PassageBoth WHO’s constitution and the declaration assert that health is a human right, not a privilege for those who can afford it. Over time, that right has made its way into both national and international law. But importantly, the right to health is not simply a noble idea on a piece of paper. It has been a platform for major improvements in global health. Since 1948, life expectancy has increased by 25 years. Maternal and childhood mortality have plummeted. Smallpox has been eradicated and polio is on the brink. We have turned the tide on the HIV/AIDS epidemic. Deaths from malaria have dropped dramatically. New vaccines have made once-feared diseases easily preventable. And there are many other causes for celebration. But even as we continue to struggle with old threats, new ones have arisen. Climate change will have profound effects on health. Antimicrobial resistance has the potential to undo the gains of modern medicine. Vaccine hesitancy is putting millions of young lives at risk. Noncommunicable diseases, including heart disease, stroke, cancer, diabetes, hypertension, lung diseases and mental illnesses have become the major killers of our time. And of course, we continue to face the ever-present threat of outbreaks and other health emergencies. In the past 12 months, WHO has responded to 47 emergencies in 50 countries. We are currently responding to an outbreak of Ebola in the Democratic Republic of the Congo, very near the border with Uganda. As of today, there have been 373 cases and 216 deaths since the outbreak started in August. So far, we have managed to prevent Ebola from spreading across the border, partly (largely) because we have much better tools with which to fight Ebola than at any time in history. More than 32,000 people have been vaccinated, which is one of the reasons the outbreak has not spread further than it has. We also have ways to treat those infected. So far, 150 people have been treated with one of four drugs. 14 million travelers have been screened, there have been more than 190 safe and dignified burials, we have done door-to-door advocacy in almost 4000 households and we have trained more than 500 community leaders. But this outbreak has been much more difficult to control, largely because of the security situation in eastern DRC. Armed groups operating in the area conduct regular attacks on the city of Beni, the epicentre of the outbreak. And every time there is an attack, the virus gets an advantage. Vaccination and contact tracing are disrupted.Health security and health systems are the two sides of the same coin. The best long-term investment in protecting and promoting the right to health is to invest in stronger health systems. Because there is simply no other way to achieve universal health coverage and the Sustainable Development Goals (SDGs) than primary health care, with a focus on health promotion and disease prevention. But it will also require WHO and the global health community to work in a much more integrated and coherent way. That’s why WHO and 10 other international health agencies have agreed to work together on a Global Action Plan for Healthy Lives and Well-Being. The plan has three strategic approaches: integrate, accelerate and account1. First, we have committed to integrate many of our processes to increase our collective efficiency. Second, we have committed to accelerate progress by identifying areas of work in which we can truly bend the curve and make more rapid progress towards the health-related SDGs—like research and development, data and sustainable financing.2 And third, we have committed to keep each other accountable, both to the people we serve, and to the donors and partners who expect results from the resources they give us.【参考译文】世卫组织的章程和宣言均宣称,健康是一项人权,而不是那些有钱维持身体健康的人群的特权。

[1] The importance of the Internet in China’s reform and opening-up can never be overstated. Having been popularized for almost 20 years since 2000, the Internet in China has played a decisive role in its sustainable development, especially in the last 15 years. There are two crucial factors determining economic development: One is to improve productivity and product quality, manufacturing more creatively designed products; the other is to keep the logistics channels open, ensuring the fastest and cheapest delivery of the factory’s products to consumers. In both aspects, the Internet has played a key role in the development of China’s industry.[2] The development of the Internet has greatly narrowed the gap between us and some internationally advanced countries in terms of design concepts and personnel management. By logging onto the Internet,we are able to access the world’s most advanced design idea s and technologies; more importantly, it can bring about multiple effects, which can greatly accelerate the speed of economic development.[3] The effects of the Internet become more obvious when it comes to commercial channels, such as in areas of E-commerce. Through the Internet, consumers can convey their views and critical opinions on the products we produce, so as to better improve our industrial production and modernize governmental functions. Most of all, the Internet provides an equal footing for urban and rural people to communicate and obtain information, where the current development of China and its cities can be timely realized. Meanwhile,it also arouses people’s desire for a better life, which turns out to be a powerful driving force to move forward.【點评】[1]中,“怎么说都不为过”似有多种译法,如“that cannot be over-emphasized/overstated”“you cannot stress enough that…”“you can’t play up enough the importance of…”“let me say this as strongly as I can…”

A global opinion poll released by the World Economic Forum on Sunday reported that the public overwhelmingly favors multilateral cooperation and rejects the notion that a country's best interest is achieved at the expense of others.A clear majority of people in all regions of the world said they believe that cooperation between nations is either extremely or very important. It also found that a large majority of those surveyed reject the notion that national improvement is a zero-sum game.Different parts of the world, however, differ in their views. Asked how important it is that countries work together toward a common goal, a global average of 76 percent said they believe it is either extremely important or very important. These sentiments are felt most strongly in South Asia and sub-Saharan Africa, where 88 percent share the same view. At the other end of the scale, only 61 percent of Western Europeans and 70 percent of North Americans say they consider cooperation to be extremely or very important. The rate is 86 percent in China, 81 percent in Brazil, 67 percent in the United States, 57 percent in Britain, and 46 percent in France. The research, covering 10,000 people from every part of the world, including 843 in China, was commissioned to SAP and Qualtrics ahead of the WEF annual meeting in Davos, Switzerland, from Jan 22-25.Asked whether their country has a responsibility to help other countries in the world, South Asians again registered the highest levels of concurrence, with 94 percent answering positively compared to a global average of 72 percent.North Americans and Western Europeans were the least effusive, with only 61 percent and 63 percent respectively answering in the affirmative.

In today’s interconnected world, culture's power to transformsocieties is clear. Its diverse manifestations –from our cherished historicmonuments and museums to traditional practices and contemporary art forms –enrich our everyday lives in countless ways. Heritage constitutes a source ofidentity and cohesion for communities disrupted by bewildering change andeconomic instability. Creativity contributes to building open, inclusive andpluralistic societies. Both heritage and creativity lay the foundations forvibrant, innovative and prosperous knowledge societies. What is culture? Culture is who we are and what shapes ouridentity. No development can be sustainable without including culture. UNESCOensures that the role of culture is recognized through a majority of theSustainable Development Goals (SDGs), including those focusing on qualityeducation, sustainable cities, the environment, economic growth, sustainableconsumption and production patterns, peaceful and inclusive societies, genderequality and food security. UNESCO is convinced that no development can besustainable without a strong culture component. To ensure that culture takes its rightful place in developmentstrategies and processes, UNESCO has adopted a three-pronged approach: itspearheads worldwide advocacy for culture and development, while engaging withthe international community to set clear policies and legal frameworks andworking on the ground tosupport governments and local stakeholders tosafeguard heritage, strengthen creative industries and encourage cultural pluralism.Today, creativity is emerging as one of the most promisingavenues for changing how we see cities. Whether by revitalizing the localeconomy, rethinking transport or housing policies, reclaiming urban spaces, oropening up new horizons for young people, creativity is one of the drivingforces behind urban policies and initiatives. Cities worldwide are focusingtheir attention on the cultural and creative industries as an inspiration fortheir future. This vision is promoted by elected representatives and citypolicy-makers, who see it as a strategic lever for innovation when it comes totackling contemporary urban issues, whether on an economic, social orenvironmental front. More importantly, however, it is a vision shared by professionalsand citizens, who are taking action in their own neighborhoods and communitiesto build more sustainable and more human cities. This vision of creative urban governance is the driving forcebehind the UNESCO Creative Cities Programme and Network Since its creation in 2004,the Network has established itself as a strategic platform for promoting andsharing this new approach to sustainable cities. Through itsstandard-settingand operational actions, UNESCO has paved the way for demonstrating theessential role of creativity in urban sustainability, assisting national andlocal authorities and advocating this vision at an international level.Culture and creativity play a key role in sustainable urbandevelopment. They contribute to diversifying the economy and generating jobsbut they also enhance the quality of life of citizens by participating to acity’s social structure and cultural diversity.

三级口译真题2019上半年CATTI口译三级真题(英译汉)Last night, when I was coming into town from Pudong Airport, I crossed the beautiful Huangpu River on the Lupu Bridge. This reminded me of China’s talent in making bridges and made me think of three other important bridges.Bridge number one: 40 years ago, China started to build a “bridge to the world” by opening its economy and by kickstarting reforms that have changed the lives and prospects of hundreds of millions of people—here and beyond China.By transforming itself—through trade, hard work, and learning from others—China has also helped to transform the global economy. Progress in this country has played a significant role in boosting productivity, innovation and living standards in countries around the world.Yes, there is always more work to be done. On these bridges, you don’t want traffic jams. There is room for even greater openness in China’s domestic market, which can helpstrengthen the global trade system. And there is scope for further reforms that can help unlock the full potential of many private-sector firms.Bridge number two: China is building a “bridge to prosperity” by rebalancing its economy towards consumption-led growth, rather than export- and investment-led growth.Building that bridge is well underway. In the first three quarters of this year, consumption contributed 78 percent to China’s GDP growth, up from 50 percent only 5 years ago. This transition—which is symbolized by the China International Import Expo—is good for China, especially in terms of rising standards of living for the Chinese people, and good for the world, including all those who see China as a vital and vibrant market for their goods and services.Again, we can see the progress and rebalancing in the numbers: for example, C hina’s current account surplus is projected to be less than 1 percent of GDP this year, comparedwith about 10 percent in 2007.Bridge number three: China is building a “bridge to the future” by harnessing the power of international cooperation, especially on trade. On behalf of the IMF, I have called on all countries to de-escalate and resolve the current trade disputes and to fix the global trade system, not destroy it. To achieve these goals, we need more international cooperation, not less—and that goes well beyond economics. The French philosopher Montesquieu once said that “wherever there is good citizenship, there is trade, and wherever there is trade, there is good citizenship.”In other words, trade has the capacity to boost innovation, foster not only prosperity but also peace within countries and among nations. So, in Shanghai, the city of 12 bridges, I will only mention three, but this is where we need to start this cooperationtowards more peace and more prosperous future.Thank you.。

Alice was a B-plus student throughout her first three years at college. During the winter holidays in her senior year, while she was driving during a storm, her car ran off the road and hit a tree. Alice banged her head on the steering wheel but never lost consciousness. She was treated for bruises and discharged from the hospital within a day. But, back at her studies, she began to have difficulties. Suddenly her As and Bs were becoming Cs. She had trouble remembering what she’d read and was irritable and easily distracted.Alice was referred to a neuropsychologist for further examination. Although her IQ hadn’t changed and standard neurological tests were normal, detailed neuropsychological tests showed she was having memory problems. She could still process new information, but it took longer than before and she became “overloaded” if she tried to do too much at once.Head injuries are often fatal, or of sufficient severity to require the hospitalization of victims. But there is a large group of people who sustain head injuries which can go undetected through ordinary medical examination. Theseare the people who seemingly recover from their injuries but still suffer subtle intellectual and behavioural effects that may seriously impair their ability to work and interact normally with other people. They are the victims of what experts call a “silent epidemic”. Some never lost consciousness and others never even suffered a direct blow to the head, yet brain damage occurred.

The year of 2000 marks the beginning of nearly two decades’ popularity the Internet has enjoyed in China. Economic development is enabled, crucially, by two factors: first, the improvement of production efficiency with higher product quality and more creative designs, and second, open channels through which factory products can be delivered to customers at the fastest speed and lowest cost. You must choose the one which you think fits best. Then blanken the corresponding letter as required on your machine-scoring ANSWER SHEET.Most people would be impressed by the high quality of medicine available to most Americans. There is a lot of specialization, a great deal of attention to the individual, a vast amount of advanced technical equipment, and intense effort not to make mistakes because of the financial risk which doctors and hospitals must face in the courts if they handle things badly. But the Americans are in a mess. The problem is the way in which health care is organized and financed. Contrary to public belief, it is not just a **petition system. To the private system has been joined a large public system, because private care was simply not looking after the less fortunate and the elderly. But even with this huge public part of the system, which this year will eat up 84.5 billion dollars—more than 10 percent of the U. S. budget—large numbers of Americans are left out. These include about half the 11 million unemployed and those who fail to meet the strict limits on income fixed by a government trying to make savings where it can.The basic problem, however, is that there is no central control over the health system. There is no limit to what doctors and hospitals charge for their services, other than what the public is ableto pay. The number of doctors has shot up and prices have climbed. When faced with toothache, a sick child, or a heart attack, all the unfortunate person concerned can do is pay up.Two-thirds of the population are covered by medical insurance. Doctors charge as much as they want knowing that the **pany will pay the bill. The medical profession has as a result become America's new big businessmen. The average income of doctors has now reached $ 100,000 a year. With such vast incomes the talk in the doctor's surgery is as likely to be about the doctor's latest financial deal, as about whether the minor operation he is recommending at, several thousand dollars is entirely necessary. The rising cost of medicine in the U. S. A. is among the most worrying problem facing the country. In 1981 the country's health cost climbed 15.9 percent—about twice as fast as prices in general.61. In the U. Birds do travel vast distances, but mammals also migrate. An example is the caribou, reindeer that graze on the grassy slopes of northern Canada. When the weather turns cold, they travel south until spring. Their tracks are so well-worn that they are clearly visible from the air. Another migrating mammal is the Alaska fur seal. These seals breed only in the Pribilot Islands in the Bering Sea. The young are born in June and by September are strong enough to go with their mothers on a journey of over 3,000 miles. Together they swim down the Pacific Coast of North America. The females and young travel as far as southern California. The males do not journey so far. They swim only to the Gulf of Alaska. In the spring, males and females all return to the islands, and there the cycle begins again. Whales are among the greatest migrators of all. The humpback and blue whales migrate thousands of miles each year from the polar seas to the tropics. Whales eat huge quantities of plankton. These are most abundant in cold polar waters. In winter, the whales move to warm waters to breed and give birth to their young.71. Mammals Also MigrateD. Several Kinds of MigrationEvery group has a culture, however uncivilized it may seem to us. To the professional anthropologist, there is no intrinsic superiority of one culture over another, just as to the professional linguist, there is no intrinsic hierarchy among languages.People once thought of the languages of backward groups as undeveloped. While it is possible that language in general began as a series of grunts and groans, it is a fact established by the study of "backward" languages that no spoken tongue answers that description today. Most languages of uncivilized groups are, by our most severe standards, **plex. They differ from western languages not in their sound patterns or grammatical structures, which usually are fully adequate for all language needs, but only in their vocabularies, which reflect the objects and activities known to their speakers. Even in this aspect, two things are to he noted. First, all languages seem to possess the machinery for vocabulary expansion, either by putting together words already in existence or by borrowing them from other languages and adapting them to their own system. Second, the objects and activities requiting names and distinctions in "backward" languages, while different from the west, are often surprisingly numerous **plicated. A western language distinguishes merely between two degrees of remoteness "this" and "that". But some languages of the American Indians distinguish between what is close to the speaker, or to the person addressed, or removed from both, or out of sight, or in the past, or in the future.81. Every group of human beings has ______.A. its own set of ideas, beliefs and ways of lifeB. an **plex and delicate languageC. its own elegant music, literature, and other artsD. the process of growing crops or raising animals82. The World Exposition,on the other hand, displays the achievements and prospects in the economic, cultural and technologicalsectors, and is an event where people from all over the world come together to exchange experience and ideas, and learn from one another. Long known as the “economic, technological and cultural Olympic Games”,the World Exposition is held every five years, and has been held in developed countries since it first took place in London in 1851.If Shanghai wins the bid for the 2010 World Exposition,China will be-the first developing country to host this major event. Hosting the exposition will have a positive impact on China,as China will not only learn from the experiences of other countries to further its reform and opening-up endeavor, but will also enhance its friendly relations with other countries. Besides, its role as hosting country will no doubt accelerate the development of world expositions elsewhere, which can promote worldwide economic, cultural and technological development.

Her grandfather left her to his wife, Emma, a severe woman who wore black dresses and resented and ignored my mother. Emma discouraged visitors and rarely allowed my mother to attend parties or other functions. One Halloween, when she caught my mother trick-or-treating with school friends, Emma decided to confine her to her room for an entire year, except for the hours she was in school. She forbade my mother to eat at the kitchen table or linger in the front yard. This cruel punishment went on for months until Emma's sister came for a visit and put a stop to it. By the time my mother turned fourteen, she could no longer bear life in her grandmother's house. She found work as a mother's helper, caring for two young children in return for room, board and three dollars a week. She had little time for the extracurricular athletics and drama that she loved and no money for clothes. She washed the same blouse everyday to wear with her only skirt and, in colder weather, her only sweater. But for the first time, she lived in household where the father and mother gave their children the love, attention and guidance she had never received. My mother often told me that without that sojourn with a strong family, she would not have known how to care for her own home and children.第1题Emma is my grandmother.A.TrueB.False参考答案: B 您的答案:未作答答案解析:理解推断。

参考译文“One country, two systems” is a basic state policy the Chinese government has adopted to realize the peaceful reunification of the country. Following this principle, the Chinese government successfully solved the question of Hong Kong through diplomatic negotiations with the British government, and resumed the exercise of sovereignty over Hong Kong on July 1, 1997, fulfilling the common aspiration of the Chinese people for the recovery of Hong Kong. As a result, Hong Kong got rid of colonial rule and returned to the embrace of the motherland, and embarked on the broad road of common development with the mainland, as they complemented each other’s advantages.Hong Kong’s return to the motherland turned “one country, two systems” from a scientific concept into vivid reality. The central government strictly adheres to the Basic Law of Hong Kong, earnestly performs its constitutional duties and stands firm in supporting the administration of the chief executive and the government of the Hong Kong Special Administrative Region (HKSAR) in accordance with the law. The HKSAR exercises a high degree of autonomy in accordance with the law, and is vested with executive, legislative and independent judicial power, including that of final adjudication. The previous capitalist system and way of life remain unchanged, and mostlaws continue to apply. Hong Kong continues to prosper, its society remains stable, and full development is being witnessed in all undertakings. The “one country, two systems” policy enjoys growing popularity in Hong Kong, winning the wholehearted support from Hong Kong compatriots as well as people in all other parts of China. It is also thought highly by the international community.“One country, two systems” is a new domain in which we constantly explore new possibilities and make new progress in pioneering spirit. A summary of the policy’s implementation in the HKSAR, and a comprehensive and correct understanding and implementation of the policy will prove useful for safeguarding China’s sovereignty, security and development interests, for maintaining long-term prosperity and stability in Hong Kong, and for further promoting the “one country, two syst ems” practice along the correct track of development.。

The World Exposition is not the same as a trade fair,in which mainly governments and international organizations participate. The World Exposition,on the other hand, displays the achievements and prospects in the economic, cultural and technological
sectors, and is an event where people from all over the world come together to exchange experience and ideas, and learn from one another. Long known as the “economic, technological and cultural Olympic Games”,the World Exposition is held every five years, and has been held in developed countries since it first took place in London in 1851.
If Shanghai wins the bid for the 2010 World Exposition,China will be-the first developing country to host this major event.
