、教师国内外进修、职称晋级、职务评聘、年度考核、评优评奖评先等工作中,不仅要注重业务素质,还要注重其思想政治素质,引导青年教师自觉把个人业务的发展与思想政治的进步紧密联系起来。
