这些成绩的取得，既得益于区委、区政府提出的“以城市建设引领经济社会又好又快发展”这个符合实际的工作思路，也是全区上下在区委领导下，解放思想，干事创业，攻坚克难，共同努力的结果，更是奋战在全区经济社会管理、城建工作一线的同志忘我工作，拼搏奋斗的结果。

人民政协作为最广泛的爱国统一战线组织，联系各界，凝聚各方，促进我区经济社会又好又快发展是参政议政的首要任务。

政协工作是党的全局工作的重要组成部分，区政协要把参与、支持、服务、监督有机的统一起来，做到在参与中支持，在支持中服务，在服务中监督，与党委政府合心、合力、合拍，使政协履行职能的各项活动更好地为中心任务服务。

今年是本届区政协的第二年，是承上启下的一年，实现今年的目标任务对于完成届期工作任务十分重要。

上半年，区政协在区委的坚强领导和上级政协的指导下，按照“把握主题、发挥作用、突出重点、服务大局”的总体思路和春节前召开的区政协七届二次会议确定的今年工作任务，团结带领广大政协委员和社会各界人士，认真履行职能，积极建言献策，各项工作取得了有序、有效推进。

一、服务大局，紧紧围绕区委、区政府的中心工作履行职能。

我们始终坚持把政协工作自觉地融入党委、政府的全局工作之中，把履行职能的着力点放到“保增长、保民生、保稳定、保全
运”的中心任务上，无论是建言献策，还是批评监督，都力求与区委、区政府工作“压辙合拍”。

为积极应对突发公共卫生事件应急处置和防控，组织委员对我区疾病防控工作进行了调研，从如何更好地做好全运会期间疾控保障工作，加强疾病预防控制工作队伍建设，提升突发公共卫生事件应急处置和疾病预防控制能力，加强对基层医疗卫生机构的指导和从大学生、退休医务工作人员中招募志愿者充实疾控队伍，缓解人手不足等方面提出了意见建议；围绕“保稳定、保全运”先后到区司法局、信访局和公安局进行了专题调研，从健全完善社会治安防控体系和社会矛盾纠纷调处机制、完善应急管理机制，切实提高预防和处置突发公共事件能力，深化平安历下建设等方面提出建议；为积极响应区委、区政府提出的“迎全运、庆国庆，扮靓历下百日行动”，区政协组织区级各民主党派、工商联负责人和区政协常委，分别慰问了辛勤奋战在第一线的园林、市政、环卫工人，感谢他们在平凡的工作岗位上所做出的积极贡献，为他们送去防暑降温物品和生活用品，并表示要充分发挥人民政协联系面广、位置超脱的优势，团结凝聚各方面力量，积极支持和参与我区城市环境综合整治，合力营造文明友好的迎全运氛围。

二、关注民生，坚持把实现和维护人民群众的根本利益作为出发点和落脚点。

我们开展的各项工作都努力建立在维护和实现人民群众根本利益的基础上，无论是政治协商、民主监督还是参政议政，都坚持把重大民生问题作为重点议题和重要内容，切实做到在履行职能中服务民生。

一是广泛深入体察民情民意。

充分发挥渠道畅通、联系广泛的优势，组织委员积极开展社会稳定、街巷环境整治、物价、社会保障等方面的视察，综合运用提案、反映社情民意等形式，广泛深入察民情、全面客观听民意，为人民群众表达利益诉求提供平台，使党政决策更好地体现社会各界群众的愿望和要求。

一是大力促进各民主党派的团结合作。

通过党派大会发言、组织党派委员参与调研视察活动等形式，充分发挥各民主党派和工商联在人民政协中的作用；对
党派团体提案、社情民意等，纳入重点办理范围，重视他们的批评监督；加强与各民主党派的联系与交流，区政协分管主席定期走访党派和工商联，及时向政协委员中的民主党派成员、无党派人士通报有关情况，为他们开展工作创造条件。

二是充分发挥人民政协这一重要民主形式的重要作用。

畅通民主渠道，营造民主环境，积极为各界人士实现有序政治参与提供机会和平台，无论是召开会议还是调研视察，都坚持民主协商、平等议事、求同存异、体谅包容的原则，使各阶层、各界别的利益诉求在政协得到充分表达，各种利益关系在政协得到一定程度的疏通和调解。

四、抓好队伍，切实为履行职能奠定坚实的基础。

重点抓了两方面的队伍。

一是抓好委员队伍。

为充分发挥委员主体作用，通过多种形式加强委员的学习工作，不断深化委员对人民政协性质、地位和作用的认识，增强做好人民政协工作的责任感和使命感。

为全体委员订阅了《联合日报》和《春秋》，编发了《政协简讯》等学习资料。

充分发挥办事处学联组在组织委员学习、开展活动的有利平台作用。

学联组先后成立了“政协委员之家”，启动了政协委员进社区活动；学联组委员开展了
“文明交通进社区”活动；学联组积极为大学生就业当好参谋；学联组组织委员全程参
与和监督辖区环境综合整治；学联组组织委员视察辖区工业企业、街巷整治，听取委员们
的意见建议。

丰富多彩的学联组活动，为委员知情参政、献计出力创造了条件，同时，也活跃了政协工作。

二是抓好机关工作队伍。

按照区委的统一部署，组织机关党员干部认真开展了学习实践科学发展观活动，认真分析研究、解决班子和党员干部在思想、组织、作风以及工作方面与科学发展观不相适应的方面和存在的问题，明确整改措施，以新的更高的标准来要求机关工作，努力造就一支与人民政协事业发展相适应的高素质干部队伍。

半年多的工作实践，我们体会到：
第一，做好新时期政协工作，必须坚持突出特色、发挥优势的原则。

充分发挥政协大团结、大联合的优势，能够不断增强感召力、凝聚力，调动各方面的积极性，更好地履行职能。

只有突出特色、发挥优势，才能把特有的事情干得更好，把与别人共有的事情干得更能体现政协的特点和优势。

第二，必须坚持以人为本、关注民生的原则。

人民政协作为党和政府团结联系群众的桥梁纽带，必须时刻把民生问题摆在重要位置，多办顺应民意、化解民忧、为民谋利的实事，积极协助党委政府把群众的利益维护好、实现好、发展好。

第三，必须坚持围绕中心、服务大局的原则。

围绕中心、服务大局是人民政协履行职能的基本原则，也是衡量政协工作成效的一个重要标准、政协工作有所作为的集中体现。

只有围绕中心，服务大局，人民政协工作才能把握重点，才能反映人民群众的根本愿望和要求，才能有广阔的前景。

第四，必须坚定不移地走符合实际的科学发展之路，坚定不移地贯彻落实区委、区政府提
出的“以城市建设引领经济社会又好又快发展”的工作思路。

在国际金融危机仍在扩散和蔓延的大背景下，全区财政税收仍实现了重大突破，上半年完成地方财政收入亿元，半年超过了XX年全年水平，这既是国地税、财政等部门和全区上下共同辛勤努力的结果，也说明了区委、区政府确定的“以城市建设引领经济社会又好又快发展”工作思路，符合新形势发展的需要，符合科学发展的实际。

这个大好局面来之不易，应该长期保持下去。

在今后的工作中，区政协将继续关注城市建设和环境综合整治，使履行职能融入到和体现在支持、促进我区经济社会新发展的各项工作中，推进长效管理机制的建立完善。

下半年，在扎实有效地推进提案、委员视察、专题调研和反映社情民意等经常性工作的同时，着力做好以下几个方面的工作：一是围绕办好第十一届全运会献计出力。

现在距会举行还有
多天，时间紧、任务重，区政协要自觉把为办好会服务作为当前的重点工作来抓，围绕“建
美丽泉城，迎和谐全运”和“讲文明，树新风、创名牌”等群众性精神文明创建活动、体育进社区、环境综合整治三大会战等，组织开展调研视察，鼓舞干劲，积极营造全民迎全运的浓厚氛围。

二是围绕新中国和人民政协成立60周年举办一系列纪念活动，除了要举办书画进社区活动外，也准备召开一次全区各界人士座谈会，总结全区政协工作取得的成绩和经验，动员社会各界人士继续解放思想、进一步坚定信心，不断把我区各项事业推向前进。

四是举办区政协读书会。

筹备组织好区政协七届三次会议。

做好下半年的工作，责任重大，意义深远，时不我待。
