【摘要】The purpose of this paper is to discuss the issues of rural land institutional reform through analyzing the current situation and effects of the new-round institutional innovation in Chengdu. Methods employed included documentation and causal analysis. The results showed that the innovative measures were very effective in enhancing the property transfer in Chengdu, such as the land title and certification program, the cultivated land protection fund, the transaction platform, the cooperative of house construction, and the company guaranteed by government. In order to further reform the rural land institutions the paper concluded that it was necessary to 1 ） enhance the cultivated land preservation and ensure the benefits of farmers; 2） extend the scope of the platform to improve the service for transactions; 3 ） develop the main bodies of agricultural production to accelerate the economic growth; 4） organize new pattern of rural cooperatives for better management in terms of dual levels; 5）ameliorate the current law and establish a unified land market system.%研究目的：分析成都市新一轮农村土地产权制度创新的现状及实效，探讨深化农村土地制度改革中需要重视的问题。

研究方法：文献资料法，因果分析法，关系演绎图解法。

研究结果：成都市先后实施了旨在促进土地有效流转的确权颁证工程、设立
耕地保护基金、建立交易服务平台、创建联建制度以及创办政府担保公司等系列创新的成效非常显著。

研究结论：为深化农村土地制度改革，要加强耕地保护，保障农民利益；拓展平台涵义，完善交易服务；培育农业主体，加快经济发展；组建新型农民合作社，创新双层经营；完善现行法律，统一土地市场等。
