density basically stabilized at 1 200 people/km . (4) There is a specific relationship between the employment industry and gender of urban employees in Taichung City. For hard and labor-intensive industries, the proportion of males is higher; on the contrary, the proportion of females is higher in relaxed and low-intensity industries; and the employment distribution of industries has a higher stability. (5) The limited growth of the future urbanization rate in Taichung indicates that the process of urbanization in Taichung is basically over; the proportion of household-owned houses in Taichung is more than 85%, while the per capita living area has increased slightly. Finally, some suggestions are put forward on land redrawing and population development, land expropriation and potential tapping in urban development.

台中市都市计划、土地重划与人口发展分析 *

摘 要:采用定性与定量相结合方法,分析台中市 都市计划下的土地重划与土地征收、人口计划下的人口密 度与人口流动、人口计划与劳动就业、人口计划与土地 开发、住宅开发等关系。研究表明:(1)2003-2014年 台中市都市计划面积增加了4413.34hm2,以2014年的增加 幅度最大;而2014年非都市发展区面积较2013年增加了1 003.17hm2。(2)2011-2015年台中市土地征收的面积年际 相差很大,征收土地的用途主要是交通事业和水利事业; 土地征收补偿总额与土地征收面积之间的关联不紧密,征 地补偿取决于地块所处的区片地价。(3)2011-2015年 台中市计划人口密度与现状人口密度总体呈现下降趋势, 而户籍人口密度基本稳定在1200人/km2。(4)台中市都 市就业者的从业行业与性别之间存在某种特定关联,对辛 苦的、劳动强度大的行业,男性的比例较高;相反,轻松 的、劳动强度低的行业则女性占比较高;行业就业分布具 有较高的稳定性特征。(5)台中市未来城市化率的增长有 限,表明台中市城市化进程基本结束;台中市家户自有住 宅的比率都在85%以上,而人均居住面积有小幅度增加。 最后,对城市发展过程中土地重划与人口发展、土地征收 与城市用地内部挖潜等方面提出建议。

Abstract:This paper uses qualitative and quantitative methods to analyze the relationship between land reclassification and land expropriation, population density and population mobility under population planning, population planning and employment, population planning and land development, housing development and so on. The results show that: (1) from 2003 to 2014, the planned urban area of Taichung increased by 4 413.34 hectares, with the largest increase in 2014; and in 2014, the area of non-urban development areas increased by 1 003.17 hectares compared with 2013.
