Political leaders, academics and youth around the world consider the environmental problems facing society and continuously discuss and analyze possible solutions and ways forward. This paper falls within this discourse.Specifically, it is asserted that environmental policy and modernization should be actively pursued through the harmonization and balancin g of indigenous Australian’s traditional ecological knowledge (TEK), traditional cultural philosophy (TCP) and modern technology.This paper is structured as follows. First, the environment as a topic and the environmental‘problems’ faced today will be considered. Second, Australia’s response to environmental problems will be reflected upon. From this basis, indigenous Australian’s approach to the environment will be outlined. In particular, indigenous Australian’s connection with country, TEK and TCP will be discussed. Finally, it will be shown that Australia’s environmental policy and approach to modernization should be pursued through the harmonization and balancing of TEK, TCP and modern technology. It is shown that a balance can be achieved by basing Australia’s environmental policy on sustainable development founded on the synchronicityof TEK, TCP and modern technology, as well as pragmatic initiatives and outputs. This paper builds on the current literature by introducing TCP as an extension to TEK.1.The Environmental ‘Problem’Following World War II, environmental consciousness began to clearly emerge. Examples of this consciousness are seen with Rachel Carson’s Sile nt Spring written in 1962 and various international instruments and negotiations such as the Stockholm Declaration.In particular, the environment has come to the fore in public consciousness in the past 20 years as evident by its prominence in the international arena, political discourse and academic literature. For example, the Rio Protocol, Kyoto protocol and Copenhagen demonstrate that environmental problems have become important on the international agenda.There are a magnitude of perceived environmental problems today, such as global warming,deforestation, loss of species and subsequent decrease in biodiversity. Various explanations are provided in explaining the current status quo. Primarily, discussion points to over-population, technological advances that enable exploitation of the environment and capitalist economics. Despite the many contradictions and conflicting viewpoints, environmental problems have arisen largely due to adverse human impact on the environment in various forms, created by the pursuit of economic and social development as defined in capitalist terms. Specifically, commentators have discussed the possibility that humans are simply speeding up particular natural processes, such as climate change. As a result, natural resource management (NRM) has been extremely influential in setting agendas with regards to the environment inAustralia.There are a number of assumptions underlying NRM. First, science and economics frame environmental problems. Second, experts can manage human impacton the environment. Third, nature is for human utilization and benefit as demonstrated by the use of terminology such as ‘resource’. These assumptions allow the imposition of ‘management regimes that control allocation of resources, set out the conditions on which utilization will occur, and manage environmental impacts’ created by development and modernization. NRM is designed to reduce the impact of modern technologies, modernization and human impact on the environment.Despite the benefits of NRM, NRM is driving regulation and generating high levels of uncertainty in the delivery of projects for modernization and failing to adequately reduce or deter the environmental problems we face today. Beyond traditional NRM, relying on science and technology to resolve environmental problems such as genetic engineering, which further exploits nature, is not sufficient. NRM includes environmental buffer zones, national parks, and various restrictions on activities impacting on the environment such as fishing and hunting (Bates 2010).There are various models of NRM including community based regional delivery, decentralised and rationalised agency delivery. In summary, despite NRM initiatives and scientificand technological responses to the various environmental problems, Australia nevertheless pushes for modernisation in a manner inconsistent with environmental preservation, rather leading to environmental degradation. For example, despite NRM initiatives, environmental problems continue to increase. Authority and dependence are necessary within parts, but not between parts.’These pillars are reflected in the Victorian Aboriginal Heritage Council’s Strategic Plan ‘Unity of Purpose for All We Do’ 2011-20143.2 Traditional Ecological KnowledgeIndigenous Australian’s have a lot to offer in terms of knowledge on how to manage and preserve the environment, also known as Traditional ecological knowledge (TEK). TEK is: ‘[A] body of knowledge and beliefs transmitted through oral tradition and first-hand observation. It includes a system of classification, a set of empirical observations about the local environment and a system of self-management that governs resource use.TEK varies upon indigenous grouping, locality and history due to the connection to the‘country’ where an individual is born.In broad terms, the International Union for Conservation of Nature and Natural Resources Program on Traditional knowledge for Conservation stipulates a number of practical benefits of TEK in dealing with environmental problems. Benefits include: TEK may be useful for biological and ecological insights, may be useful in NRM as ‘rules and route procedures developed by ancient resource managers and enforced by social and cultural means are often just as good as Western scientific prescriptions’, and may be useful for environmental assessment.Environmental policy and planning when based on the harmonisation of TEK and modern science and technology, can provide a sustainable and productive method to solving environmental problems.Rather than relying on science and technology to reduce or reverse human impact, TEK can provide a basis on which to modify behaviour and the framework in which we operate, engage with and impact on the environment.3.3 Traditional Cultural PhilosophyAn extension to TEK is traditional cultural philosophy (TCP). It is asserted that TCP for indigenous Australians, with regards to the environment, is based onconnection and respect of nature. Rather than consisting of a body of knowledge, TCP is an ethics system in engaging with the environment. Drawing on the above discussion of indigenous Australian’s relationship with nature, the ethics system is comprised of: balance, response, symmetry and autonomy. Acting in a manner consistent with these four pillars promotes respect and preservation of the environment. Again, these set of ethics are reflected by the only fully indigenous council in Australia4. Synchronizing TEK, TCP and Modern TechnologySustainable development has been a key concept utilised in dealing with environmental problems in Australia. The concept: TEK and TCP will be discussed. Finally, it will be shown that Australia’s environmental policy and approach to modernisation should be pursued through the harmonisation and balancing of TEK, TCP and modern technology. Examples of Sustainable Development and modernization based on ‘Harmonization’Many examples are capable of reflecting the harmonisation and balancing of TEK, TCP and modern technologies to achieve modernisation in sustainable terms. Leading examples can be seen with renewable energy projects such as solar power, wind power and bio-thermal power initiatives. These initiatives reflect the synchronisation discussed in this paper.Specifically, theyreflect the best of modern technology whilst being consistent with TEK and TCP. In particular,they allow and encourage modernisation whilst reflecting the respect and preservation of nature as reflected in TEK and TCP. In addition to the pursuit of technologies which limit the impact on the environment and broader environmental policybased on sustainable development founded on the harmonisation and balancing of TEK, TCP and modern technology, the application and adoption of pragmatic solutions to daily activities through the integration of TEK and TCP in engineering output should be pursued. The integration of this policy, in practical on-ground solutions, would assist in the approach being adopted holistically, modifying at the grass roots level the ethics systems on which modernisation is pursued. For example, trials have been carried out with the adoption of collaboration on work sites between indigenous groups, environmentalist and engineers, resulting in the effective application or synchronicity of TEK, TCP and modern technologies. This process centred on learning from the attributes of tradition and culture and balancing this with modern technology to deliver water and sewer projects in the Victorian urban environment.6. An Appropriate Way ForwardUtilising TEK has been subject to various criticisms. It is envisaged that similar cautions would be levelled at the use of TCP. In particular, critics have cautioned the use of TEK stating that its use results in the imposition of religion on others.Such criticism is contradictory, as NRM in its current form is based on Christian notions of stewardship.In this regard, it must be accepted that belief systems will always underpin systems and policy. Reasons for the adoption of an environmental policy and ultimately an approach to modernisation that balances TEK, TCP and modern technology, may help bridge the gap between current approaches and criticisms levelled by alternative environmental methods and movements such as deep ecology. The way in which the environment is viewed and perceived by indigenous Australian’s is comparable with the deep ecology movement. Deep ecologies maintain that all living organisms are equal and intrinsically linked.However, it is maintained that TEK, when balanced and harmonised with TCP and modern technology, can be of great benefit as this harmonisation can allow the best of both tradition and modern knowledge and experience.Applying deep ecology philosophy, environmental policy and modernisation as currently pursued in Australia must radically change as the environment is seen through a human lens. Pursuing the environmental policy and modernisation as suggested in this paper, has the potential to silent or at least minimise deep ecologist’s criticism. Incorporating indigenous Australian’s TEK and TCP may also remedy other perceived issues with NRM, such as those levelled by Eco-Socialists. Eco-socialists maintain that NRM defined in capitalist terms will inevitably lead to ruinous outcomes for the environment.Specifically, the balance which NRM seeks to achieve, places theenvironment as subordinate to industrialism, ‘progress’ and modernisation.Finally, as one commentator notes ‘ecological sustainability must be linked to increased public partici pation and the empowering of local communities.’ Despite still allowing industrialism, progress and modernisation, the synchronisation and balance discussed, has the potential to remove disastrous environmental outcomes. joint management can help create ongoing institutions which play a positive role in educatingnon-Aborigines, and it can also provide an opportunity for Aborigines to remain on their land and to exercise political and cultural power over decisions affecting their lives and land.Balancing TEK, TCP and modern technologies will allow participation by Australia’s traditional land owners, assisting in the promotion and maintenance of ecological sustainability. These potential benefits demonstrate the advantages of utilising tradition in modern times.ConclusionThe harmonisation and balance of TEK and TCP and modern technologycan provide a suitable and sustainable underpinning to deal with the catastrophic environmental problems facing society today. It is important for Australia to establish an appropriate and sustainable approach to environmental policy and modernisation as Australia derives ‘a significant proportion of the nation’s wealth from its environmental assets, including agriculture, mining, and tourism.’Furthermore, the approach to environmental policy and modernisation as suggested in this paper is important to pursue on a global level as ‘environmental assets provides crucial ecosystem services such as regulating the climate, purifying water, absorbing and transforming wastes, preventing disease and providing the genetic resources that are the basis for many medicines.In this regard, other states should adopt a methodology consistent with this paper. 盐分测量
通常有两种主要的测量水的含盐分量的方法:完全溶解盐分法(或固体法)和电解法。

完全溶解法(TDS)是通过蒸发干已知容量的水分样品来测量的。

电解法(EC)是通过在水分样品中的两个金属圆盘(电极)之间通以电流,测量两个金属盘之间的电流通过容易度(即导电能力)。

盐分的单位
水的容量单位(mg/L),每一百万单位(ppm)是等同于mg/L的,但那不是一个常用单位。

电解法测量一已知特定容量的液体的电荷搬运能力(即导电能力)当讨论电解法时必须很明确的定义长度和导电能力的单位。

采集样品水
●确保你的采集容器很干净。

容器内以前的成分会影响你的试验结果。

使用一个有足够大

如果样品要被保存一段时间就不要用有气味的广口瓶(例如咸味酱,腌制食品瓶子)。

●选择的样品要能代表所考虑的整个水体。

这个样品应该是像你所想研究其信息的大部分
水一样。

如果你没有采集一个有代表性的样本,那么你在浪费你的时间。

尽量不要选择离水体表面、底部和岸边太近的样本。

☉动态水——对于河流和溪流试着在水流动的地方采集样本。

☉静态水——例如水坝、湿地和湖泊。

盐水的密度比淡水的密度大。

读取盐分值

度。

如果水的温度比探针要低,就要等更长的时间,例如在读数前等上两分钟。

●阅读展示材料并且下面提到的测量量的结果。

●在当天采样结束时和每采集一个样本后要用水箱水漂洗探针并且弄干多余的水分。

就可以防止因为装置上有上一次样品而导致错误的读数结果。

记录结果
任何采样调查的结果都应该记录到笔记本中以备将来参考。

应该包含下列信息:
●采集者姓名
●采样日期盐分全年都在上下波动。

所以当作为比较读数时采样日期就变得重要了。

●采样地点作一个记录表明样品室从哪儿采集来的。

因为将来也许需要在同一地点采
集更多的样本。

●水源记录下水源。

例如河流、溪流、湖泊、水坝、湿地、排水管、地下水井,等等等。

●电解法读数值(EC)读数值应该全都以微西门子每厘米(µS/cm)查看盐分单元(第
一页)去转换其他单位到µS/cm。

●温度读数值如果装置没有自动补偿功能,就要记录下温度并且通过刻度表调整EC测
量值。

刻度
EC装置应该是刻度均匀的以确保读数的精确性。

最好的方法是在你每次采样前的一段时间里给装置刻度。

你将需要:
一瓶作为标准的以刻度溶液
一瓶待检测溶液
带有盖子的干净的测量瓶并且打开足够大使EC装置探针能够进入。

●选择一个大约要记录读数值两倍的刻度瓶。

●用刻度溶液(标准溶液)漂洗测量瓶(舍弃这个漂洗溶液)。

倒100ml刻度溶液到测量瓶中。

●把EC装置放入溶液中,留时间让其调整到相应的温度。

●用一个小螺丝起子或者提供的刻度工具去调整螺丝直到显示值与已知盐分刻度溶液值
相等。

●舍弃刻度溶液。

不要把剩下的溶液倒回原来的瓶子,因为这样会污染你的刻度溶液。

●用待测溶液去检测刻度的精确性。

●一个没开瓶的刻度溶液的保质期大约是两年。

保养装置
在测试完成后要用水箱水漂洗探针以防盐分聚集。

为了提高性能表现,用纯酒精(例如甲基化酒精)周期性的漂洗不锈钢电极10到15次。

变动的读数值和暗淡的显示说明电池不足。

更换电池。

精确性的说明
TDScan4和DiST4这样的口袋盐分测量装置当合适的刻度后有100µS/cm的分辨率(即它们最多能读到100µS/cm)。

然而,如果样本采集不合适或者装置没有被刻度那么大的错误就会出现。

作为执行比较不同地点和不同年份盐分监测计划的小组应该用分辨率最少在10µS/cm的装置。
