And they've been working hard to break in. That's why 2014 is shaping up as a major showdown: banks, law enforcement and technology companies are all trying to stop a network of hackers who are succeeding in stealing account numbers, names, email addresses and other crucial data used in identity theft. Hackers then sold the data to a second group of criminals operating in shadowy comers of the web. Not long after, the stolen data was showing up on fake cards and being used for online purchases.[C] The solution could cost as little as $2 extra for every piece of plastic issued. The fix is a security technology used heavily outside the U.S. While American credit cards use the 40-year-old magstripe technology to process transactions, much of the rest of the world uses smarter cards with a technology called EMV (short for Europay, MasterCard, Visa) that employs a chip embedded in the card plus a customer PIN (personal identification number) to authenticate(验证)every transaction on the spot. If a purchaser fails to punch in the correct PIN at the checkout, the transaction gets rejected. (Online purchases can be made by setting up a separate transaction code.)[D] Why haven't big banks adopted the more secure technology? When it comes to mailing out new credit cards, it's all about relative costs, says David Robertson, who runs the Nihon Report, an industry newsletter: "The cost of the card, putting the sticker on it, coding the account number and expiration date, embossing(凸印)it, the small envelop—all put together, you are in the dollar range." A chip-and-PIN card currently costs closer to $3, says Robertson, because of the price of chips. (Once large issuers convert together, the chip costs should drop.)[E] Multiply $3 by the more than 5 billion magstripe credit and prepaid cards in circulation in the U.S. Then consider that there's an estimated $12.4 billion in card fraud on a global basis' says Robertson. With 44% of that in the U.S., American credit-card fraud amounts to about $5.5 billion annually. Card issuers have so farcalculated that absorbing the liability for even big hacks like the Target one is still cheaper than replacing all that plastic. [F] That leaves American retailers pretty much alone the world over in relying on magstripe technology to charge purchases—and leaves consumers vulnerable. Each magstripe has three tracks of information, explains payments security expert Jeremy Gumbley, the chief technology officer of CreditCall, an electronic-payments company. The first and third are used by the bank or card issuer. Your vital account information lives on the second track, which hackers try to capture. "Malware is scanning through the memory in real time and looking for data," he says. "It creates a text file that gets stolen." [G] Chip-and-PIN cards, by contrast, make fake cards or skimming impossible because the information that gets scanned isencrypted(加密). The historical reason the U.S. has stuck with magstripe, ironically enough, is once superior technology. Our cheap, ultra-reliable wired networks made credit-card authentication over the phone frictionless. In France, card companies created EMV in part because the telephone monopoly was so maddeningly inefficient and expensive. The EMV solution allowed transactions to be verified locally and securely.[H] Some big banks, like Wells Fargo, are now offering to convert your magstripe card to a chip-and-PIN model. (It's actually a hybrid(混合体)that will still have a magstripe, since most U.S. merchants don't have EMV terminals.) Should you take them up on it? If you travel internationally, the answer is yes.[I] Keep in mind, too, that credit cards typically have better liability protectionthan debit cards. Debit cards have different liability limits depending on the bank and the events surrounding any fraud. Cash still works pretty well too.[J] Retailers and banks stand to benefit from the lower fraud levels of chip-and-PIN cards but have been reluctant for years to invest in the new infrastructure(基础设施)needed for the technology, especially if consumers don't have access to it. [L] The Target and Neiman hacks have also changed the cost calculation: although retailers have been reluctant to spend the $6.75 billion that Capgemini consultantsestimate it will take to convert all their registers to be chip-and-PIN-compatible, the potential liability they now face is dramatically greater. Target has been hit with class actions from hacked consumers. "It's the ultimate nightmare," a retail executive from a well-known chain admitted to TIME.[M] The card-payment companies MasterCard and Visa are pushing hard for change. 2015年(1月、6月)浙江省普通高中学业水平考试标准英语浙江省教育考试院编制考试性质与对象浙江省普通高中学业水平考试是在教育部指导下,由省级教育行政部门组织实施的全面衡量普通高中学生学业水平的考试。
其主要功能是引导普通高中全面贯彻党的教育方针,落实必修课程教学要求,检测高中学生的学业水平,监测、评价、反馈高中教学质量。
考试成绩是高中生毕业的基本依据,也是高等院校招生录取和用人单位招聘的重要参考依据。
高中英语学业水平考试标准根据教育部颁布的《普通高中英语课程标准(实验)》和《浙江省普通高中学科教学指导意见·英语(2012版)》和现行《普通高中课程标准实验教科书·英语》的必修教学要求,结合学业水平考试的性质和特点制定而成。
高中英语学业水平考试实行全省统一命题、统一施考、统一阅卷、统一评定成绩,每年开考2次。
考试的对象是在浙江省中小学学生电子学籍系统中注册获得普通高中学籍且修完英语必修课程的所有在校学生。
考试目标与要求(一)考试目标高中英语学业水平考试按照《普通高中英语课程标准(实验)》七级要求和《浙江省普通高中学科教学指导意见·英语(2012版)》(《英语1(必修)》~《英语5(必修)》)来命题,具体从语言技能、语言知识、文化意识、情感态度和学习策略五个方面要求。
(1)语言技能●说—能在日常交际中对一般的询问和要求作出反应;—能运用所学的语言功能意念知识,根据情境进行询问以获得所需信息。
●读—能从一般性文章中获取和处理主要信息;—能确定文章或段落的主旨大意;—能根据文章或段落作出判断和推理;—能确定文本的体裁与写作方法;—能理解作者的意图、观点和态度。
●写—能根据文字及图表信息进行简单的表述;—能用正确格式写作便条、日记、信函/电子邮件和一般通知;—能清晰地表达自己的见解。
(2)语言知识●语音—在口头表达中做到语音、语调准确、自然和流畅;—根据语音、语调了解话语中隐含的意图和态度。
●词汇—理解话语中词汇表达的不同功能、意图和态度等;—运用词汇给事物命名、进行指称、描述行为和特征、说明概念等;—学会使用2000个左右单词和350个左右习惯用语或固定搭配;—了解英语单词的词义变化以及日常生活中新出现的词汇。
●语法—掌握描述时间、地点和方位的常用表达方式;—理解并掌握比较人、物体及事物的常用表达方式;—使用适当的语言形式描述事物,简单地表达观点、态度或情感等;—掌握语篇中基本的衔接和连贯手段,并根据特定目的有效地组织信息。
●功能—了解日常交际功能的主要语言表达形式;—在语境中恰当地理解和表达问候、告别、感谢或介绍等交际功能;—在日常人际交往中使用得体的语言进行表达,例如:发表意见或进行判断等;—运用已学过的功能项目表达情感、意图和态度。
●话题—能用英语表达个人、家庭和社会文化等方面的话题;—了解英语国家有关日常生活习惯的话题。
(3)情感态度—有正确的英语学习动机,明确英语学习的目的是为了沟通与表达;—能在交流中用英语简单介绍本国文化;—能了解并尊重异国文化,体现国际合作精神。
(4)学习策略—利用推理和归纳等逻辑手段分析和解决问题;—在学习中借助图表等非语言信息进行理解或表达;—有效地使用词典等工具书;—通过尽可能多的资源获得更广泛的英语信息。
(5)文化意识—初步了解主要英语国家的政治和经济等方面的情况;—了解主要英语国家人们与中国人的生活方式的异同;—通过中外文化对比,加深对中国文化的理解。
(二)考试要求普通高中英语学业水平考试对考试内容掌握程度的要求分为四个层次,从低到高依次为:识记、理解、应用、综合,分别用字母a、b、c、d表示,其含义如下:(1) a——识记再认或再现已学过的知识。
例如:——知道单词的拼写规则、单词重音和句子语调等语音知识;——认识并能拼写学过的单词,记住词义和词类;——了解构词法知识;——记住常用时态和语态以及非谓语动词的构成等。
(2) b——理解对所学内容进行转换、释义、匹配等。
例如:——正确理解英语单词在句子中的含义;——辨别兼类词和多义词在句子中的不同意义;——用英语解释常用单词或短语;——用不同方式表达同一意思;——独立阅读难度相当于七级的阅读材料,并理解其表层含义等。
(3) c——应用将所学知识运用于新的情景,解决问题。
例如:——正确运用所学的词汇、语法等知识造句;——就学习内容作出恰当的回应;——恰当地使用所学日常用语进行简单的语言交际等。
(4) d——综合对语言知识进行分析、概括、推理和判断。
能根据所给材料,运用语言表达自己的观点。
例如:——就学习内容进行问答和表述;——用自己的语言改写、缩写或扩写所给的材料;——在有提示语的条件下,写出100个左右的短文;——能理解七级难度阅读材料的深层含义等。
(三)学业水平高中英语会考将考生的学业成绩分为优秀、良好、合格、不合格四个等第,依次分别用A、B、C、E表示。
各等第标准如下:A——优秀——掌握附录中2000个左右的单词;——掌握《考试内容》中所列的基本技能和基础知识;——具有较强的遣词造句和书面表达能力;——能阅读语言难度相当于七级要求的短文,理解其深层含义;——具备初步运用英语进行交际的能力;——具有较强的英语自学能力和继续学习的扎实基础。
B——良好——较好掌握附录中2000个左右的单词;——较好掌握《考试内容》中所列的基本技能和基础知识;——具有相当的遣词造句和书面表达能力;——能阅读语言难度接近于七级要求的短文,理解其基本大意,并能作出简单的推理;——具有相当的英语自学能力。
C——合格——初步掌握附录中2000个左右的单词;——初步掌握《考试内容》中所列的基本技能和基础知识;——具有初步的遣词造句和书面表达能力;——能阅读浅易的短文,理解其基本大意;——具有初步的英语自学能力。
E——不合格学业水平考试成绩为E等的考生,在知识、能力方面尚未达到C等第的要求。
考试内容以下依据《普通高中英语课程标准(实验)》和《浙江省普通高中新课程学科教学指导意见·英语(2012版)》,按照学业水平考试的性质和特点,结合本省高中英语教学的实际,从知识(能力)条目和考试要求两方面,采用表格的形式,具体列出普通高中英语学业水平考试的要求。
