Further-more, their choice to study in China also shows China’s growing reputation and influence worldwide, bridging East and West, and cultivating talent for de-veloping countries.Improving scholarship management and education qualityAs for the admission requirements and students’ academic performance, he explained that the Administrative Measures for the Enrollment and Cul-tivation of International Students by Schools has been issued since 2017 by the MOE, together with the Ministry of Foreign Affairs and the Ministry of Public Security. The regulations require higher learning institutions to tighten admission thresholds for international students by checking their qualifica-tions and course assessments so as to make sure that the work can be done according to laws and regulations.In 2018, the Pilot Standards for Education Quality for International Stu-dents was issued as a guideline for gov-ernments and college institutions. This increases the demand for international student admissions, cultivation, Manda-rin proficiency level and equal treatment.According to the ministry’s data, approximately 63,000 international stu-dents were funded by Chinese govern-ment scholarships last year, accounting for just 12.8% of the foreign students in China. Moreover, 70% of those receiv-ing scholarships were pursuing master’s or doctoral degrees.The funding is directly given to college schools which can divide such funding into scholarships, living expens-es and other fields for overseas students.A large batch of excellent alumni are beneficiaries of Chinese govern-ment scholarships, and they, in return, make great contributions in terms of exchanges and cooperation between China and other countries.The MOE attaches great im-portance to talented students having Chinese government scholarships. It also requires that the China Scholarship Council and universities set strict rules for the selection, admission and scholar-ship evaluation among foreign students.The next step for the ministry is to improve the enrollment and manage-mentof those receiving Chinese govern-ment scholarships. Specifically, it aims to lift standards, ensure the quality of education, and strengthen the scholar-ship evaluation system. 早在古罗⻢时期,图卢兹被称为智慧之城(Palladian city) ,奥古斯都在图卢兹建⽴罗⻢的“国⼦监”(中央官学),培养罗⻢⾼级官员,罗⻢皇帝奥古斯都就只送⾃⼰的亲属来图卢兹学习。
在中世纪,著名的教皇格⾥⾼利(Pope Gregory IX )认为图卢兹⼤学是世界上最好的⼤学,赐予图卢兹⼤学法律,神学,医学,⽂学的全球最好师职。

FOUNDATIONAL VALUES IN UNIVERSITY EDUCATION 31by forms of resistance (where, for instance, they lead to a suppression of debate and a limitation of perspectivesrather than their maintenance).Particular events in the university, therefore, have to be understood as spaces for the playing out of antagonistic universals (of truth and expediency, self-interest and the public interest, equity and hierarchy,markets and well-being, and freedom and regulation). So, the university lives uneasily not only with a melangeof particular events nor just with antagonistic universals, but with the awkward interplay between its particularsand universals.We see this awkwardness too playing itself out in the determination of universities each to be themselves, to be individual (and in a marketized HE system) to secure their own “brand”, on the one hand, and yet also, onthe other hand, wish to be part of the national and international interplays among universities as globalinstitutions (as evident in the global league tables and in their propensity to fall in with the dominant idea of theglobal university, complete with its vapid talk of “excellence” and “world-classness”). Accordingly, thepretentions of the university still to be in some senses a universal institution need continually to be revisitedand to be adumbrated anew.The establishment of the field of the philosophy of university education is an urgently needed task. While the university is an extraordinary institution and is ubiquitous across the world, it is though falling short of itspotential. And in a changing world, that potential needs continually to be revisited and re-imagined. Thephilosophy of university education, at least as sketched here, would help to do that. It would play its part inhelping to construct the university anew. Such a task, of course, would call for a scholarly inquisition into thegrand tradition of philosophical writings on the subject and to discern the resources that that literature containsfor the 21st century. Such a task, too, should be carried further, so as to build upon that literature to assist therealization of the university in the 21st century.The University Notion of Publish or PerishIn Aristotelian square of opposition, the logic of sub-alternation dictates that if the universal categorical proposition is true then its corresponding particular proposition is true. But, if subaltern is false, then itssuperaltern is false as well. In other words, superaltern is the universal concept, while subaltern is the particularconcept (Nyarwath, 2007, p. 69). In ordinary terms, what is true of the whole is true of the part. What is true ofnational philosophy of education is true of university philosophy of education assuming that the latter is logicalderivative of the former.Philosophy of university education is subaltern, while national philosophy of education is its superaltern.By logic of subalternation whatever that can be said of philosophy of education, in general, it can be said ofphilosophy of university education in particular. Philosophy of university education is particular concept, whilenational philosophy of education is a universal concept.National philosophy of education in Kenya is superaltern, while philosophy of university education in Kenya is subaltern. The former is universal in Kenyan context, while the latter is particular. In defense ofphilosophy as general theory of education, Dewey (2014) constructed the following conditional argument: Ifwe are willing to conceive education as the process of forming fundamental dispositions, intellectual and moral,towards nature and fellow men, then philosophy may be defined as the general theory of education. From thisDeweyian’s argument, we can infer by logic of subalternation that philosophy of university education is ageneral theory of education at university level. Every practice has a theory and every theory has a practice. All Rights Reserved.FOUNDATIONAL VALUES IN UNIVERSITY EDUCATION32 Philosophy of university education is the theory of educational practice at university. Practice without theory is blind and theory without practice is impotent. Dewey (1916, p. 328) was categorical in stating that: “If a theory makes no difference in educational endeavor, it must be artificial”.Theory is outcome of reflection upon practice and theory is conceptual understanding of practice. Philosophy of university education is the broad theory that guides university educational practice. “Education is the laboratory, in which philosophic distinctions become concrete and are tested” (Dewey, 1916, p. 329). In its broad sense, theory means “a general conceptual background to some field of practical activity that unifies diverse activities in organized and systematized unity” (O’ Connor, 1992, p. 76). Teaching and research are the two practical activities germane to university education. General theory or philosophy of university education provides conceptual background of how these activities are to be harmonized, integrated, and synchronized. Whereas universities in the Western world privilege research due to the funding, it attracts in African universities teaching engagement eclipses lecturers’ time for research. Overload on teaching assignments rob lecturers time for serious research. Trimester arrangement of academic calendar also leaves lecturers doing more teaching than research.Sabbatical leaves for lecturers are rare, yet they are opportunities for lecturers to do more research and serious publication. It would seem lecturers are made to believe only annual leave or study leave suffices for their absences from teaching. Lecturers cannot be expected to engage in socially relevant research if university almanac expects them to continuously teach. They need long holiday at least to break from monotony of teaching in order to research and publish.This allows them to interact and network with government agencies and civil societies to identify problems for research, and thereby, attract funding to universities. Mere academic research without practicalsocial response to problems in the society isolates university from its social relevance. General theory ofphilosophy of university education should define the nature, value, and purpose of university education both in research and teaching. Education as such has no aims (Dewey, 2014). Education is a social construct relative to needs of a society.Dewey asserts university advances frontiers of knowledge through research and must disseminate this knowledge through teaching and publication. The caution of “publish or perish” reminds university dons that their vocation has two reinforcing sides namely teaching and research. The universal aims of education as listed by O’ Connor (1992, p. 8) are relevant in suggesting the aim of university education these includes:1. To provide men and women with a minimum of the skills necessary for them: (a) to take their place in society; and (b) to seek further knowledge;2.
