The endeavor is directed by the community commissioner, initiated by the community leading group, participated by social organizations and supported by its civil affairs department. It transforms part of public service area closely connected to children’s activities, builds a safer and friendlier interactive environment, sets up and cultivates a voluntary service team for the community, provides an inclusive and discrimination-free public service for the growth of children and family support. It aims to promote the friendly relationship between children and children, children and parents, parents and parents, as well as solve the actual difficulties and problems faced by families in the process of children’s growth and stimulate the vigor of the community.

理念倡导 联合国《儿童权利公约》
1989年提出“儿童最大优先原则”，成为全世界几乎所有国家认同的原则。 强调一个公平正义的社会，公共资源的配置必定是以弱者利益的最大化为准 则。儿童作为诸多弱势群体中的低层，理应成为政府公共政策和社会公益资 源最为关注倾斜的群体。

Child Friendly Community is the most energetic and liveable community which is beneficial for the child’s healthy growth and creates more happiness for adults.

Guiding Ideal
Convention on the Rights of the Child by the United Nations
In 1989, the United Nations raised the principle of the Best Interests of the Child, which is a consensus for all the nations in the world. It highlights an equal and fair society in which the allocation of public resources shall follow the norm of maximizing the interests of the disadvantaged. Located at the lower part of many disadvantaged social groups, children ought to be paid attention and given priorities when public policies of the government are initiated and social welfare resources are allocated.

It requires to enhance the service function for children in urban and rural areas. “Building the mechanism of child protection with communities as the base; fully exploring and reasonably making use of community resources; setting up special areas, equipped with fulltime and part-time working staff, for children to have fun; providing services for children and their families”. For the outline to be effectively implemented, community governance structures, consensus of social work organizations and community public affairs shall surround children’s welfare.
