第三节供配电系统与配电装置一、三级配电系统施工现场用电工程的基本供配电系统应当按三级设置,即采用三级配电。

(一)三级配电系统基本结构三级配电是指施工现场从电源进线开始至用电设备之间,应经过三级配电装置配送电力,即由总配电箱(一级箱)或配电室的配电柜开始,依次经过分配电箱(二级箱),开关箱(三级箱)到用电设备。

这种分三个层次逐级配送电力的系统就称为三级配电系统。

(3) 从三级开关箱向用电设备配电实行“一机一闸”制,不存在分路问题。

即每一开关箱只能连接控制一台与其相关的用电设备(含插座)。

按照分级分路原则的要求,在三级配电系统中,任何用电设备都不得越级配电,总配电箱和分配电箱不得挂接其它任何设备,否则,三级配电系统的结构形式和分级分路原则将被破坏。

2、动照分设动力配电箱与照明分配电箱宜分别设置。

当动力和照明合并设置于同一配电箱时,动力和照明应分路配电,动力和照明开关箱必须分别设置,不存在共箱分路设置问题。

3、压缩配电间距压缩配电间距原则是指各配电箱、开关箱之间的距离应尽量缩短。

总配电箱应设在靠近电源的区域,分配电箱应设在用电设备或负荷相对集中的区域,分配电箱与开关箱的距离不得超过30m,开关箱与其控制的固定式用电设备的水平距离不宜超过3m。

4、环境安全环境安全是指配电系统对其设置和运行环境的安全要求,包括三种环境要求:使用环境、维修环境和防护环境。

3、安装使用电气设备时应注意防火要求,各类电气设备不得超负荷使用,线路接头接牢,防止设备线路过热或打火短路,发现问题要立即修理。

三、灭火等器材设施分区域布置:工地手提式MY4型1211灭器按20M距离计算设置,门卫1只、钢筋作业棚各1只、办公区2只、木工房、模板堆场1只、建材仓库1只、水电安装仓库1只、在每层的主要通道、地下室按20M距离设置1只灭火器,位置设在显眼易取部位。

配电间各配一只干粉灭火器。

四、消防器材设施抽查保养制度1、经常进行防火安全抽查,发现火险隐患,做到立即排除。

2、以消防器材做到经常抽查,发现问题及时维修、保养。

3、按照消防规定要求对施工现场进行不定期抽查消防规定实施情况,查出不符要求问题及时整改。

五、消防安全技术措施1、义务消防队应进行教育训练,熟悉掌握防火、灭火知识和消防器材的使用方法,做到能进行防火检查和扑救火灾。

2、消防设施应能保证建筑物最高的灭火需要,高压水泵送水管道随结构施工同时设置好消防给水系统。

3、为了保证建筑物最高的灭火需要,顺建筑物外墙设置专用的高压水泵,每个楼层安装消火栓两个,并配置消防水龙带。

5、施工楼面配备专职防火监护人员,随施工进度巡回检查各施工点的消防安全情况。

6、各层楼面按楼层面积每100㎡设2个灭火器。

7、指定专人负责消防器材的布设和更新,并组织员工学习防火知识及交底。

六、火灾应急措施:1、以项目部消防管理组长和副组长对每天值班,如发现火险隐患或火灾,立即号召义务消防人员进行扑灭火险或火灾。

负责人为义务消防队队长,以安全负责人为副队长,其它队员若干人的义务消防队。

2、消防负责人做到保证防火设施装设齐全、合格,确保能随时提供扑灭火灾之需要。

4、施工现场的道路应畅通无阻,夜间应设照明,并加强值班,按防火措施需要,配置相应种类数量的消防器材。

5、经常对职工进行宣传教育,使职工懂得消防工作的重要性,普及消防知识,做好防火工作。

6、施工现场未经批准,不得任意动用明火。

7、焊割作业必须严格执行“十不烧”的规定。

8、施工现场用电,应严格按照施工现场临时用电安全技术规范,加强电源管理,非电工严禁擅自拉、装、接电线、电器等设备。

9、油漆间、木工间及危险品仓库等易燃易爆场所和规定的禁火区域严禁吸烟。

现场设置好消防给水系统。

10、经常进行防火安全检查,发现火险隐患,必须立即消除。

11、对违反消防工作规定,而造成火灾的有关人员应进行处罚,情节严重的依法追究刑事责任。

九、消防安全责任制防火责任人责任职责1、贯彻执行《中华人民共和国消防条例》及其实施细则和其他有关消防法规。

2、组织实施逐级防火责任制和岗位防火责任制。

3、建立健全防火制度和安全操作规程。

4、把消防工作列入生产、施工、运输、经营管理内容。

5、对职工进行消防知识教育。

6、组织防火检查,消除火险隐患,改善消防安全条件,完善消防设施。

7、领导专职或义务消防队组织。

8、组织制定灭火方案,带领职工扑救火灾,保护火灾现场。

协助制定调查火灾原因,处理火灾事故。

9、施工现场的动火作业,必须按以下规定执行审批制度:凡属下列情况之一的属一级动火:(1)禁火区域内;(2)油罐、油箱、油槽车和储存过可燃气体、易燃液体的容器以及连接在一起的辅助设备;(3)各种受压设备;(4)危险性较大的登高焊、割作业;(5)比较密封的室内、容器内、地下室等场所;(6)现场堆有大量可燃和易燃物质的场所;一级动火作业由单位行政负责人填写动火申请表,编制安全技术措施方案,报公司保卫部门及消防部门审查批准后,方可动火;凡属下列情况之一的为二级动火:(1)在具有一定危险因素的非禁火区域进行临时焊、割等用火作业;(2)小型油箱等容器;(3)登高焊、割等用火作业;二级动火作业由工地负责人填写动火申请表,编制安全技术措施方案,报本单位主管部门审查批准后,方可动火。

在非固定的无明显危险因素的场所进行用火作业,均属三级动火作业。

三级动火作业由所在班组填写动火申请表,经工地主管人员审查批准后方可动火作业。

气焊、电焊“十不烧”规定1、焊工必须持证上岗,无特种作业人员安全操作证的人员,不准进行焊、割作业。

2、凡属一、二、三级动火范围的焊、割作业,未经办理动火审批手续,不准进行焊、割作业。

3、焊工不了解焊、割现场周围情况,不得进行焊、割作业。

4、焊工不了解焊件内部是否安全时,不得进行焊、割企业作业。

5、各种装过可燃气体、易燃液体和有毒物质的容器,未经彻底清洗,排除危险性之前,不准进行焊、割作业。

6、用可燃材料作保温层、冷却层、隔音、隔热设备的部位,或火星能飞溅到的地方,在未采取切实可靠的安全措施之前,不准焊、割作业。

7、有压力或密闭的管道、容器,不准进行焊、割作业。

8、焊、割部位附近有易燃易爆物品,在未作清理或未采取有效的安全措施之前,不准焊、割作业。

9、附近有与明火作业相抵触的工种在作业时,不准焊、割作业。

10、与外单位相连的部位,在没有弄清有无险情,或明知存在危险而未采取有效措施之前,不准焊、割作业。

义务消防员职责1、队员应模范遵守本单位的防火制度,并对违章者进行劝说。

2、了解本单位的防火措施,按时进行检查,发现隐患,立即整改或报告给项目经理。

3、检查、维修、保养本单位的消防设备和器材。

使消防器材保持完好可用。

4、要定期进行训练,提高消防业务水平,每个队员熟练掌握防火,灭火知识和消防器材的使用方法,做到能防火检查和扑灭火灾。

5、组织参加轮流值班。

6、制定并熟悉救火措施,一旦发生火灾,立即报告公安消防部门,并积极参加扑救。

电焊工(焊割工)防火职责1、焊割工必须经有关部门考核合格后,发给操作证方可独立操作。

2、遵守电焊、气焊“十不烧”及其他安全操作规程。

对不符合安全条例的应拒绝进行明火作业。

3、凡在禁止区域焊接作业的必须经有关部门批准,采取严格的安全措施,凭“动火证”才能进行明火作业。

4、明火作业场所的可燃物必须清除,如无法清除时应及时采取遮盖等隔离措施;明火作业结束后,应认真清理场地,防止留下火种。

5、使用气焊、气割,氧气瓶不得接触油脂,氧气瓶与乙炔瓶至少保持10米距离,氧气瓶、乙炔瓶内气体不能用完,要留有不少于0.5公斤/厘米的余压。

6、懂得常用灭火器材的使用方法和扑救电气和气体、火灾的方法。

电工防火职责1、电工必须经有关部门考核合格后,发给操作证方可独立操作。

2、严格遵守《电工操作规程》、《电工安全安装规程》。

不准乱拉乱接临时电线;不准随意增设电器设备,不符合规定的电器设备应拒绝安装。

3、经常检查供电设施,设备不准带病使用,发现电线绝缘老化、过负荷,接触电阻过大等隐患,应及时整改。

4、更换熔丝(保险丝),应根据额定容量安装,不得任意加大。

送电后,如熔丝连续两次熔断,就立即查明原因,不得强行送电。

5、经常保持工作场所清洁,不得在变配电室内进餐、堆放可燃物品,禁止要交配电室内吸烟,使用明火,配电盘下面、电器设备周转要保持清洁。

6、懂得常用灭火器材的使用方法和电器火灾的扑救知识。

7、电工必须做好以下电气防火措施:(1)配电房地面安装绝缘地板,配置灭火器材,禁止烟火。

在电气装置和线路周围不准堆放易燃易爆、腐蚀材料和物品。

(2)现场配置的各种保护器、电路、设备等有可靠的接零接地保护,确保电气绝缘,防止闪耀。

(3)加强电器防火知识教育和宣传,建立防火安全检查制度,每月例行检查,发现问题及时处理。

(4)在电气防火重点处设置禁止标志。

物资、成品仓库防火制度1、严格执行公安部《仓库防火安全管理规则》,库房的门窗设置必须牢固,大型和要害物件按规定设备报警器和避雷针。

2、配备相应的值班巡逻力量,认真执行值班、巡逻制度。

易燃易爆物品必须单独设置仓库存放。

3、各种材料分类分规格存放整齐,限额存放;4、管理员认真执行各类物资器具的收、发、领、退、核制度,做到帐、卡、物相符。

5、仓库管理人员不准携带火种入库,仓库附近动火须经审批,当离库时,随时关窗、断电、锁门。

6、不准在库房内使用电熨斗、电烙铁、电炉等热器具和液体化气、煤气。

7、不准在库房内设置办公室和工场间。

8、不准在库房架设临时电线和使用60瓦以上的白炽灯,使用有整流器的灯具,应将镇流器安装在库房外。
