当这76台冰箱在生产者的锤子下变成一堆废铁时,张瑞敏流泪了,职工们也流泪了。

一、“OEC”管理方法的构成框架OEC是Overall Every Control and Clear 的英文缩写,其含义是全方位地对每人、每天所做的每件事进行控制和清理,做到“日事日毕,日清日高”。

具体的讲,就是企业每天所有的事都有人管,控制到人不漏项;所有的人均有管理、控制的内容,并依据工作标准,按规定的计划执行。

每日对每个过程或每件事进行日控、事事控,把执行结果与计划指标对照、总结、纠偏,确保实现预定的目标。

日清日高管理法的实质是:管理不漏项,事事有人管,人人都管事,管事凭效果,管人凭考核。

简单的说,OEC的含义就是:今天的工作必须今天完成;今天完成的事情必须比昨天有所提高;明天的目标必须比今天更高。

海尔OEC管理模式的理论依据是“海尔定律”(斜坡球体论):即企业如同爬坡的一个球,受到来自市场竞争和内部职工惰性而形成的压力,如果没有一个止动力它就会下滑,这个止动力就是基础管理和企业持续不断地改进。

“OEC”管理法由三个基本框架构成,即目标系统、日清控制系统和有效激励机制。

(一)“OEC”目标系统企业目标系统指企业发展的方向和要达到的目的。

海尔在实施企业目标管理时,将企业总目标分解为各部门目标,各部门再把它的目标细化为每个人的具体目标,目标细化既具体、定量,而且到每个人。

张瑞敏介绍:在海尔创业初期采取的是直线职能式管理,它是根据企业当时的情况确定的。

当时工厂有600名员工,由于企业连年效益很差,所以工厂情况十分混乱,采取直线职能式管理,易于控制强化管理和解决混乱局面;在海尔进入多元化的发展阶段,采取的是矩阵结构管理,以项目组为主。

使职能与项目有机地结合,促进企业发展;在新经济时代,海尔采取了“市场链”。

一边整合企业外部资源,一边满足消费者个性化的需求,每个部门、每个员工都面对市场,变职能为流程,变企业利润的最大化为顾客满意度最大化。

新的业务流程从市场获得消费者个性化需求的信息,然后把这个信息转化为订单:物流根据订单采购;制造系统按订单生产;商流把产品送到用户手中。

由于消费者的需求永远是动态的,因此企业永远保持着非平衡的有序的动态发展状态。

我们来看看海尔几种成功的管理模式——一、OEC管理法。

“OEC”管理法,即英文“Overall、Every、Control and Clear”的缩写。

其内容:O—Overall(全方位)、E—Everyone(每人)、Everything(每件事)、Everyday(每天)、C—Control(控制)、Clear(清理)。

“OEC”管理法也可表示为:“日事日毕、日清日高”即:每天的工作每天完成,每天工作要清理并要每天有所提高。

“OEC”管理法由三个体系构成:目标体系→日清体系→激励机制。

首先确立目标;日清是完成目标的基础工作;日清的结果必须与正负激励挂钩才有效。

这个管理法的执行过程是非常枯燥的。

它的实施需借助于一个叫做3E卡的记录卡,要求每个工人每天都要填写一张3E卡,3E卡将每个员工每天工作的七个要素(产量、质量、物耗、工艺操作、安全、文明生产、劳动纪律)量化为价值,每天由员工自我清理计算日薪(员工收入就跟这张卡片直接挂钩)并填写记账、检查确认后给班长,不管多晚班长都要把签完字的卡拿回来,再签完字交给上面的车间主任,车间主任审核完后再返回来,就这样单调的工作天天填月月填,不管几点钟下班都得完成。

尤其是那两个小孩儿,更是让法国妇女喜欢。

它们成了海尔的标志。

两个小孩儿是海尔集团引入“CI”战略的结果。

“CI”是企业形象识别(Corporate Identity)的英文缩写。

“CI”理论最早发源于20世纪50年代的美国,当时许多公司为了在日益激烈的市场竞争中占据优势,纷纷塑造自己独特的企业形象。

“CI”的核心与精髓在于突出差别性,这种差别性不光体现在产品的视觉标识上,如商标、标准字、标准色、广告、招牌、徽章等等,而且表现在企业的产品经营宗旨和目标上,以及企业风格、企业文化和企业战略上。

品牌形象就是通过对企业整体的策划,塑造出具有鲜明个性的企业形象,并借助各种媒体和渠道进行传播,使其得到社会认同,从而达到促进企业发展的目的。

“CI”主要由三部分要素构成:一是企业理念识别(Mind Identity缩写为“MI”),二是企业行为识别(Behavior Identity,缩写为“BI”),三是企业视觉识别(Visual Identity,缩写为“VI”)。

海尔在起步时,全套设备从德国利勃海尔公司引进,对方的注册商标是一种图形——圆圈内写上德文“利勃海尔”的缩写。

当时双方签订的合同规定,允许中方在德方商标上加注厂址,即青岛。

于是,青岛电冰箱厂在原商标圆圈右下方加一小尾巴,便成了“琴岛-利勃海尔”的字母缩写,既顺其自然,又有巧夺天工的韵味;既利用了德方“利勃海尔”旧有的名气,又创造了属于自己的知识产权——新商标。

历史上青岛又称为“琴岛”。

青岛依山傍海,仿佛一把横卧的琴。

而“利勃海尔”读起来富有节奏,尤其是一个“海”字,令人极易联想起青岛的海浪、沙滩。

“琴岛-利勃海尔”给人以词的节奏,诗的韵味。

当时中德双方合同中规定,到1992年之后,“QINGDAO LIBEHERR”才能更换为“QINGDAO HAIER”。

海尔的“人单合一”双赢模式自从(Hammer and Champy)提出流程再造与流程型组织的概念,企业界就开始了流程再造的探索。

海尔公司90年代的“市场链再造”和目前的“人单合一”双赢模式可以称为流程再造的有益探索。

1、海尔的“市场链”再造海尔流程再造始于1998年,但基于1991年创建的OEC管理模式。

OEC是英文OVERALL EVERY CONTRAL AND CLEAR的缩写,意思是全方位地对每天每个人所做的每一件事进行控制和清理——每天的工作、每天工作的完成情况,每天出现的问题要查明原因和责任后立即处理和改善。

这是海尔在学习泰勒科学管理理论及日本TQC管理等基础上独创的管理模式。

1998年海尔进行了以“市场链”为纽带的业务流程再造,具体做法是把原来各事业部的财务、采购、销售业务全部分离出来,整合成商流推进本部、物流推进本部、资金流推进本部,实行全集团统一营销、采购、结算,这是海尔市场链的主流程;把集团原来的职能管理资源进行整合,形成创新定单支持流程3R(R&D—研发、HR—人力资源开发、CR—客户管理),和保证定单实施完成的基础支持流程3T(TCM—全面预算、TPM—全面设备管理、TQM—全面质量管理),3R和3T支持流程是以集团的职能中心为主体,注册成立独立经营的服务公司。

这是海尔市场链的支持流程。

海尔的市场链有两个非常重要的基础,就是“海尔文化”和“OEC”管理法。

SBU也是市场链再造的得以成功的重要保障。

SBU是一种由企业提供资源平台(现状水平、先进信息、问题解决渠道、支持流程),员工根据下道工序用户需求,提出创新性的解决问题方案,创造市场业绩,并从中获取报酬的一种激励制度。

其目的是让员工成为创新主体,经营自我,体现自己价值。

把企业3张表(资产负债表、损益表、现金流量表)变成每个人的SBU“经营效果兑现表”,并按照SBU的“经营收入=劳动力价格-损失+增值提成”的公式来核定员工报酬。
