The total population is2.19million in the study area.The altitudinal range is from506m to1762m,with the mean altitude of the city center at1000m.The city has a mild,humid subtropical climate with westerly winds throughout the year.The mean annual tem-perature is15.3 C and mean annual relative humidity is78%.The region's annual rainfall is1129.5mm(mean),with a mean annual number of cloudy days of235.1and mean sunshine hours of1148.3 (/).In total,85%of the study area is covered by Karst landform.The area contains eight main types of soil:yellow,yellow-brown,limestone,purple,moisture,swamp, paddy,and meadow.The most widespread soils are the yellow, limestone,and paddy types.Guiyang landform consists of moun-tains and hills.The Karst environment is fragile,while soil erosion and rocky desertification occurred in the last decades(Liu,Li et al., 2007;Liu,Lv,et al.,2007).MethodsThe integrated method for the estimate of environmental effects of urbanization-led LUCC and policyAn integrated method was used to analyze the effect of urbanization-led LUCC and policies on environmental quality during 1996e2000,2000e2006,and2006e2010.The data and information analyses were central to this integrated approach(Tian,Chen,&Hu,2010)(Fig.2).According to the data of LUCC from1996to2010,the environmental quality index was determined and urbanization var-iable(k)was calculated based on socio-economic indictors.Corre-lation analyses were conducted to analyze the relationships between environmental quality and LUCC with policy(UCLA,2013).Detecting the conversion of land-use types from remote sensing imagesAccurate accounts of land-use conversion were obtained from remote-sensing(RS)techniques(ENVI5.0,ITT Visual Information Solutions,Colorado).We analyzed urbanization and regional environment change using Geographic Information System map-ping techniques(ArcMap9.3,ESRI,Redlands,California.).We gathered LUCC data from Landsat-TM RS images over four years: 1996,2000,2006,and2010.For the reliable comparison of land use patterns in different years,the RS images'were taken from May to August.A RS interpretation mark was created using waveband432 false color composite images.Classified templates of RS imaging were then produced for1996and2000using the land-use data in Guiyang City.The precision of the classified templates was evalu-ated using an error matrix.Land-use information from TM images was collected using the maximum likelihood classification method from topographical and land-use maps along with other supporting information.The pre-cision of these classifications was then evaluated with reference to the land-use maps of Guiyang for each sampling period,combining thefield survey data and visual methods.The kappa coefficients for 1996,2000,2006,and2010were0.83,0.84,0.84,nd cover types were classified in accordance with the classification system proposed by the Resource and Environment Information Center,Chinese Academy of Sciences(Peng,Xu,Cai,& Xiao,2011a).Combining the land use characteristics and the inter-pretation accuracy of RS images,land cover types can be classified to level one or two(Liu,Huang,et al.,2014;Liu,Yang et al.,2014).The main goal of this research is to evaluate the effect of LUCC on the environment,rather than the detailed LUCC,therefore level-one and level-two land cover types(Table1)were selected for the study of the environmental effects.Regarding to level-one land cover type, this method classified land-use types into six categories:arable land, construction land,forestland,grassland,water area and unused land (Peng et al.,2011b).ArcMap9.3was used to conduct the land use type classification.The structure and variability index of each land use type were calculated according to the analysis of land use change model(Peng et al.,2011b).Land cover conversion matrixes were then calculated to evaluate the land cover conversion in the study area from1996to2000,and2000to2006,and2006to2010.Due to the higher resolution and more environmental informa-tion,the level-two land use types(Table1)were used for estimation of the eco-environment qualities(Yang,Yan,&Guo,2004),combining the expert evaluation and analytic hierarchy process.First,expert evaluation was conducted and applied.There are studies about the expert evaluation,particularly for China's land use type(Hao&Ren, 2009;Xu,Hu,Yan,Liao,&Qin,2005;Zhang,Liu,Gu,&Ding,2011). Each level-two land use type was scored by100experts in thefield. Ecosystem restoration policyThe ecosystem restoration policy information was derived from the websites of China's Ministry of Land and Resources(http:// /)the Department of Land and Resources of Guiz-hou Province(/)and Guiyang's Bureau of Land and Resources(/).There are a series of central government policies about the land use/cover in the last decades.In1978,the Chinese central gov-ernment started a policy to encourage farmers to practice a “responsible household system.”This policy liberated the rural workforce and established an economic foundation for future in-dustrial development,including new space for urban reform.Under this policy,large areas of farm land were converted into nonagri-cultural land(Anwaer et al.,2009).Land-use changes from farm land to urban areas have caused serious environmental problems and threatened the sustainable development.To tackle the environmental deterioration and improve human well-being,several ecological restoration projects have been implemented.Slope Land Conversion Project(SLCP)and Natural Forest Protection Project(NFPP)started in the late1990s and early 2000(Xie et al.,2005).SLCP required farmers to stop cultivate but plant trees on steep land(>25 ).Overall32million hm2,approxi-mately14.7%of plantings on the returned arable land.Moreover, from1999to2004,the Chinese central government started NFPP by investing748billion RMB($US122billion)to develop19million hm2of new forestland,including7.9million hm2of returned arable land(Yin et al.,2011).Guiyang City government implemented the local policy.In2002, the Standing Committee of Guiyang City issued Construction of a Forest Belt Project(CFBP)to construct the forest belts(Li,Li,Zhou,& Chen,2008),protect forest resources,improve the eco-environment and people's life quality.Guiyang City released the policy for Construction of the Ecological Civilization City(CECC)in 2008to meet the targets:forest coverage rate of!45%,average public greening area of>10m2per capita,and the reduction in the degradation of forestland and grassland.All the policies were analyzed to evaluate the effect of policy on the environment quality from1996to2010in Guiyang City. Statistical analysisThe correlation analysis was conducted to analyze the rela-tionship of urbanization-led LUCC and policy with environmental quality.In the logistic regression of ecosystem restoration policy with environmental quality,policy was considered as a dummy variable.Value1indicated the presence implementation of the policy,while value0indicated the absence of policy.Policies included SLCP from1999,NFPP from2000,CFBP from2002and CECC from2008.All statistical analyses were performed using SPSS V.17.0(SPSS Inc.,Chicago).ResultsLUCCDuring the study period,the change in land use was remarkable in Guiyang City(Table2).From1996to2010,there was an increasing trend of construction land and forestland,whereas arable land,un-used land,water,and grassland declined.Construction land showed the largest increase of127.82km2,with a total growth rate of77.0% and average annual growth rate of 5.5%.The degree of LUCC depended on the time.From1996to2000,arable land,water, grassland,and unused land declined,and the largest decline occurred in arable land with a reduction of76.50km2and change rate of17.2%.However,forestland and construction land increased by 10.6%and32.4%,respectively.From2000to2006,unused land, construction land,forestland,and grassland increased,with the highest increase in forestland and construction land of51.55km2and 42.72km2,respectively.Arable land showed a decline of104.56km2. From2006to2010,unused land,arable land,water area and grass-land declined,while construction land and forestland increased.From1996to2000,construction land and forestland showed positive conversion rates of0.0796and0.0260,whereas arable land showed the largest negative conversion rates ofÀ0.1493(Table2). In the period2000e2006,there were distinct variations in LUCC among different land types.The conversion of construction land, forestland,and unused land increased by0.0597,0.0132and0.0181, respectively,while arable land decreased byÀ0.0331.During the period2006e2010,conversion to construction land and forestland increased by0.0523and0.0018,respectively,while those to arable land,grassland and water area declined byÀ0.0485,À0.0232 andÀ0.0071,respectively.UrbanizationIn1996,the population in Guiyang City was approximately 3,102,600,including a nonagricultural population of1,391,300,with an urbanization rate of44.84%.By2010,the population had grown to4,324,600,with the nonagricultural population increasing to 2,946,300and the urbanization rate was68.2%.The urbanization rate increased23.3%from1996to2010.The GDP of Guiyang rose from17.119billion RMB to112.182 billion RMB from1996to2010.In addition,the proportion of sec-ondary and tertiary industries increased by23%and per capita GDP rose from RMB5414to RMB23,126during the same period. Furthermore,urban disposable income per capita grew from 4312RMB to16,597RMB.Forest coverage rate increased from23.4% in1996to41.1%in2010.However,the area of green land per capitaTable2Conversion International44(2014)339e348343decreased from 12.63to 9.85.After the urbanization development indicators were standardized,the comprehensive urbanization variable (k )showed a growth trend,from 2.91to 4.78during the period 1996e 2010(Fig.3).The characteristics and driving factors of environmental change The environmental indices of Guiyang City increased gradually,by 0.008,0.006,and 0.004during the periods of 1996e 2000,2000e 2006,and 2006e 2010,respectively (Table 3).However,the annual mean increase rate showed a gradual decline.The main contributors to the environmental quality in Guiyang City were forestland,arable land,and grassland,particularly,the environ-mental index of forestland increased by 62.6%.The contribution rate of water area was the smallest,only 1.6%.Based on the characteristics of land use changeThe driving factors of environmental change were divided into two groups:improvement (return of cultivated land to forestland or grassland,unused land reclamation,natural forest protection,and afforestation)and deterioration (construction occupancy,land deterioration,and cultivated land reclamation)(Table 4).In the improvement,the biggest contributor is returning cultivated land to forestland or grassland,with values of 25.9%,25.0%,and 20.4%in 1996e 2000,2000e 2006,and 2006e 2010,respectively.LUCC changes were thus mainly caused by cultivated land being con-verted into forestland or grassland.However,the main contributors to environmental quality degradation changed in different study periods.The biggest contributor was cultivated land reclamation from 1996to 2000,with the contribution of 22.3%;the main contributor was construction occupancy between 2000and 2006and it contributed 14.6%of the change;land deterioration was the main driving force in 2006e 2010,with the contribution of 15.0%.Regional heterogeneity of environmental effectThe LUCC and the environmental effect of LUCC showed regional heterogeneity at the district level in Guiyang City (Fig.4).From 1996to 2000,the districts with the improvements of these indices were Huaxi,Wudang and Yunyan,with the change rate of 0.0445,0.0307and 0.0146,respectively.By contrast,Xiaohe,Nanming and Baiyun districts suffered deterioration and the largest deterioration occurred in Baiyun (À0.0045).During the period 2000e 2006,the regions with improvement of environmental quality were Wudang,Huaxi,and Yunyan,and Wudang experienced the highest growth rate of 0.0266.However,environmental quality in Nanming and Yunyan deteriorated during the period.From 2006to 2010,a similar trend as that in 2000e 2006occurred.Environmental quality in Wudang,Huaxi,Xiaohe,and Baiyun improved,while that of Nanming and Yunyan decreased.Overall,the environmental quality improved in the suburbs (Wudang and Huaxi)and deteriorated in the city center (Nanming and Yunyan)between 1996and 2010.Relationship between environmental quality and urbanization-led LUCCFrom 1996to 2000,environmental quality indices showed a similar trend as urbanization indices (Fig.4).In the periods of 2000e 2006and 2006e 2010,however,the urbanization indices were opposite to the environmental quality indices.Higher levels of urbanization occurred in regions with low indices of environmental quality.The correlations between urbanization variable and environ-mental index were analyzed in city centre,suburb,and whole area.A negative relationship between urbanization variable and envi-ronment index was found in the city center (Nanming relationship was observed in the suburb (Xiaohe,Huaxi,Baiyun and Wudang districts)(r ¼0.912,p <0.01,n ¼15).A sig-ni ficant positive relationship was found in the whole study area (r ¼0.906,p <0.01,n ¼15).Moreover,a negative relationship was observed between the area of green land per capita and urbani-zation variable (r ¼À0.635,p <0.05,n ¼15).Relationship between environmental quality and policyLogistic analyses indicated signi ficantly positive relationship between environmental quality with policies,including SLCP,NFPP,CFBP,and CECC (p <0.05,Table 5).Effects of NFPP (r ¼0.859,p <0.01)and CFBP (r ¼0.842,p <0.01)were much stronger,while the effect of CECC is smaller (r ¼0.606,p <0.05).DiscussionKarst is a kind of very fragile environment and sensitive to LUCC change.Rocky deserti fication has been a serious environmental challenge in Karst area (Liu,Groves,Yuan,&Meiman,2004).More importantly,the LUCC in Karst area can lead massive carbon emission (Zhao et al.,2010).In
