中国“页岩气革命”应求稳陈柳钦发生在美国的“页岩气革命”被誉为“一百年来石油工业最重大的事件”,对美国经济、世界能源市场和国际地缘政治都已产生多方面影响。

目前,“页岩气革命”正在激活美国工业复兴的旧模式,为石化、玻璃、钢铁、玩具等行业回归本土带来春风。

由于全球分布比石油分散,且环境影响小于石油和煤炭,页岩气在国际上被寄予厚望。

可以说,美国的“页岩气革命”无论是从制度上还是技术上都给很多国家提供可借鉴的模式,全球许多国家准备在页岩气领域大干一番,这其中就包括中国。

当然,因在资源条件、管理体制等方面各国间存在较大差异,美国模式只能借鉴,绝不可照搬。

根据国土资源部的普查,中国陆域页岩气地质资源潜力为134.42万亿立方米,可采资源潜力为25.1万亿立方米(不含青藏区),这一数字使中国超过了目前全球第一大页岩气生产国美国的储量。

尽管中国政府正在积极推动与国外先进技术合作,并制定页岩气市场化定价等扶持页岩气产业化的政策,2012年,中国已经进行了两轮页岩气项目招标,引得能源行业热闹异常,但“热闹有余,签约有限”,中国四大油气企业(中石油、中石化、中海油和延长石油)在招投标中都表现得非常谨慎。

很大程度是因为,国家有关部门对石油上游领域(勘探与开发)的特点、现状和前景不甚明晰。

规划制定时,缺乏系统深入的调查研究。

诚然,从公布的数据来看,中国页岩气可采储量似乎的确很乐观,甚至比世界上开发最成功的美国拥有更大资源潜力。

但是,技术和资金障碍、土地与水资源约束,开采成本、定价机制、管道资源与管网管理等诸多限制因素,也使中国能否成功复制美国页岩气革命存在太多的变数,其难度远超想象,特别是关键核心技术始终无法突破,使页岩气产业前路仍处于迷雾之中。

因此,中国的“页岩气革命”还应慎重,必须在顶层设计层面统筹规划,建立和完善页岩气开发的相关宏观管理体制,为页岩气开发提供良好的制度环境;必须打破常规,在矿权管理、开采过程、环境监管、市场应用方面进行综合创新,加快改革;必须在引进吸收的基础上自我创新,否则,所谓的“页岩气革命”,将是画饼充饥,导致虚假繁荣。
