2023年上海市软科学申请指南
1.软科学研究项目应当紧密结合上海国家综合科技创新中心建设需求，围绕国家战略需求和上海重大经济社会发展需求，聚焦重大科技问题和关键技术难题，解决重大发展需求。

2.本次申报的软科学研究项目重点面向上海市重点领域和重点行业，突出解决上海新一轮科技革命和产业变革中的关键技术、关键问题和关键产品等方面的问题，服务上海城市创新发展战略和科技创新中心建设。

4.申报的软科学研究项目应当注重转化应用，支持实施成果转化计划，促进科技成果向生产力转化，为上海市经济社会发展和产业结构调整升级、提高创新创造力提供智力支撑。
