IIIGF 0018－2018中国英语能力等级量表1 范围本规范规定了中国英语学习者和使用者的英语能力等级，描述了各等级的能力表现特征。
本规范适用于英语测评，可供英语教学、学习及其他参考。
2 术语和定义下列术语和定义适用于本规范。
2.1量表scale对能力进行评估和分级的系列标准。
2.2语言能力language ability语言学习者和使用者运用自己的语言知识、非语言知识以及各种策略，参与特定情境下某一话题的语言活动时表现出来的语言理解能力和语言表达能力。

《中国英语能力等级量表》（China Standards of English，简称CSE） 是首个面向中国学习者的英语能 力标准，经国家语委语言文字规范标准审定委员会审定通过，于2018年4月12日 由教育部、国家语言文字工作委 员会正式发布 。作为国家语委语言文字规范自2018年6月1日正式实施。
《中国英语能力等级量表》将划分为九个等级。其中，一二级大致对应小学水平，三级对应初中，四级对应 高中，五六级对应大学，七级对应英语专业，八九级对应高端外语人才。每个等级在听说读写、翻译、知识策略 等方面，都有不同的要求。
2016年研制团队已经完成两个重点突破级别（五级和六级）的考试大纲研制工作。国外已经有不少成熟的英 语评价体系，中国的英语能力等级量表也将与之相对接。

2014年9月，中国国务院颁布的《关于深化考试招生制度改革的实施意见》中，明确提出要加强“外语能力 测评体系建设”。为此，教育部定下目标：到2020年，基本建成标准统一、功能多元的现代化外语测评体系，同 时推动考试内容和形式的改革。
