乡镇畜牧兽医站管理办法
第一章总则
第一条为了加强乡镇畜牧兽医站的管理和建设～促进全市畜牧业生产和动物
卫生事业全面发展～根据《中华人民共和国动物防疫法》和《靖江市畜牧兽医管理体制改革实施方案》,靖政发[2007]184号,等有关规定～制定本管理办法。

第二条乡镇畜牧兽医站是国家设臵在乡镇的全民所有制事业单位～属市农委
领导～实行站长负责制～经济独立核算。

第三条乡镇畜牧兽医站的主要工作职能是:宣传、贯彻、执行党和国家有关畜牧业生产发展、动物防疫的方针、政策、法律、法规。

具体承担辖区内动物防疫和技术推广服务等职能,同时承担上级部门和当地政府交办的其他工作。

第二章组织机构和人员管理
第四条乡镇畜牧兽医站按市行政区划设臵～全市设***个镇,园区、街道办,畜牧兽医站。

第五条乡镇畜牧兽医站人、财、物三权统一归市农委管理～并接受当地党
委、政府的领导。

第六条乡镇畜牧兽医站管理人员和技术人员～根据辖区畜牧业生产发展和动
物防疫工作的需要配备～人员编制数以市农委和人事部门核定的基数为准～不得超编。

第七条乡镇畜牧兽医站编制人员的缺额配备和自然减员补充按carried out;

有关规定～按程序聘用。

在编人员的借调、辞退、自动辞职均应经市农委同意
～报市人事部门批准～按规定程序办理。

第八条乡镇畜牧兽医站设站长、副站长各一名～实行竞争上岗～按照“公
开、公平、公正”的原则～择优聘用～由市农委任免。

第九条乡镇畜牧兽医站必须努力提高职工的文化素质和业务素质～在职人员必须取得大专以上专业文凭～并取得规定的职业资格证书。

第十条乡镇畜牧兽医站职工的专业职务评聘和技术培训、考核、晋升、奖惩～根据有关规定办理。

第十一条乡镇畜牧兽医站设立动物医院～为企业性质。

接受市农委及当地党委政府的领导。

动物医院院长由站长兼任。

工作人员根据当地畜牧兽医工作需要配备。

第三章业务管理
第十二条乡镇畜牧兽医站主要业务工作是:
1(协助当地政府制定本行政区域畜牧业发展计划、规划～按照上级要求制定本区域动物防疫工作计划。

2(组织开展动物疫病免疫接种、检疫、消毒～开展动物流行病学调查、动物疫病监测、疫情处理等工作。

3(开展畜产品安全监管工作。

4(开展技术培训、讲座、信息咨询服务～承担上级下达的技术推广任务～开展技术示范与指导。

5(做好各类报表统计、上报工作。

第十三条防疫管理
乡镇畜牧兽医站按照动物防疫责任制要求开展工作。

每个工作人员划定管理责
任区～下达工作任务、明确工作职责。

1(免疫管理。

实行“谁免疫、谁负责”的免疫工作责任制～按免疫计划和上级
工作要求做好动物各种疫病的免疫接种工作～免疫密度和免疫质量达到规定要求。

认真实施免疫溯源工作。

2(检疫管理。

实行“谁检疫、谁负责”的检疫工作责任制。

推行检疫申报制。

规范开展产地检疫、屠宰检疫。

按标准收取检疫费～每月定期结缴检疫费。

3、动物疫情管理。

按要求开展动物流行病学调查、动物疫病抽样监测工作。

规范开展实验室工作。

发现重大动物疫情～按规定及时、规范上报～不得隐瞒不报～同时规范处理疫情。

4(动物防疫物资管理。

动物防疫物资包括疫苗及其它生物制品、免疫标识、兽药、防护用品等。

各类动物防疫物资均需建帐管理。

疫苗及其它生物制品、免疫标识、兽药、防护用品统一由市牧医中心采购。

各站根据工作需要定期上报使用计划～至市牧医中心领用或购买。

第十四条动物诊疗管理
动物诊疗实行企业化管理～按照国家有关法律法规要求开展诊疗管理。

第四章站务管理

站“有健全的专业队伍、有合适的工作场所、有完备的基础设施、有科学的工作机制、有稳定的经费保障”的“五有”标准～规范管理。

1(学习制度。

实行每月例会学习制度。

正常每旬半天学习交流会议。

主要内容为:汇报交流上旬工作情况～部署本旬工作,组织学习时事、政治法律法规知识及畜牧兽医专业知识。

鼓励和支持职工参加函授、培训、自学、调研和讲座等～努力提高政治业务素质。

2(工作责任制。

站所有工作人员分工明确～责任到人～制定防疫、检疫、诊疗、保管等责任制。

3(议事制度。

按照民主集中制的组织原则～坚持在站长领导下的分工负责制～重大事项必须经讨论形成一致意见后向农委负责人报告后批准同意方可实施。

4(民主理财制度。

做到站务公开～民主理财。

第五章资产和财务管理
第十六条乡镇畜牧兽医站资产和财务管理按照《靖江市乡镇畜牧兽医站财务
管理规定》执行。

第十七条乡镇畜牧兽医站资产属国有资产～任何单位和个人不得侵占、平
调。

第十八条乡镇畜牧兽医站不设立会计～由市农委成立专门机构统一财务管理
～实行分站核算～各站设立报帐员～各项支出经站长审核签字后由报账员每月按规定至市农委报销帐目。

各站资金不平调～原有债权、债务不变～当年结余资金结转下年使用～亏损由单位自行承担。

第十九条乡镇畜牧兽医站实行统收统支～收支两条线。

及时交市农委设立的专门帐户～可预借备用金作临时支出。

第二十条乡镇畜牧兽医站在编人员工资由市人事局核定。

实行绩效工资～绩
效工资、福利、补贴由市农委根据考核结果审核同意发放。

第六章考核和分配办法
第二十一条市农委根据社会经济发展需要及业务工作要求每年年初下达各乡
镇畜牧兽医站年度工作目标任务。

考核内容主要为畜牧兽医业务工作、经济工作指标。

第二十二条市农委成立乡镇畜牧兽医站考核工作小组。

每季度对各站考核一次～考核按照《乡镇畜牧兽医站目标管理考核细则》及《乡镇畜牧兽医站事业单位奖励性绩效工资分配方案》进行。

第二十三条分配方法
1(在编人员工资每月发放工资构成部分的基本工资～绩效工资,包括基础性绩
效工资和奖励性绩效工资,根据考核结果按季度发放。

2(动物医院工作人员工资以工资标准的50%作为效益工资～根据考核结果按比
例发放。

3(对防检等工作和人员管理实行季度百分考核。

各站负责人的绩效工资根据农委考核情况核定～按季度发放。

其他工作人员实行包干负责制～年初落实目标责任～进行考核评分～得分95分的享受全额绩效工资～考核分高于或低于95分的按比例计算。
