1.Purpose目的
To protect personnel during the use, storage and transport of compressed air and gases. 在压缩空气的使用、储存和运输的过程中保护人员安全。

3.Applicable range 适用范围
Applies to all compressed air and gases used in PNAN. 适用于所有在PNAN范围内使用的压缩空气。

4.1 Compressed air shall not be used for cleaning parts or surfaces unless reduced to less than
30 psi (equals 2 bar or 2.1kg/cm2) and effective means are provided to protect employees
from flying chips or debris. 用于清洁工件或表面的压缩空气必须减压至2.1公斤(2巴)，并采取有效的措施防止吹飞的碎片伤人。

4.2 Hand use of compressed air for cleaning clothing, hands or other body parts is prohibited.
用压缩空气吹扫衣服、手部或身体其他部分是绝对禁止的。

4.3 Never point an air gun or direct air toward another individual. 禁止将压缩空气喷嘴指向他
人。

4.4 Turn off the air supply and bleed off the trap line pressure when the use of compressed air
tool is finished. 当压缩空气气动工具使用结束后，关闭气源，释放气管内余压。

4.5 Never tamper with air guns or modify them in any way. Homemade devices added to air
guns are prohibited. 禁止玩弄气枪或者擅自改装。

禁止在气枪上添加自制装置。

4.6 Proper measures must be implemented to prevent whipping of the air hose. (Below is an
example given for reference). 采取措施固定气管，避免“鞭打”现象。

4.7 Safety glasses must be used when using compressed air gun. Person in the vicinity with
exposure to the flying chips or debris must use safety glasses. 使用压缩气枪时，必须使用安全眼镜；周边人员如暴露在飞溅的碎片中也必须使用安全眼镜。

5.Cylinder气瓶
5.1 Management of cylinder 气瓶管理
5.1.1The area supervisor is responsible for the safety management of the cylinder. (E.g. Ar
cylinder used in quality center is under Quality Manager’s responsibility). 使用气瓶
的区域主管人员负责气瓶的安全管理。

（例如，质量中心使用的氩气瓶由质量
经理负责）。

5.1.2If the cylinder is introduced / used by a contractor, the CT-ECC member who is
coordinating this contractor should ensure the requirements in this procedure are
followed. (E.g. SF6 cylinder used in 110 kV is under Electrical Engineering Engineer’s
responsibility). 如果气瓶是由承包商带入/使用的，则由公司负责协调管理该供应
商的人员负责确保本程序中的要求得到遵守。

5.1.3Empty cylinder 空气瓶
Empty cylinders should be returned to the supplier.
5.2 Protective caps for cylinders must be kept in place at all times when cylinders are not in
use.当不使用气瓶时，必须盖上保护帽盖。

5.3 Compressed air and gas cylinders must be legibly marked, for the purpose of identifying
the gas content, with either the chemical or the trade name of the gas. 压缩空气或者气瓶必须清晰的标识，标明其中气体的成分，用化学名称或者商品名称。

5.4 Gas cylinders must be located where they shall not be subjected to likelihood of damage
from moving equipment. 气瓶的定位必须避免被移动设备碰撞的可能性。

5.5 Compressed gas cylinders must be kept away from excessive heat, secured in an upright
position with chains or other method and stored at least 7 meters from combustible materials. 气瓶必须远离热源，用铁链或其他方式确保其直立，并且远离可燃材料至少7米。

5.6 Cylinders must be moved using suitable hand truck, fork truck, or similar devices
specifically equipped to transport cylinders. 必须用适当的工具移动气瓶。

5.7 Oxygen cylinders must be separated from fuel-gas cylinders and combustible materials by a
minimum distance of 7 meters. 氧气气瓶必须远离燃料气瓶或可燃材料至少7米。

5.8 Oxygen cylinder connections must not be oiled nor contaminated with oil or grease. 氧气
气瓶连接器必须防止油类或油脂附着。

5.9 Safety relief valves, valves, and cylinders must not be altered or repaired except by
facilities authorized to perform such work. 安全排气阀、阀门及气瓶严禁未经许可私自改装（改造）。

5.10 Regulators, gauges, hoses and other appliances provided for use with a particular gas or
group of gases must not be used on cylinders containing other incompatible gases. 专用的调整器、开关、管道等部件，严禁用于不兼容气体的气瓶。

6.Inspection and Maintenance 检查及维护
6.1 The compressor, receiving tanks, pipelines and valves must be cleaned and inspected
regularly to prevent a build-up of dirt. The regular basis must be determined according the actual status of these equipments or systems. 压缩器、接受罐、管线和阀门必须保持清洁，定期检查，防止形成污垢。

周期必须根据设备或系统的实际状态确定。

6.2 Compressed air equipment must be regularly maintained by personnel with certification
only. 压缩空气装置必须由资质人员进行维护。

6.2.1If the compressed air equipment maintenance is outsourced, the certification of the
contracted company and personnel must be checked before the maintenance task.
如果压缩空气设备维护工作外包，则应审核供应商的资质。
