And our assembly lines are humming once more. And to make sure America never goes through a crisis like that again, we passed tough new Wall Street reform to end taxpayer-funded bailouts for good.Wall Street reform also created the first-ever independent consumer watchdog, whose sole job is to look out for you. That means making sure you've got all the information you need to make important financial decisions like buying a home or paying for college. And it means going after anyone who tries to take advantage of you, or rip you off.Starting this month, that includes the folks who come up with your credit score. If you haven't checked out your credit score recently, you should. It can have a major impact on your life. It can determine whether or not you qualify for a loan or what kind of interest you have to pay.It can even affect your chances at renting an apartment or getting a job. But here's the thing: the companies that put your credit score together can make mistakes. They may think you had a loan or a credit card that was never yours. They may think you were late making payments when you were on time.And when they mess up, you're the one who suffers. Until this week, if you had a complaint, you took it to the company. Sometimes they listened. Sometimes they didn't. But that was pretty much it. They were your only real hope. Not anymore.If you have a complaint about your credit score that hasn't been properly addressed, you can go to /complaint and let the consumer watchdog know. With today’s vote in the Senate, the United States Congress has now passed a Wall Street reform bill that will bring greater economic security to families and businesses across the country.It was clear from the moment it began that this recession （衰退，不景气） was not the result of your typical economic downturn. It was the result of recklessness（鲁莽，轻率）and irresponsibility in certain corners of Wall Street that infected the entire economy –- irresponsibility that cost millions of Americans their jobs, and millions more their hard-earned savings 1 . It’s why businesses cannot get credit and why families haven’t been able to see appreciation 2 in their home values -- in fact, the values of their homes have plummeted 3 （垂直落下） .Even before the financial crisis that led to this recession, I spoke 4 on Wall Street about the need for common-sense reforms to protect consumers and our economy as a whole. But the crisis came, and only underscored the need for the kind of reform the Senate passed today -- reform that will protect consumers when they take out a mortgage orsign up for a credit card; reform that will prevent the kind of shadowy deals that led to this crisis; reform that would never again put taxpayers 5 on the hook（陷入圈套，拖延） for Wall Street’s mistakes.The reform that Congress passed today will accomplish these goals. It is a bill that was made possible first and foremost （首先，首要的是） by the tireless efforts of Chairman Chris Dodd and Congressman 6 and Chairman Barney Frank, as well as the leadership of Harry 7 Reid and Nancy Pelosi. I am extraordinarily 8 grateful for their determination in the face of a massive lobbying effort from the financial industry, and I’m also grateful for all of the members of Congress who stood on the side of reform -- including three Republican senators who put politics and partisanship 9 （党派性，党派偏见） aside today to vote for this bill.The financial industry is central to our nation’s ability to grow, to prosper 10 , to compete and to innovate 11 . This reform will foster（培养，养育） that innovation, not hamper 12 it. It’s designed to make sure that everyone follows the same set of rules, so that firms compete on price and quality, not on tricks and traps. It demands accountability and responsibility from everybody. It provides certainty to everyone from bankers to farmers to businessowners to consumers. And unless your business model depends on cutting corners or bilking（欺骗，诈骗） your customers, you have nothing to fear from this reform.For all those Americans who are wondering what Wall Street reform means for you, here’s what you should expect. If you’ve ever applied 13 for a credit card, a student loan, a mortgage, you know the feeling of signing your name to pages of barely understandable fine print. It’s a big step for most families, and one that’s often filled with unnecessary confusion and apprehension 14 . As a result, many Americans are simply duped into（哄骗） hidden fees and loans they just can’t afford by companies who know exactly what they’re doing.Those days will soon end. From now on, every American will be empowered with the clear and concise 15 information you need to make financial decisions that are best foryou. There will be no more taxpayer-funded bailouts -- period. If a large financial institution should ever fail, this reform gives us the ability to wind it down without endangering the broader economy. And there will be new rules to end the perception that any firm is “too big to fail,” so that we don’t have another Lehman Brothers or AIG.Because of reform, the kind of complex, backroom（暗中的，私下的） deals that helped trigger this financial crisis will finally be brought into the light of day. I would suggest that America can’t afford to go backwards 23 , and I think that’s how most Americans feel as well. We ca n’t afford another financial crisis just as we’re digging out from the last one.I said when I took office we can’t simply rebuild this economy on the same pile of sand -- on maxed-out credit cards, houses used like ATM machines, or overleveraged firms on Wall Street. We need to rebuild on a firmer, stronger foundation for economic growth. That’s why we invested in renewable energy that’s currently creating new jobs all across America. That’s why we’re reforming our education system so that our workers can compete in the global economy. That’s why we passed health reform that will lower costs for families and businesses. And that’s whyI’m about to sign Wall Street reform into law -- to protect consumers and lay the foundation for a stronger and safer financial system -- one that is innovative 24 , creative, competitive, and far less prone 25 to（有倾向的） panic and collapse 26 . For years, our financial sector was governed by antiquated and poorly enforced rules that allowed some to game the system and take risks that endangered the entire economy.Unscrupulous lenders locked consumers into complex loans with hidden costs. Firms like AIG placed massive, risky bets with borrowed money. And while the rules left abuse and excess unchecked, they also left taxpayers on the hook if a big bank or financial institution ever failed.Now, even before the crisis hit, I went to Wall Street and I called for common-sense reforms to protect consumers and our economy as a whole. We all win when shareholders have more power and more information. We all win when consumers are protected against abuse. And we all win when folks are rewarded based on how well they perform, not how well they evade accountability.In the end, our financial system only works –- our market is only free –- when there are clear rules and basic safeguards that prevent abuse, that check excess, that ensure that it is more profitable to play by the rules than to game the system. And that’s what these reforms are designed to achieve -- no more, no les s. 作为一个国家，我们目前的当务之急是尽一切努力来发展我们的经济，创造良好的中产阶级就业机会。

我们国家现在的第一要务就是想尽一切办法促进经济增长和创造中产阶级需要的好的工作岗位。

然而，在不到一周的时间里，国会准备允许一系列武断、自动的预算削减，这将适得其反。

然而，在不到一个星期的时间内，国会已经摆出唱反调的架势，要武断的通过一些自动预算削减。

它们会使我们的经济减速。

他们要减缓我们的经济发展。

他们将淘汰好工作。

他们会让我们失去好的工作岗位。

他们将使许多已经捉襟见肘的家庭急于想办法做些什么。

他们会让无数被逼到极限的家庭不知所措。

但事情是这样的：这些削减不一定要发生。

但目前的问题是，这样的削减本来是不该发生的。

国会只要一点点妥协就可以把他们赶走。

国会只要稍作妥协，就可以在任何时候避免这种情况。

他们可以通过一个平衡的赤字削减计划。

他们可以通过一项平衡的方案降低赤字。

他们可以以精明的方式削减开支，并为富人和富裕人士关闭浪费的税收漏洞。

他们可以以更合适的方式削减支出，终结有利于富人和权贵人士们的浪费性税法漏洞。

不幸的是，国会的共和党人似乎决定，与其妥协，而不是问最富有的美国人，他们宁愿让这些削减直接落在中产阶级身上。

不幸的是，国会的共和党人显然是要坚持到底拒不妥协，他们宁可将所有的减支重担完全让中产阶级承担，也不愿对富人们提任何要求。

这就是选择的意义。

这样的决定意味着，一旦这些削减生效，成千上万的教师和教育工作者将下岗，成千上万的家长将不得不争先恐后地为他们的孩子寻找孩子。

一旦这些削减发生，数千名教师以及教育工作者将被辞退，数万父母将为孩子的教育问题而苦苦挣扎。
