为了加强水利水电基本建设工程的质量管理，搞好工程质量的控制、检查、评定和工程验收、工程评优等方面的工作，提高工程质量，充分发挥工程效益, 能源部与水利部联合颁发《水利水电基本建设工程单元工程质量等级评定标准》(试行)SDJ249,88。

现将有关事项通知如下:
一、原水电部(88)水电水建字第5号通知的单元工程质量等级评定标准(一)作为SDJ249.1,88 《水工建筑工程》继续有效。

二、现颁发SDJ249.2,88《金属结构及启闭机械安装工程》、SDJ249.3,88《水轮发电机组安装工程》、SDJ249.4,88《水力机械辅助设备安装工程》、SDJ249.5-88《发电电气设备安装工程》、SDJ249.6,88 《升压变电电气设备安装工程》等。

本标准自1989年4月1日起试行。

各单位在试行本标准过程中，如发现问题，请将意见函告能源部水电开发司或水利部建设开发司。

说明
一、为了加强水利水电基本建设工程质量管理，统一质量检验评定方法，搞好工程质量的评比工作，特制订本标准。

二、本标准编制依据如下;
1(原水利部、电力工业部颁发的《水工建筑物金属结构
80)(以下简称“规范”); SLJ201,80 制造、安装及验收规范》(DLJ201-
2(有关的现行国家标准和部颁标准。

三、本标准只用作单元工程质量等级评定。

安装前应具备的技术资料、材质证明、焊接和探伤人员资格评定、焊接工艺试验，安装时采用的工艺措施、量具、仪器以及竣工后交接验收时应提供的资料均应符合“规范”和设计规定。

“规范”中有些项目本标准未予列入，仍应按“规范”要求执行。

四、水利水电基本建设工程项目划分为单元工程、分部工程和单位工程。

l(单元工程系指由几个工种施工完成的最小综合体。

例如，平面闸门埋件的安装，平面闸门门体的安装等。

2. 分部工程系指在一个构筑物内或在一个建筑物内能组合发挥一种功能的安装工程。

例如闸门及启闭机械安装工程等。

3(单位工程系指具有独立的施工条件或独立作用的，由若干个分部工程组成的工程。

例如泄洪工程等。

五、金属结构及启闭机械安装工程项目划分见表0.0.1。

七、单元工程的“合格”、“优良”等级按下列规定评定。

1(符合下列要求者应评为合格:
(1)主要项目(标有符号“?”者)必须全部符合本标准。

(2)一般项目检查的实测点有90,及其以上符合标准，其余基本符合标准;基本符合标准系指虽然与本标准有微小出入，但不影响安全运行和设计效益。

八、分部工程的“合格”、“优良”等级按下列规定评定。

1(分部工程中，被评为优良的单元工程不足50,，扫尾工作和试运转工作符合下列要求，该分部工程应评为合格。

(1)压力钢管安装工程的扫尾工作(例如支撑割除、管壁凹坑焊补、灌浆孔堵焊等)符合本标准，水压试验和充水试验无渗水和其他异常现象。

(2)平面闸门在无水压或有水压情况下，在全行程启闭过程中畅通、平稳，无卡阻现象。

处于工作部位在承受设计水头压力时，通过止水橡皮漏水量不超过
0.1L,(s?m)。

(3)弧形闸门除应符合本条(2)的要求外，潜孔式弧门在启闭过程中，顶部只允许有少量漏水。

(4)人字闸门除应符合本条(2)的要求外，在全行程启闭过程中，顶、底枢均无异常响声或跳动，各部润滑系统工作正常、无渗漏现象。

(5)拦污栅在全行程启闭过程中畅通、平稳，无卡阻现象。

(6)油压启闭机因活塞油封漏油和管路漏油，引起闸门沉降量在48h内不大于200mm。

2(分部工程中，被评为优良的单元工程占50,及其以上;扫尾和试运转工作符合本条中有关要求，应评为优良。

九、限于运输条件，大直径压力钢管需要在现场进行制作，故将压力钢管制作工程列入本标准附录。

十、考虑“规范”中有些项目的标准规定过严，达到合格标准已属不易，不宜再提高指标;有的项目从工程质量要求考虑，没有必要再行提高，这些项目的合格和优良标准列为同一标准。

十一、安装的金属结构及启闭机械应持有产品质量等级评定证书和出厂检查记录。

十二、检验评定工程质量的组织工作，按照原水利电力部颁发的《水利水电基本建设工程质量管理若干规定(试行)》执行。

第一章压力钢管安装工程
第1(0(1条一般规定和要求
一、安装前应对钢管、伸缩节和岔管的各项尺寸进行复测，并应符合“规范”和设计图纸规定。

二、钢管、伸缩节和岔管的防腐蚀工作，除焊缝两侧外，均应在安装前全部完成，如设计另有规定，则应按设计要求执行。

三、安装后，钢管应与支墩和锚栓焊牢，以防止浇筑混凝土时发生位移(

第二章平面闸门埋件安装工程第2(0(7条一般规定和要求
一、埋件应在制造厂进行整体组装，经检查合格，方可出厂。

二、除安装焊缝两侧外，埋件防腐蚀工作应在制造厂完成，如设计另有规定，则应按设计要求执行。

三、埋件运到现场后，应对埋件作单件或整体复测，各项尺寸应符合“规范”和设计图纸规定。

四、埋件安装后，应用加固钢筋将其与预埋螺栓或插筋焊牢，以免浇筑二期混凝土时发生位移。

五、二期混凝土拆模后，应进行复测。

同时清除遗留的钢筋头等杂物，以免影响闸门启闭。

第2(0(2条质量检查项目和质量标准
一、埋件安装各项目的允许偏差符合表2.0.2,1要求为合格。

二、在埋件安装质量合格的基础上，孔口部位各项目的实测点有50%及其以
上，其实测偏差值小于允许偏差，该项目评为优良。

第四章弧形闸门埋件安装工程
第4(0(1条一般规定和要求
一、埋件应在制造厂进行整体组装，经检查合格，方可出厂。

其中铰座和铰座钢梁的螺孔应配钻。

二、除焊缝两侧外，埋件防腐蚀工作应在制造厂完成。

三、埋件运到现场后，应对埋件作单件或整体复测，各项尺寸应符合“规范”和设计图纸规定。

四、作为安装铰座、侧止水座板、底槛等埋件用的控制点，设置时，应由同一基准点引出，其相互间尺寸应仔细核对，免出差错。

五、埋件安装完，应用加固钢筋将其与预埋螺栓或插筋焊牢，以免浇筑二期混凝土时发生位移。

二期混凝土拆模后应进行复测。

第4(0(2条质量检查项目和质量标准
一、埋件安装各项目的允许偏差符合表4.0.2,1要求为合格。

二、在埋件安装质量合格的基础上，孔口部位各项目的实测点有50,及其以

二、除安装焊缝两侧外，门体防腐蚀工作均应在制造厂完成，如设计另有规定，则应按设计要求执行。

三、门体运到现场后，应对门体作单件或整体复测，各项尺寸应符合“规范”和设计图纸规定。

四、门体如系分节到货，则焊接前应编制焊接工艺措施，焊接时应监视变形，焊接后门体尺寸应符合“规范”和设计图纸规定。

第5(0(2条质量捡查项目和评定标准
一、圆柱形、球形和锥形绞座安装应符合表5.0.2-1要求。

一、符合下列要求者应评为合格:
1(主要项目全部符合本标准。

2(一般项目检查的实测点有90,及其以上符合本标准，其余基本符合本标准。

二、在合格的基础上，优良项目占全部项目50,及其以上评为优良。

第六章人字闸门埋件安装工程
第6(0(1条一般规定和要求
一、埋件应在制造厂进行整体组装，经检查合格，方可出厂。

其中蘑菇头安装中心应在制造加工时定出。

二、除安装焊缝两侧外，埋件防腐蚀工作应在制造厂完成，如设计另有规定，则应按设计要求执行。

三、埋件运到现场后，应对埋件作单件或整体复测，各项尺寸应符合“规范”和设计图纸规定。

四、底槛应先进行试安装，待门体安装完，视底槛止水橡皮压紧程度，再调整底槛位置。
