Shanghai is one of the most innovative cities in China and it is committed to becoming a global technology
innovation center. On May 29, 2021, Shanghai's Municipal Government released the "Shanghai Science and Technology Innovation Action Plan". This plan outlines the city's
strategy and goals for technological innovation over the next five years.
The plan focuses on nine key areas, including cutting-edge technologies, strategic emerging industries, urban innovation and environmental protection, transportation and logistics, manufacturing innovation, service innovation, cultural and creative industries, modern agriculture, and education and training.
The goal of the plan is to create an innovative ecosystem with robust intellectual property rights protection, talent attraction and retention, and a favorable business environment. The government plans to invest heavily in R&D

The plan expects that by 2025 the city will become an important center for technological innovation in China, and
an influential hub for global technological innovation. By then, the plan aims to achieve breakthroughs in fields such
as AI, quantum information, life sciences, and environmental protection. Additionally, the plan sets a target for
Shanghai's R&D investment to exceed 3.3% of its GDP, and for the number of national innovation platforms to reach 1,000.
