Chapter I General Provisions
The first is to strengthen local city planning, construction and management, guarantee the implementation of the overall planning of city construction, strengthen and improve the city function, promote the coordinated development of economy and society, according to the
"People's Republic of China city planning law" and the provisions of relevant laws and regulations, combined with the six actual library, the enactment of this ordinance.

The administrative department for construction of the people's Government of the sixth counties is in charge of urban planning, construction and management. The township (town) people's governments, residents' committees and villagers' committees within the urban
planning area shall assist in urban planning, construction and administration.
The people's governments of the seventh States, the county

Article eighth any unit or individual has the right to dissuade, report or sue any violation of these regulations. The second chapter is urban planning and construction

The fifth chapter is about city appearance and environmental sanitation

The sixth chapter, legal responsibility
Fortieth in violation of the provisions of any of the following acts, the county people's government administrative
departments of construction shall be punished:
Whoever violates the provisions of articles thirteenth, Fifteenth or sixteenth shall be ordered to stop the illegal act, make corrections within a time limit, and impose a fine of not less than 200 yuan but not more than 1000 yuan.
(two) fourteenth, seventeenth in violation of the provisions of the first paragraph, shall be ordered to stop the illegal behavior, make corrections, and impose more than 200 yuan to 2000 yuan fine; serious violations of city planning, dismantle, impose a 2000 yuan fine of 10000 yuan.
(three) those who violate the provisions of the twenty-first article shall be ordered to stop the illegal act and impose a fine of not less than 50 yuan but not more than 500 yuan; if the circumstances are
serious, they shall be fined not less than 500 yuan but not more than 5000 yuan.
(four) Whoever violates the provisions of the twenty-fourth article shall be ordered to stop the illegal act and impose a fine of not less than RMB 500 yuan but not less than 2000 yuan; if it causes serious losses, he shall be fined not less than 2000 yuan but not more than 10000 yuan.
(five) in violation of the provisions of the thirtieth, it shall be ordered to plant trees, flowers or trees within the prescribed time limit, or repair the building facilities, and impose a fine of not less than 500 yuan but not more than 2000 yuan.

be ordered to make corrections within a time limit, and impose a fine of not less than 100 yuan but not more than 1000 yuan.
(eight) those who violate the provisions of the thirty-fifth article shall be ordered to make corrections, and individuals shall be fined not less than 50 yuan but not less than 500 yuan, and fines of 200 yuan and 2000 yuan shall be imposed on the units.
(nine) those who violate the provisions of articles thirty-eighth and thirty-ninth shall be ordered to make corrections and may be fined not less than 10 yuan but not more than 100 yuan.
Article forty-first in violation of the provisions of the twenty-
third and thirty-sixth regulations, the relevant administrative departments in accordance with relevant laws and regulations shall be punished.
Forty-second if a party refuses to accept the punishment decision,
it may apply for administrative reconsideration or bring a lawsuit in accordance with the law, does not apply for reconsideration or file a suit nor complies with the penalty decision within the time limit, made the punishment decision shall apply to the people's court for compulsory enforcement.
Article forty-third personnel of a state organ who commits any of
the following acts shall be subjected to criticism, education or administrative sanction by the unit or department at the higher level. If a crime is constituted, criminal liability shall be investigated in accordance with the law.
(1) in violation of the provisions of the tenth articles of these regulations, the city plan shall be altered without authorization, the city plan shall not be publicized, the public opinions shall not be sought, and the public announcement shall not be made at the prescribed time;
(two) in violation of the provisions of the eleventh article of
these regulations, the project has been approved for the region has not yet drawn up detailed planning;
(three) implementation of the ordinance,

acts;
(four) collecting fees from the parties in violation of the laws and regulations;
(five) other abuse of power or malpractices for personal gain.
The seventh chapter is the supplementary provisions
Article forty-fourth these Regulations shall be promulgated by the people's Congress of the Autonomous Prefecture and
submitted to the Standing Committee of the people's Congress of
Yunnan province for approval and promulgated by the Standing Committee
of the people's Congress of the autonomous prefecture.
Article forty-fifth the regulations shall be interpreted by the Standing Committee of the people's Congress of the autonomous prefecture.
