Unit1An Overview Of Human Resource Management组织需要一些有效率的东西:物质资源、金融资源、营销能力和人力资源。
虽然这些对组织效率来说都很重要,但是最有可能提供潜在竞争优势的因素是人力资源如何管理这些资源。
工业技术、财政学和顾客联系(市场)都可以被模仿,基本的管理人员也可以被模仿,但是最有效率的组织发现了独特的方法去吸引、保留和激励雇员——即一种难以被模仿的策略。
在《人的竞争优势》这篇华丽的文章中,Jeffrey Pfeffer 举了西南航空公司这个例子。
思考一下…西南航空公司的股票在1972和1992年间有最好的回报。
可以确定的是它的成功并不是从规模经济中得到的。
在1992年,西南航空公司公司有13.1亿的收入,并且在美国的的客运市场中仅仅占到了2.6%的份额…西南航空公司(问题句)的成功是因为它有多渠道的低成本资金——的确,它是美国负债经营最少的航空公司之一。
西南的飞机,波音737,对它的竞争对手来说都能轻易获得。
它不是任何一个大型计算机化预定保留系统的成员,它没有独特先进的技术,并且卖的是本质上的日常用品——低成本,经济型航空服务,在价格上有着别的竞争者无法压敌的优势。
西南航空公司大部分的价格优势来源于它的非常有生产力、非常受激励,顺便说一下,还有统一的劳动力。
与美国的航空公司相比,根据1991年的统计,西南航空公司飞机的服务人员很少(79:131),每个雇员所能应对的乘客比一般的航空公司多(1891082:1339995)。

西南航空公司的成功来源于有效的管理人员,一个联合了大量重要却不可见的运作方面。
从这个很明显的例子中就可以看出,组织所面对的大部分改变和挑战都和雇员有关。
在财富500强多种多样的组织中,非盈利的大学,美国橄榄球足球队,和地方旅店,CEO目睹了员工参与,正确的人从事正确的工作,管理者关心他们雇员的结果。
90年代成功的组织在人力资源管理上都采纳了职业化的途径以确保他们在21世纪任然能够成功。
人力资源管理的发展传统中的“人事部”的部门现在被称为“人力资源部”。
但是改变的不仅仅是名字。
这个部门的工作重心开始转变,并且他们的职责也扩大了。
表1是我强调的发生在这个领域最主要的转变。
在1990年以前,提高工人个人生活水平是改革者最关心的。
一些雇员企图通过建立工会或罢工来获得每星期6美元的最低工资。
HRM的开端HR管理作为一个组织中的特殊部门正式出现是快到1900年的时候。
在这之前,大多数的雇佣、解雇、培训和工资调整都是各个主管负责的。
一些组织采用方案使员工受利,比如美国快递在1875年建立了一个退休金计划。
同样的,1885年开始由Frederick W. Taylor和其他人执行的科学管理培训,帮助管理者找到方法来使工作变得更有效且不太疲劳,因而增加工人的效率。

组织的扩大同样导致了1910年第一个人事部门的建立。

19世纪20年代的中期,Elton Mayo 作的霍桑试验,揭示了工作团队对个人劳动者的影响。

自从1978年开始,HR部门的员工相对于整个部门员工的平均比率是1:100.在过去的几年中,人力资源部门的花费是相对稳定的。
中等HR部门的每个员工的花费从1994至1995是823美元,在教育和政府组织上的花费少达352美元并且在交通、交流和公共事业公司的花费多达$1320.随着其他的生意功能,HR 相对于运营成本的花费在过去几年是相当稳定的。
人力资源部门的活动是独立负责包括重新安置,劳动法的遵守、记录、测试、失业救济,如一些福利管理的方面。
HR部门与其他公司最可能在雇员面试,绩效管理,惩罚,努力提高质量和生产率方面合作。

其它一些常见的专业化包括补充工资和培训的开发。
HR的功能由管理功能向战略伙伴的功能转变。
HR部门投入到维持记录、审计、控制和提供服务等时间的百分比在减少。
网络发展的技术进步减少了人力资源通过比传统的面对面成本实付的自助服务来保持记录。
自助服务指的是给员工人力资源业务的控制。
自助服务也适合改变心理契约——雇员希望对他们自己的生涯承担更大的责任。
自助服务被包括培训课程编目和课程注册,福利等级和咨询和态度调查在内的HR服务广泛使用。
例如,里士满的总部在泛美的财政集团(一个处理产权保险的4000个雇员的公司),公司的自助服务表现在地址的彼岸花,福利,注册和税收,公司政策通知,内部工作配置。
除了减少成本,自助系统也帮助员工形成了HR是一个先进部门的观众。
管理角色的外包也发生了。
外包指的是由其他公司(认为是卖主,第三方提供者,或者顾问)提供服务。
很多公司都有外包工资管理。
外包也被用作福利管理,培训,甄选和招聘雇员。
其他角色例如实践开发和战略经营伙伴也增加了。
曾经进行的关于HRM总结的最复杂的研究认为:“人力资源由专业化的孤立的功能向人力资源的业务经理建立伙伴关系拉力获得竞争优势和获得整体经营目标的广泛的共同的能力来转发。

人力资源管理的循环主题在组织中跨越所有人力资源职能的4个普遍的焦点是:战略方法、人力资源活动全球化的增加;保持道德政策和组织中的行为;和需要的基准,测量,HR努力的成本效率的评价。
战略方法组织的经营要使用一些可用的资源来和其他公司竞争。
它包括物质资源(即厂房、技术、设备),组织优势(即结构、协调系统)和人力资源。
HR也包括雇员的经验、技术、承诺。
这些资源的配置和一体化为一个公司提供了一个竞争优势。
人力资源直接或间接的联系着所有组织过程,这些对使组织获得和保持竞争优势是很重要的。
为了最大化的效率,HRM功能被一体化的包含于公司的战略管理过程中。
这就意味着人的关系的问题在任何组织中都是首要的关注点。
进一步,一个重要的研究如果现在被证实了,当战略性的联系在一起的时候,HR实践对于雇员的产出(营业额和生产率)以及短期和长期公司的测量有着经济性的重大影响。
HRM一些最有趣的方面不仅仅是要求人力资源,建立绩效,报偿雇员,保持人力资源,而是把这些因素与组织的战略目标融合在一起。
在任何的一个组织中,挑战就是管理各种相互影响的资源,包括人力资源,获得和保持竞争优势。
国际HRM在一般的经营和特别的人力资源管理中,有活力的国际经济的影响已经变成了一个最主要的力量。
很多书都描述了HR实践在北美的最高水平,然而其他国家有时候也选择了不同的途径来处理组织中人的这一边。
例如,在一些国家做生意的条件是政府命令他必须雇用一定数量的人。
很显然,这改变了很多HR的实践,随便举几个例子:包括HR计划,甄选,工资,和工作设计等。
尽管他们对自己的权利感兴趣,但是事实上多国公司在海外做生意必须面对这些多种多样的实践。

然而在过去的二十年中,关于利润不是单一目标这个认识正在增长——即管理者和公司有责任以一种负责任的姿态面对一系列的利益相关者行为,这远远超出所有者的责任。

一些道德理论也列出了人和人之间的职责,但至少这些职责中的一些可以被应用于经营中来指导他们处理雇员和求职者。
这些职责包括:·尊重人并且使用他们,而不仅仅把他们看成是自己的目的·不伤害他们·说出真相·遵守诺言·公平的对待人们,不歧视·不剥夺人们基本的权力,例如,言论和结社自由在组织条件下,完成这些职责可以转化为:·建立细致的健康和安全实践,告知雇员在工作条件中潜在的危险,承担因为工作条件而引起的职业病和压力综合症的责任。
