沙特阿拉伯海关清关政策要求-贸易单证
沙特阿拉伯海关清关1.目的港为达曼或经达曼中转的货物，须在提单和舱单上显示正确完整的收货人信息,并保证收货人公司的真实有效，包括：a) Consignee name b) Consignee address c) P.O. Box d) Telephone number e) Fax 否则货物可能原船运回装港。
2.经达曼中转到目的港利雅得的货物，须使用托盘加固，凡未使用托盘加固的，海关将处以SAR 1000.00 (USD 267.00) /20'，SAR 1500.00 (USD 400.00) / 40'的罚款。
3.要求唛头上必须注明货物的原产地，吉达、达曼、利雅得海关将强制将未注明原产地的货物退运回起运港。
4.货物分箱数据应真实申报。
5.对于海运费预付的货物，如有其他费用在沙特当地收取，该费用必须在提单上列出。
海运费到付的货物不在此规定之列6.去往RIYADH的货物，20英尺货柜总重不得超过24吨。
一经发现超重，当地铁路部门将强制将该货改装到40’柜并加收USD500.0费用。

外贸常用的单证
原产地证
原产地证包括一般原产地证（CERTIFICATION OF ORIGINA）和普惠制原产地证（GSP FORM A）。原产地证是证明我出口货物生产和制造地的证明文件，是出口产品进入国际贸易领域的“身份证”。货物进口国据此对进口货物给予不同的关税待遇和决定限制与否。中国的原产地证有固定印刷格式，一般由商检局出具。出口企业申请办理此证，首先要在当地办理企业注册登记，然后才有资格申请签证。
受益人声明主要用于不便或无法用官方文件证明的，客户要求做到的事宜，或其他一些类似于保函（保证承担某些责任或某些可能产生的责任的声明）的内容。
书写上无规定格式，只需要列标题为BENEFICIARY CERTIFICATION，行文上有“WE HEREBY CERTIFICATE THAT…”后面加上客户所需声明的内容，再落款盖章即可。
6．装船通知（SHIPPING ADVICE）
船开前或不迟于船开当日，由发货人出具给收货人的装船情况通知。格式不限，但应包括下列内容：收货人（Consignee）、发货人（Consigner）、货物名（Goods）、提单号（B/L Number）、集装箱/铅封号（Container/Seal Number）、船名（Vessel Name）、航次（Voy）、目的港（Destination Port）、起航日（ETD, Estimated）和预计抵达日（ETA, Estimated Time of Arrival）等项目内。

关于澳大利亚检疫检验局调整进境货物植物包装随附单证有关要求的说明近日，澳大利亚检疫检验局（AQIS）官方网站发布行业通报（Notice to Industry 23/2009），对原有输澳货物植物包装随附单证要求进行了部分调整，并将于2009年8月1日起实施。
为确保我输澳贸易正常进行，经与澳方多次沟通确认，现就有关问题说明如下：一、关于胶合板制成的包装需要强制处理问题。
由于新规发布后收到大量来自外界的评议意见，AQIS决定对这些评议意见进行评估，并取消实施该项调整。
同时，AQIS将继续延用现有规定，接受胶合板加工声明。
具体情况及有关要求请参见附件（Notice to industry 38／2009）。
二、对输澳货物木质包装，须按木质包装国际植物检疫措施标准（ISPM15）进行检疫处理并加施IPPC标识，AQIS 不再接受检疫处理证书。
三、关于包装年度声明（Annual Packing Declaration）的理解问题。
APD应由包装企业出具，适用于长期（一年以上）向特定的出口商和进口商提供相同包装种类的情况。
APD如经AQIS认可，将持续一年有效。
该项规定调整后，包装企业可不必为每一批出口货物出具包装声明。
此外，据澳方介绍，通报中还要求所有实施熏蒸处理的输澳货物随附的熏蒸证书，必须符合AQIS溴甲烷熏蒸标准附件5有关规定，或者在证书上注明以下任意一条声明：1.该批货物中未使用塑料包裹；2.该批货物在使用塑料包裹前实施熏蒸处理；3.该批货物中使用的塑料包裹符合AQIS溴甲烷熏蒸标准中关于包裹和穿孔的规定。
澳大利亚官方就中方关注问题正式答复意见1. What is the meaning of “Annual Packing Declarations”?Annual Packing Declarations cover the same information as consignment specific Packing Declarations. Often a packer/supplier will pack consignments for a particular exporter and importer using the same packaging materials. In such cases, the importer may present a completed Annual Packing Declaration to their local AQIS office for endorsement. For example, the packer/supplier may pack every consignment so that:• it contains no prohibited packaging material• it uses timber packaging/dunnage whic h is marked in compliance with ISPM15 and is free from bark• it is in an unlined container which is free from material of animal and/or plant origin. Once endorsed, this Annual Packing Declaration may be used for 12 months from the date of issue by the packer/supplier. 跟单汇票
跟单汇票（documentary bill）又称信用汇票、押汇汇票，是需要附带提单、仓单、保险单、装箱单、商业发票等单据，才能进行付款的汇，商业汇票多为跟单汇票，在国际贸易中经常使用。
在出口贸易中通常使用的是跟单汇票，所谓信用证下结算要求的"单，证一致" "单，单一致"，就包括信用证和其它有关单据同汇票的一致。
制作汇票的要求：1、必须申明出票依据；在L/C方式下出具汇票，要标明开证行，L/C号码及开证日期。
在托受方式下则要标明所依据的销售合同号码。
出票依据是出票大主要项目，不可遗漏。
2、必须标明汇票的付款期限；是即期，还是远期必须注明。
3、必须正确填写付款人；在L/C方式下，要按照信用证要求填写，即L/C中指定的DRAWEE子栏目，如果未直接标明，则填写开证行为付款人。
托收方式下，付款人一般为进口客户。
4、受款人一般要填写银行；L/C中的出票受款人通常为议付行，托收项下为托收行。
5、汇票必须一式两份；两份性质相同，只是出于防止遗失，一份流转后，另一份自动失效。
第三节从Ｌ／Ｃ条款谈装箱单／重量单的制作在跟单信用证业务中，尽管Ｌ／Ｃ条款对装箱单或重量单的要求也不是很多，但其重要性同样不可忽视。
在缮制装箱单或重量单时，具体应注意以下几个问题：一、有关单据名称、货物名称／合同号和运输方式问题⒈单据名称和货物名称必须符合信用证规定这里的单据名称是指装箱单或重量单的函头（或标题），而货物名称就是货物描述（简称货名或品名）。
