摘要：The invention contains working wheel designed in the kind of cylinder with compartments (K) instead classical construction with blades. The working wheel is sunk in the peace water (1) up to the high under the upper point from the inner drum of the cylinder (7), water level surface with the peace water level (13). In the moment of beginning with the work of the plant, the working compartments K1, K2, K3 and K4 are completely full with water, K5 is partially filled, the water begins to inflow into the compartments K9, K10, K11 and K12, through the inclined canals (12), while the compartments K6, K7 and K8 are completely empty. The flow of the water is able because of the technological holes (11,12) opened in each compartment and connected with the atmosphere. The number of the working compartments is at least 4.
