The lives of most men are determined by their environment. They accept t he circumstancesamid which fate has thrown them not only with resignation but even with good will. They arelike streetcars running contentedly on their rails and they despise the sprightly flivver thatdashes in and out of the traffic and speeds so jauntily across the open country. This past year was full of opportunities and challenges. Politically, we had the historic opportunity to move towards the selection of the Chief Executive by universal suffrage. Thelocal community devoted a great deal of time and energy to this issue. Some people,however, were unwilling to accept the pri nciples laid down in the Basic Law and the relevant Decision of the Standing Committee of the National People's Congress; they misjudged thebottom line of the Central Authorities.In the end,40 percent of the Members of the Legisla tiveCouncil (LegCo) voted against the package of proposals for universal suf frage. Since it wasnot endorsed by a two-thirds majority of LegCo Members, the proposals came to nothing.Moreover, the unlawful occupy movement, which lasted 79 days, posed sustained andserious threats to social order a nd the rule of law. The general public resolutely disapproved ofthe unlawful acts, and the Hong Kong Special Administrative Region (HKSAR) Government and the Police Force exercised the highest degree of patience and restraint. Today, I wouldlike to express again my respect and thanks to my political tea m, to my colleagues in the civilservice, including the Police Force, and to the general public.
