摘要

风险管理是国有企业生产经营和发展中的重要问题之一。由于社会政治、经济的快速发展以及科技革命日新月异的变化,国有企业日益面临更加不确定性的经营环境、更多的风险因素、更为激烈的竞争和生存发展的严峻挑战，企业风险管理问题由此应运而生。西方经济发达国家已把企业风险管理同战略管理、运营管理视为构成现代经济组织的三个核心管理职能之一,并成为未来企业核心竞争力的重要组成部分。国有企业在国民经济中的地位与作用,决定了国有企业中风险管理对各个环节有着举足轻重的影响。因此,研究国有企业风险管理的问题及原因,具有极为重要的理论和现实意义。

本论文在借鉴国内外风险管理研究的基础上,紧密结合我国现实国情和国有企业风险管理现状和风险管理需求,对涉及企业风险的有关理论、风险管理的分类、风险管理的问题等,从多角度多层次进行系统分析和研究；并针对我国国有企业风险管理问题的成因进行深入探讨。

Abstract

Risk management is one of the important issues in the production and management of state-owned enterprises and development. Rapid changes due to the rapid development of the social, political, economic, and scientific and technological revolution, the state-owned enter -prises are increasingly facing more uncertainty in the operating environment, the more risk fa -ctors, more intense competition and severe challenges of survival and development, enterprise risk management problem by this came into being. Developed Western countries, enterprise risk management has been regarded as one of the three core management functions constitute the modern economic organization with strategic management, operations management, and become an important part of the future of the enterprise's core competitiveness. The status and role of state -owned enterprises in the national economy, the decision in the risk management of state-owned enterprises have a decisive influence on all aspects of. Therefore, to study the problems and causes of the state-owned enterprise risk management, has a very important theoretical and practical significance.

This paper, drawing on the basis of domestic and international risk management research, in close connection with the reality of China's national conditions and the state-owned enterprise risk management situation and risk management needs of, involving enterprise risk theory, the classification of risk management, and risk management problems from the angle of multi-level systems analysis and research;-depth discussion and for a number of internal and external factors giving rise to the risk of China's state-owned enterprises, respectively.
