Historical Development
Airports are where globalization comes home – with good economic and bad environmentaland health effects. These effects need to be balanced.
At Frankfurt Airport, when a third runway was builtand opened in 1984, mass protests clashed with strong police forces. The resistance movement abruptly died when twopolicemen were killed by snipers at a rally in 1987.
In 1998, plans for a fourth runway were made public. Fearful of a renewed conflict, the stategovernment immediately convened a round table, and installed a mediation process. Its 21participants, representative of the region, the aviation business and the Hesse stateadministration, were asked to answer the question how to balance the desire for growth bythe airport with environmental and health concerns.
In January 2000, the mediation grouprecommended a package of five complementary components:
(1)New capacity through new runway / extension
(2)Capacity Optimization of theexisting system
(3)ban on night time flightsbetween 11 p.m. and 5 a.m.
(4)Anti-Noise-Pact
(5)'Regional Forum for Dialogue' (RDF)
InJune of 2000, five months after the end of the mediation, the Hesse state government launched the RDF with a resolution that set out the details of its organization. The RDF wasconceived as a mediative participation procedure and was given four objectives:
(1)Understanding through Dialogue,
(2)Rationalization through Information and ScientificResearch,
(3)Counseling the Formal Planning procedures and Politicians, and
(4)Guardianand Modeler of the Mediation.
All four objectives required different and complementary formsand instruments of dialogue. Results
The general historic merit of the RDF was that decades old patterns of conflict weretransformed into structures of dialogue and cooperation. Understanding through Dialogueproved to be a long and laborious process.
That was no small achievement given the fact that in doubt, all actors put theirown interests above the interests of the mediation, and interpreted it accordingly.
On the whole, the RDF never really rose up to the challenge of advising the administrationand politicians effectively through consensus. The dialogue proved to besuccessful enough to be continued, and reflective enough to self-correct.
Learning
A mediative stakeholder process proved to be useful in transforming a long-lasting regionalconflict into an opportunity for real progress for stakeholders –less noise, controlledecological and social effects, and economic growth. The biggest challenge was theparallelism of the informal process to the formal planning procedures. In the course of that,stakeholders defined their long-term strategies in legal terms, and put their hope andresources behind the formal process. In effect, that complicated their readiness to partake ina meaningful negotiation, and their ability to prepare their own groups for positive resultsthrough informal dialogue.

结果
RDF的方式作为非正式的调解程序很成功。
RDF的一般历史价值在于,几十年前的冲突形式转变为对话与合作的结构。
通过对话而达成理解,是一个漫长而艰苦的过程。
这并不是个小成就,因为所有行为者都可能将自己的利益置于调解的利益之上。
总的来说,RDF从来没有真正地提出了通过协商一致有效地向政府和政治人士提供意见的挑战。
对话被证明是成功的,足以继续下去,促进自我纠正。
经验
调解程序被证明有助于将长期持续的区域冲突转变为利益相关者真正进步的机会–实现减少噪音,控制生态和社会影响以及经济增长。
最大的挑战是非正式过程与正式规划程序的并行。
本例,利益相关方以法律规定了长期战略,并且把调节方目标和资源放在正式程序的
背后。
这表明,他们准备好了参与协商,有能力通过非正式对话获取自己团队的利益。
