The Cost of Higher Education
Individuals (个人) should pay for their higher education.
A university education is of huge and direct benefit to the individual. Graduates earn more than non-graduates. Meanwhile, social mobility is ever more dependent on having a degree. However, only some people have it. So the individual, not the taxpayers, should pay for it. There are pressing calls on the resources (资源) of the government. Using taxpayers’ mone y to help a small number of people to earn high incomes in the future is not one of them.
Full government funding (资助) is not very good for universities. Adam Smith worked
in a Scottish university whose teachers lived off student fees. He knew and looked down upon 18th-century Oxford, where the academics lived comfortably off the income received from the government. Guaranteed salaries, Smith argued, were the enemy of hard work; and when the academics were lazy and incompetent, the students were similarly la zy.
If students have to pay for their education, they not only work harder, but also demand more from their teachers. And their teachers have to keep them satisfied. If that means taking teaching seriously, and giving less time to their own research interests, that is surely something to celebrate.
Many people believe that higher education should be free because it is good for the economy (经济). Many graduates clearly do contribute to national wealth, but so do all the businesses that invest (投资) and create jobs. If you believe that the government should pay for higher education because graduates are economically productive, you should also believe that the government should pay part of business costs. Anyone promising to create jobs should receive a gift of capital from the government to invest.
Therefore, it is the individual, not the government, who should pay for their university education.

Andy rode slowly on his way to school, day-dreaming about the fishing trip that his father had promised him. He was so busy dreaming about all the fish he would catch that he was unaware of every thing else around him.
He rode along until a strange sound drew him to the present. He came to a stop and looked curiously up to the heavens. What he saw shocked and terrified him. A huge swarm of bees filled the sky like black cloud and the buzzing mass seemed to be heading angrily towards him.
With no time to waste. Andy sped off in the opposite direction, riding furiously — but without knowing how to escape the swarm. With a rapidly beating heart and his legs pumping furiously, he sped down the rough road. As the bees came closer, his panic increased. Andy knew that he was sensitive to bee stings (蜇). The last sting had landed him in hospital — and that was only one bee sting! He had been forced to stay in bed for two whole days. Suddenly, his father’s words came to him. “When you are in a tight situation, don’t panic. Use your brain and think your way out of it.”
On a nearby hill, he could see smoke waving slowly skywards from the chimney of the
Nelson family home. “Bees don’t like smoke,” he thought. “They couldn’t get into the house.” Andy raced towards the Nelson house, but the bees were gaining ground. Andy knew he could not reach the house in time. He estimated that the bees would catch up with him soon.
Suddenly, out of the corner of his eyes, he spotted a small dam used by Mr. Nelson to irrigate his vegetable garden. Off his bike and into the cool water he dived, disappearing below the surface and away from the savage insects. After holding his breath for as long as he could, Andy came up for air and noticed the bees has gone. Dragging himself out of the dam, he struggled up the hilly slope and rang the doorbell. Mrs. Nelson took him inside and rang his mother.
“You’ll really need that fishing break to help you recover,” laughed his mother with relief. “Thank goodness you didn’t panic!” But Andy did not hear her. He was dreaming once again of the fish he would catch tomorrow.”

American cities are similar to other cities around the world In every country, cities reflect the values of the culture. American cities are changing, just as American society is changing.
After World War Ⅱ, the population of most large American cities decreased; however, the population in many Sun Belt cities increased. Los Angles and Houston are cities where population shifts (转移) to and from the city reflect the changing values of American society. In the late 1940s and early 1950s, city residents (居民) became wealthier. They had more children so they needed more space. They moved out of their apartments in the city to buy their own homes. They bought houses in the suburbs (郊区).

or make apartments for sale instead of for rent. In the 1950s, many poor people did not have enough money to move to the suburbs; now many of these same people do not have enough money to stay in the cities.
