高速铁路工务安全规则

第 2.0.3 条 高速铁路天窗时间原则上不应少于 240 min,且宜采用垂直天窗。 运营速度为 250 km/h 及以下铁路,如确需采取 V 形天窗,V 形天窗时段邻线限速 不超过 160 km/h。
在维修天窗的基础上,铁路局可根据列车开行情况,临时安排昼间天窗,用 于设备检查。具体办法由铁路局规定。昼间天窗内,不得进行设备修理作业。
第 1.0.5 条 对与工务有关的事故或故障,工务部门应缜密调查,科学分析, 找出原因,吸取教训并采取有效措施,防止同类问题的再次发生。
第 1.0.6 条 本规则适用于 200 km/h 及以上铁路和 200 km/h 以下仅运行动车 组列车的铁路。本规则未作规定的,应参照《普速铁路工务安全规则》执行。铁 路局应根据具体情况进行细化和补充,并报中国铁路总公司(以下简称铁路总公 司)备案。

第一章 总 则
第 1.0.1 条 为保证高速铁路行车和人身安全,保持列车正常运输秩序,特 制定本规则。
第 1.0.2 条 高速铁路工务安全管理应坚持“安全第一,预防为主,综合治 理”的原则,建立健全并严格执行各项安全管理制度,严格作业纪律,落实安全 防范措施,防患于未然,保证工务安全生产稳定。

第二章 安全管理制度第 2. Nhomakorabea.1 条 严格执行高速铁路主要行车工种岗位准入制度,高速铁路工务 作业人员应通过业务培训和安全培训,实行持证上岗。
第 2.0.2 条 高速铁路实行天窗修制度。凡影响工务设备稳定、使用和行车 安全的施工作业和维修作业,都必须纳入天窗,不得利用列车间隔进行。
动车段(所)内线路、与高速铁路相邻的其他线路的作业办法,由铁路局规 定。

第 2.0.5 条 进入路基防护栅栏、桥面和隧道内检查、作业、设备故障及自 然灾害应急处置,应设驻调度所(驻站)联络员,在现场设现场防护员。驻调度 所(驻站)联络员负责按规定办理登、销记手续,使用通信设备向作业负责人传 达调度命令。

第 2.0.4 条 在线间距不足 6.5 m 地段施工维修而邻线行车时,邻线列车 应限速 160 km/h 及以下,并按规定设置防护。施工单位在提报施工计划时,应提 出邻线限速的条件。
邻线来车时,现场防护员应及时通知作业人员,机具、物料或人员不得在两 线间放置或停留,并应与列车保持安全距离,物料应堆码放置牢固。
第 1.0.3 条 铁路公司作为高速铁路工务设备资产所有者,应保证工务设备 安全、管理、检查、修理等费用的及时投入,以满足运输安全的需要。
第 1.0.4 条 铁路局是工务设备安全管理的责任主体,应依据委托运输管理 协议和相关规定做好高速铁路工务设备的安全生产管理,保持工务设备状态良好, 使之符合相关安全规定和技术标准。
