企业安全生产费用提取和使用管理办法(全文)关于印发《企业安全生产费用提取和使用管理办法》的通知财企〔2012〕16号各省、自治区、直辖市、计划单列市财政厅(局)、安全生产监督管理局,新疆生产建设兵团财务局、安全生产监督管理局,有关中央管理企业:为了建立企业安全生产投入长效机制,加强安全生产费用管理,保障企业安全生产资金投入,维护企业、职工以及社会公共利益,根据《中华人民共和国安全生产法》等有关法律法规和国务院有关决定,财政部、国家安全生产监督管理总局联合制定了《企业安全生产费用提取和使用管理办法》。

附件:企业安全生产费用提取和使用管理办法财政部安全监管总局二○一二年二月十四日附件:企业安全生产费用提取和使用管理办法第一章总则第一条为了建立企业安全生产投入长效机制,加强安全生产费用管理,保障企业安全生产资金投入,维护企业、职工以及社会公共利益,依据《中华人民共和国安全生产法》等有关法律法规和《国务院关于加强安全生产工作的决定》(国发〔2004〕2号)和《国务院关于进一步加强企业安全生产工作的通知》(国发〔2010〕23号),制定本办法。

第二条在中华人民共和国境内直接从事煤炭生产、非煤矿山开采、建设工程施工、危险品生产与储存、交通运输、烟花爆竹生产、冶金、机械制造、武器装备研制生产与试验(含民用航空及核燃料)的企业以及其他经济组织(以下简称企业)适用本办法。

第三条本办法所称安全生产费用(以下简称安全费用)是指企业按照规定标准提取在成本中列支,专门用于完善和改进企业或者项目安全生产条件的资金。

安全费用按照“企业提取、政府监管、确保需要、规范使用”的原则进行管理。

第四条本办法下列用语的含义是:煤炭生产是指煤炭资源开采作业有关活动。

非煤矿山开采是指石油和天然气、煤层气(地面开采)、金属矿、非金属矿及其他矿产资源的勘探作业和生产、选矿、闭坑及尾矿库运行、闭库等有关活动。

建设工程是指土木工程、建筑工程、井巷工程、线路管道和设备安装及装修工程的新建、扩建、改建以及矿山建设。

KD7308型六程序段数字式微机点焊同步控制器使用说明书北京威姆科焊接器材有限公司一、概述KD7308型微机点焊同步控制器,是一种由单片机作为主控制单元的点焊同步控制器。

该控制器能对点焊机的预压、预热、冷却、焊接、锻压、回火、保持、休止这八个程序段的工作时间(周波数)及工作电流进行调节和同步控制,实现电网电压的补偿。

并对各个程序段的工作参数实现数字式调节和显示。

由于采用了单片机作为主控单元,并采用全数字调节和显示。

由于采用了低功耗的单片机芯片WE7308,使得本控制器整机功耗只有15W。

实属节能产品。

本控制器的高度集成化,尤其是I2C总线和数字显示技术的应用,使得电路十分简洁。

这不仅便于产品的调整、维护和保养。

KD7308型微机点焊同步控制器为小型外挂式控制器如下图所示。

KD7308外形二、技术指标:1、程序段数量: 82、各程序段周波数:0~99 (0~1.98s)3、周波数精度:±04、工作电流相对值调节范围:0~99.5 (相对值)5、控制输出量:主晶闸管触发信号、电磁阀开关量6 、电源电压: AC 380V 50Hz7 、功耗:≤15W8 、体积和重量: 9×24×18cm3 2.2kg三、安装方式:KD7308型控制器的外部接线图如上图所示。

机箱后面布置有接线插座。

现将各个插座的功能和接线方式介绍如下:7线航空插座是控制信号输出插座。

其中1、2线输出的是“晶闸管触发”信号,用户可通过与其相适配的插头,将其中一线接至主晶闸管的第二电T2,另一线通过一个200至500欧、20W的电阻与主晶闸管的触发极相连。

该电阻的大小应根据主晶闸管的触发性能确定,应在确保晶闸管可靠触发的前提下尽量选取较大的电阻值,以防止触发极过流。

7线航空插座的第6、7线输出的是“电磁阀控制”信号,这两线之间相当于一个开关的两个端子,用户可用其直接控制电磁阀的上电和掉电,也可用其控制中间继电器或接触器,以达到间接控制电磁阀的目的。

第六部分遥控系统功能及原理
遥控系统是本质安全型系统。遥控器采用世界最先进的低功耗芯片,自行研制,具有体积小重量轻,抗震、防摔、防水,经久耐用等特点。遥控接收机(端头站)采用不锈钢壳体并腐蚀字体既既美观大方又可防止生锈。

第二部分控制箱
1.功能结构
控制箱位于主机架中央,它可从采空侧方便地推入和抽出,主要功能是完成采煤机的控制和监测。控制箱分为两个箱体一个接线腔和一个隔爆腔,隔爆腔和接线腔之间用接线柱和过线组来连接,接线柱连接主回路,过线组连接控制信号回路。控制箱后面有三个大喇叭口,一个用于400V电源的引入,其余两个作为牵引电机供电电缆的通道,小喇叭口用来接收和发送控制信号电缆通道。

3.遥控系统具有以下特点:
3.1遥控发射机使用普通的两节5号碱性电池供电,不用充电,工作电流小于10mA,待机耗电小于60uA,从而使两个5号电池在正常工作情况下可持续两个月以上,既减轻矿工的班班充电检查烦琐工作,又保证可换班不换遥控器的工作,提高遥控的利用率。
3.2遥控器防护等级IP67。壳体选用ABS添加阻燃材料及玻璃钢纤维,按钮外护套采用进口抗老化硒胶既柔软易密封又富有弹性,并在外壳上安装减震防摔装置,使遥控器不怕水、不怕摔。

If a high degree of precision is required for the selected application (i.e. high density assembly), the customer must ensure that the soldering pad pattern is optimized accordingly.Cleaning and Washing:•Washing agents used during the production to clean the customer application might damage or change the characteristics of the optoelectronic component body, marking or plating. Washing agents may have a negative effect on the long-term functionality of the product. •Using a brush during the cleaning process may break the optoelectronic component body. Therefore, we do not recommend using a brush during the PCB cleaning process.Potting:•If the product is potted in the customer application, the potting material might shrink or expand during and after hardening. Shrinking could lead to an incomplete seal, allowing contaminants into the optoelectronic component body, pins or termination. Expansion could damage the components. We recommend a manual inspection after potting to avoid these effects.Storage Conditions:• A storage of Würth Elektronik products for longer than 12 months is not recommended. Within other effects, the terminals may suffer degradation, resulting in bad solderability. Therefore, all products shall be used within the period of 12 months based on the day of shipment.•Do not expose the optoelectronic component to direct sunlight.•The storage conditions in the original packaging are defined according to DIN EN 61760-2.•For a moisture sensitive component, the storage condition in the original packaging is defined according to IPC/JEDEC-J-STD-033. This SIO type can take 4wire type serial commuication with DIS-MICOM. MICOM can read the status of serial communication error such as parity error and Stop - Byte error. Read start address should contain a zoom value and a motion vecter calculated by DIS -MICOM. FCM starts to out data regarding ot the contents of the read start address resister. Thus, by setting proper read start address, Digital Image Stabilizer can be realized in a hoizontal direction. FCM has a HD precounter also to eliminate unnecessary data count in the memory bank.1. DATA ACCESSFCM supports normal 4 wired serial interface. The serial data is shifted from the MSB side. There are 6 resisters with 8 bit.These are :(1) SMOD (Serial Mode Resister)(2) Read start address reister (2 Byte)(3) Writer start address resister (2 Byte)(4) HD precounter resister (1 Byte)When user want to change one of above register contents, always user has to provide whole contents of each registers. And STOP Byte should follow. Thus, user has to send total 7 Byte data per each serial communication. For read only status register is valid for normal operation to check SIO operation condition.2. SIO STATUS READThere is one status register to be read out by MICOM. There are 2 bit flags whigh are PE and WF respectivity. The MICOM should check this status to test.(1) Serial communication is successfully completed or not. (2) Setting data are loaded into each register or not. It is up to user to judge this flag or not.
