恩施州硒产业发展的成效、问题、机遇与对策

【摘要】Enshi highly values the development of selenium industry and the utilization of selenium resource. The government has integrated the massive health industry with the Se industry as the core into the seven industrial chains and proposed the new development model of 'Se+X' industry, which effectively stimulated the enthusiasm for developing the Se industry of the people in Enshi. In 2016,the government and various department jointly set up an investigation team of Se resource,to inves-tigate,analyze,and make research on the overall development situation of Se industry in Enshi. Results suggested that,the soil distribution area of medium Se was about 23000 square kilometres in topsoil,covering 95% of Enshi total land area. The Se industry formed a new development model of 'Se+X' industry,and the gross output value of Se industry in Enshi was over 33 billion Yuan in 2015 and 38.2 billion Yuan in 2016. Enshi government successfully held the Third Word Selenium Enshi Selenium Products Expo, also organized about 24 high level conferences including the Summit Forum for Se and Human Health and the China Southern Potato Congress,which further highlighted the status of the world Selenium Enshi. Some confu-sions or problems in the Se industrial development were put
forward. Accordingly some development strategies and solutions for promoting 'Selenium+X',constructing 'Arrangement +X',consolidating
'Levers+X',and firmly building 'Basis+X' were ob-jectively put forward.%恩施土家族苗族自治州高度重视硒产业的开发和硒资源的利用,州委、州政府将以硒产业为核心的大健康产业纳入全州七大产业链,提出了硒+X产业发展新模式,有效激发了全州干部群众发展硒产业的热情.2016年恩施州政府和各部门联合成立了硒资源调查组,对全州硒产业发展情况进行了全面调查、分析和研究,调查分析结果认为,全州表层硒适中土壤分布面积2.3万km2,占全州国土总面积95%以上;形成了硒+X产业发展新模式,2015年全州硒产业总产值超330亿元,2016年达到382亿元;成功举办了第三届世界硒都(恩施)硒产品博览交易会,组织了硒与人体健康高峰论坛、中国南方马铃薯大会等24场高端专题会议,恩施州"世界硒都"地位进一步彰显;客观提出了硒产业发展中的困惑和问题;针对问题,研究提出了提升"硒+X",建构"布局+X",强化"杠杆+X",筑牢"基础+X",打造"服务+X"等一系列发展战略和解决方案.
