1、前言Preface

鲅鱼圈（营口经济技术开发区）座落在美丽的辽东半岛渤海湾畔，是1992年经国务院批准设立的国家级经济技术开发区，是一座飞速发展、适合创业、人居、旅游的现代化、生态化新兴港口城市。行政区划面积268平方公里，常住人口40万。

China Yingkou Econ.&Tech. Development Zone (otherwisely known as Bayuquan) is a state-level development zone, approved by the State Council in October 1992. It covers an area of 268k㎡, with a population of 400,000.

经过多年的探索和实践，鲅鱼圈以其迅猛的发展速度、广阔的发展前景成为东北三省乃至全国广泛关注的焦点。今天的鲅鱼圈不论是在城市环境、投资环境、基础设施配套能力、综合竞争力方面，还是在发挥整体优势、参与区域经济合作方面，都已经成为辽宁省城区经济科学发展、全面发展的一面旗帜。

特别是辽宁沿海经济带发展规划和沈阳经济区国家新型工业化综合配套改革试验区上升为国家战略，给鲅鱼圈带来了前所未有的发展机遇。

After years of exploration and practice, Yingkou Development Zone, with its rapid development speed, vast potential for future development, has drawn wide attention of the three provinces in Northeast China and the whole nation. The upgradation of Liaoning Coastal Economic Belt and Shenyang Experimental Economic Zone to the national strategy has provided Yingkou Development Zone with an unprecedented opportunity and even broader space for development. Today’s Yingkou Development Zone has become one of the best places in the Rejuvenation of Northeast China, the construction of Liaoning Coastal Economic Belt and Shenyang Experimental Economic Zone ,not only in terms of urban environment、investment environment、infrastructure facilities and comprehensive competitiveness, but also in terms of its full play of overall advantages and its participation in regional economic cooperation.
