美国压载水报告格式的填写说明与注意事项
美国压载水管理报告主要包含有以下5个部分，以下附相关截图一一介绍：
1.船舶信息Vessel Information：
在此部分可能填写错误的几点，说明如下：
1.虽然当前的报告格式右上角显示“Exp.date:31-Dec-2018”,是不是格式已经过期了？显示是过期了，但是当前报告格式在Coast Guard还未出版新的版本之前，大家还继续延用当前格式（dated31-Dec-2018）。

这点在NBC官网上和NBC回复的邮件上均有强调说明。

On January 1, 2019, the current ballast water management reporting form will expire. However, after January 1, 2019, and until such time as the Coast Guard provides notice of a new form, vessel owner/operators should continue to use the existing form (dated Dec 31, 2018). Updates regarding the reporting form will be made available on the Coast Guard's Maritime Commons public information portal, /.
2.Ballast water volume units:压载水容积单位在整个BWMR请保持一致。

3.Total ballast water capacity:指的是压载水管理计划中注明的船舶最大的压载水容积，请保持一致。

而不是指船舶实际携带的压载水容积。

4.Number of tanks on ship:指的是船舶所有的压载舱数量（包括风暴舱）。

5.Onboard BW Management System:在船压载水管理系统，分以下4中情况：
a>. For USCG Type Approved systems, the US Coast Guard Approval Number is on the certificate plate installed on BWMS and looks like: 162.060/#/#.对于USCG 批准型，请填写上USCG批准证书编号，如：162.060/#/#；
b>. For USCG accepted Alternative Management Systems the AMS ID is in the AMS Acceptance Letter and looks like: AMS-20##-XXX...XXX-001. 对于USCG接收的AMS型，请填写上AMS接受信上ASM ID，如：AMS-20##-XXX...XXX-001；
c>. For vessels enrolled in the Shipboard Technology Evaluation Program, enter“STEP Vessel”.对于在船舶技术评估计划中登记船舶，请填写为“STEP Vessel”;
d>. Otherwise, enter “None”:其他情形，请填写为：“None”.
2.航次信息Voyage Information：
1.Arrival port (port and state):目的港和州或邻近州全名，而非港口简写名；
2.Arrival date:到达日期，使用欧洲日期格式（DD/MM/YYYY），如2020年3月6日，填写为06/03/2020；
3.Total ballast water on board：指到港时在船压载水总数，注意单位与第1部分一致；
4.Number of tanks in ballast:指到港时在船储存压载水的压载舱总数；
5.Number of tanks discharged: 指意图在港或途中被排放的压载舱总数；
6.Alternate BW management conducted, per instructions from COTP:如按港口船长指示，执行替代压载水管理的情况，请在正方形框框内勾选，否则，不选。

3.证书信息 Certificate of accurate information：
1.如证实提供的信息及压载水管理活动符合压载水管理计划的要求，请在后面框框的勾选，并填写上负责人名字和职位，可以是master, owner, operator, agent or person in charge.
2.Report type:报告类型分新报告，更正报告2种：
3.'New report' for the initial report for a particular arrival. Choose
4.'Corrected Report' if a prior report was already submitted for this arrival, including instances of port rotations, information updates or error corrections.
注意：如何取消报告？If an arrival is CANCELLED after a report is sent to NBIC, please email
**********************,notingthevesselID,arrivalportand arrival date of the report to cancel.
4. 压载水历史 Ballast Water History：
在美国内水水域（12海里）包括在航和抵达在港的所有的压载水舱排放历史记录。

NOTE: US Coast Guard NOBOB policy also requires vessels entering the Great Lakes and Hudson River (north of the George Washington Bridge) after operating beyond the U.S. EEZ to report the Ballast Water History of empty BW tanks that underwent an alternative management (e.g., Salt Water Flush, conducted a mid-ocean exchange the last time the tanks contained ballast).
压载水历史记录简要介绍：
-Tank name/number:压载舱名，左右分开，如WT 1P；
-Tank capacity:压载舱或压载货舱的最大舱容；

5.递交压载水管理报告：Submit the BWMR Form to NBIC：
在压载水管理报告格式的第一页文末，可以选择以下任意一种方式递交压载水管理报告给NBIC:
方式一: 通过邮件发送，这种方式比较适合船上使用，只要将报告复制在船舶邮件电脑上，然后点击Submit report via e-mail将自动生成一个10-15KB大小的附件格式到船舶的邮件系统中，不用填写任何邮件正文内容直接发送。

The 'Submit report via e-mail' button on the first page of the form will automatically prepare an e-mail with an attachment that contains the data you entered. This attachment is much smaller than the form itself -- just 10 to 15 KB. NOTE: this button may not work with all shipboard e-mail systems.
方式二: 通过网络发送，需要有网络连接的电脑，直接Submit report on-line将会发送数据到NBIC,然后会收到一份带PFD格式回执：Clicking the 'Submit report on-line' button will send the data from the report directly to NBIC, and return a PDF-format receipt.
