Workers at an Indian startup pany are busy cutting metal into pieces and using them to make unusual devices. pany officials say these devices will capture smoke from diesel (柴油) generators and turn it into ink. Young engineers believe the technology will help to clean up the air in New Delhi, India’s capital. Its air quality is among the dirtiest in the world.
People often blame the millions of cars on the streets of New Delhi for the air pollution. But another big reason is the city’s diesel generators. Industries and buildings use the huge machines to light up homes and offices during power outages. These outages often strike in the summer months.
Arpit Dhupar is one of the three engineers who set up the startup pany Chakr Innovation. He says that pollution from cars and other vehicles gets all the media attention, but adds that “the silent polluters are the diesel generators”. Dhupar decided to find a way to fight air pollution three years ago. At the time, he saw a wall blackened by the
smoke ing from a diesel generator. This sight led to the creation of Chakr Innovation. Dhupar had personally experienced the effect of the air pollution. He developed breathing problems while growing up in Delhi.
After over two years of research and development, Chakr Innovation has begun selling devices to capture pollution from diesel generators. To date, the devices have been set up in 50 places, including private businesses.
The technology involves c ooling the air pollution in a “heat exchanger” where the dirty particles e together. These are then moved into another area that captures 70 to 90 percent of the particulate (微粒的) matter. The carbon is isolated from the emissions and turned into ink.
In recent years, there has been a lot of talk about improving Delhi’s air by reducing vehicular pollution and making stronger rules for vehicle manufacturers. But the same has not happened for diesel generators. There are efforts to punish businesses that dirty the air, but this often leads to them finding ways to get around the rules.
Tushar Mathur works at Chakr Innovation. He feels that turning smoke into ink is a useful solution. He calls the technology “a winwin between businesses and the environ ment”.

There are plenty of people in the UK for whom even basic English is a
problem. According to the survey, 726, 000 people in England and Wales said they could not speak English well, and another 138, 000 said they did not speak it at all.
Ling, 40, who arrived five years ago from China, found it difficult to learn English. “When I came here, I was pregnant and so I was at home for the next three years. It took me longer to learn as I was very busy with the children. ” Eventually she was able to begin taking classes and now speaks good conversational English. But even with classes, it can be a long process to pick up the language.
Age is the most important factor in language study, said Mila Vulchanova, professor of linguistics (语言学) at Norwegian University of Science and Technology. “There is a sensitive period in language learning, which is biologically determined. So the younger the immigrants (移民), the better. Since this decline is only gradual, teenagers are at an a dvantage over adults, ” he said.
There are a number of systems for grading English. The government expects immigrants to reach “ESOL Entry 3”or “B1 level” in Scotland, before they can be given citizenship. It is equal to being able to hold a confident conversation and it might take 360 hours of study to achieve.
George Osborne, the UK chancellor (财政大臣), said in June that benefit claimants (申请救济金者) who don’t speak English will have their benefits cut if they fail to attend language courses. Huan Japes, deputy
chief executive of English UK, a trade body for language colleges, said it needed 360 hours—120 hours for each of three stages—to get to the result the government expected benefit claimants to reach.
“Using 120 hours (for each stage of Englis h fluency) is a rather traditional approach to course book learning, ” said Dr Elaine Boyd, head of English language at Trinity College London. “If someone is really highly motivated, they can learn really quickly. It’s mon for children under the age o f 11 to be fluent in about six months. ”

If you want to bee a fluent English speaker you should take some advice. There are four skills in learning English. They are reading, listening, speaking and writing. The most important thing you must remember is that if you want to improve your speaking and writing skills you should first master the skills of reading and listening.
Read as much as you can. But your reading must be active. It means that you must think about the meaning of the sentence, the meaning of the unfamiliar words, etc. There is no need for you to pay much attention to grammars or try to understand all the unfamiliar words you e across, but the fact that you see them for the first time and recognize them whenever you see them, for example, in other passages or books, is
enough. It would be better to prepare yourself a notebook so you can write down the important words or sentences in it.
As for listening, there are two choices: besides reading, you can listen every day for about 30 minutes. You can only pay attention to your reading and bee skillful at your reading, then you can catch up on your listening. Since you have lots of inputs in your mind, you can easily guess what the speaker is going to say. This never means that you should not practice listening.
For listening you can listen to cartoons or some movies that are specially made for children. Their languages are easy. Or if you are good at listening you can listen to VOA or BBC programs every day. Again the thing to remember is being active in listening and preferably taking some notes.
