National Disability Insurance Scheme (方案)
The National Disability Insurance Scheme (NDIS) will transform the way Queenslanders with disability are supported and change the way disability services are funded and delivered.
Under the scheme, Queenslanders with disability will have choice and control over how they access support and who delivers them. They will also have certainty that they will be supported throughout their lifetime to achieve their personal goals.
The NDIS will have an effect on the following programs.

Disability Parking Permit Scheme
No changes will be made to the Disability parking permit scheme when the NDIS is introduced inQueensland. Current arrangements for this scheme will be maintained.

There will be no change to concessions on public transport for people with disability when the NDIS is introduced inQueensland. TransLink will continue to ensure concessions are provided for disabled persons travelling on public transport inQueenslandwhen the NDIS is introduced.

Jack was 11 months old in the spring of 2015 when his parents, Erika and Christopher, recognized his development was not progressing as it should. The feeling was familiar to the couple. Just a few months earlier, Jack’s brother Chase, who is 16 months older, had been diagnosed with autism(自闭症) after he did not reach motion and language standards as expected.
Jack’s behaviors were similarly delayed, and his parents moved quickly to seek help. Today, Jack is 5 — he celebrated his birthday on May 13 — and he can speak in full sentences and read. After two years at a preschool that specializes in services for children with developmental disabilities, he will start kindergarten in theSmithtownschool district in September. “Our family’s experience is a good example of the power and effectiveness of early intervention. The services our boys have received made all the difference,” the parents said.
According to scientists, autism can be detected at 18 months or younger, and by age 2 a diagnosis can be considered “very reliable.” The parents said they were happy with Chase’s success at the learning center, but still had concerns for Jack because he was not speaking. Developing social and communication skills can be among the greatest challenge for individuals with autism, even if they are able to say a few words early on. “We didn’t know if he was ever going to talk,” Erika said. “That was my biggest fear. We just didn’t know.”
Looking ahead, the parents are cautiously optimistic about Jack’s next educational move. He doesn’t handle change well, they said, and he likes to know his routine. Still, they expressed confidence that his time at the learning center has given him the skills he needs to be successful.

Is renting clothes greener than buying them? Sustainable (可持续的) fashion expert Elizabeth Cline isn’t sure. Clothing renting is a hot new industry and businessmen are trying to attract shoppers who care about the environment. Last summer alone,Urban Outfitters, Macy’s, Bloomingdale’s American EagleandBanana Republicall announced renting services – a sure sign of changing times.
But is renting fashion actually more environmentally-friendly than buying it? And if so, how much more?
Journalist and author Elizabeth Cline researched this question in a feature article for Elle, and she concluded that it’s not as sustainable as it seems.
Take shipping for example, which has to go two ways if an item is rented – receiving and returning. Cline writes that consumer transportation has the second largest carbon footprint of our collective fashion habit after manufacturing.
Then there’s the burden of washing, which has to happen for every item when it’s returned, regardless of whether or not it was worn. For most renting services, this usually means dry-cleaning, which is a polluting process. All the renting services that Cline looked into have replaced perchloroethylene, a carcinogenic (致癌的) air pollutants that’s still used by 70 percent of US dry cleaners, with hydrocarbon (碳氢化合物) alternatives, although these aren’t great either. They can produce harmful waste and air pollution if not handled correctly.
Lastly, Cline fears that renting services will increase our appetite for fast fashion, simply because it’s so easily accessible. There’s something called “share-washing” that makes people have more wasteful behaviors because a product or service is shared and thus is considered more eco-friendly. Uber is one example of this: advertised as a way to share rides and reduce car ownership, and yet it has been proven to discourage walking, bicycling and public transportation use.
Renting clothes is still preferable to buying them cheap and throwing them into the bin after wearing them a few times, but we shouldn’t let the availability of these services make us self-satisfied. There’s an even better step – and that’s wearing what we already have.

Haley Curfman, 25, of Blackwell, Oklahoma, is a teacher at Blackwell Public School and last yearshe bought a plain(朴素的) white dress, which she set up a station in her classroom for her students to decorate, encouraging them to go and draw on the dress whenever they had free time. For teachers looking to do something similar for their own students, Haley said that she bought the dress off Amazon for less than $ 20 about six months ago and pre-washed the dress before she started the project. She used markers from Walmart. But she said these things can be bought in other places. She said, “To do the project, I set up a station at a table with the dress and markers. It takes anywhere from two weeks to a month to complete as we just work on it here and there when time allows. You'd better give the students enough time so they don't have to hurry.”
“Teachers have been sharing their dresses, T-shirts, etc. with me that they've been creating since the 1950s with the same idea. It is amazing, and I love the fact that you are sharing them with me! Thank you all so much for your kindness and support,” she wrote on Facebook.
