第十七章美国历史(Ⅲ) 第二次世界大战后的美国(1945-1980s) Ⅰ.冷战的起源1945年4月,富兰克林·罗斯福死在总统职位上,副总统哈里·杜鲁门继任总统职务。

当时尽管二战还没有结束,美、苏之间已出现分歧,而且矛盾越来越激化,冲突的根本原因是他们对战后世界格局的不同想法。

由于美国的实力在二战中得到大大加强,所以认为美国有能力建立美国的领导地位,并为美国的商品和资本打开世界市场。

为此美国想摧垮前苏联在东欧的势力范围。

前苏联出于自身安全的考虑和对资本主义包围的恐惧,也决心不惜任何代价要保持住它对东欧国家的控制和其势力范围。

这两个国家的目标是完全相反的,所以它们必然要发生冲突。

到1945年9月二战最后结束时,这两个国家的利益冲突变得越发明显。

前苏联提出的理论是社会主义和资本主义不可能长期和平共存,前苏联应该迅速积聚力量准备和以美、英为代表的资本主义进行最后决战。

美国也竭力分析前苏联的企图,制定出自己的政策。

1946年2月22日,美国驻莫斯科大使馆高级官员乔治·坎南向美国国务院发回一封长长的电报,分析了前苏联的意图并提出建议。

他在电报中写道,美国的政策应该是"长期的、耐心的、但又要坚决、谨慎地遏制前苏联的扩张倾向"。

后来遏制政策成了对前苏联的官方政策,直至1989年。

Ⅱ.杜鲁门主义和马歇尔计划1949年3月12日,杜鲁门总统,在国会的联席会议上发表演说中,公开宣布了遏制政策。

1947年2月21日,英国通知美国说英国将停止对希腊和土耳其的财政支援,并于4月1日从这两国撤出部队,如果美国不插手的话,这两个国家就可能落入前苏联手中。

杜鲁门政府决定向这两个国家提供援助。

在对国会的演讲中杜鲁门说"美国的政策必须支持自由人民反对少数武装人员或外来压力的颠覆企图"。

也就是说,美国政府将会支持任何自称反对共产主义的国家。

这就是杜鲁门主义。

当杜鲁门政府正着手对付希腊和土耳其危机时,西欧的经济形势发生恶化。
