Bill of Quantities工程量清单

A. Preamble 前言

1. The Bill of Quantities shall be read in conjunction with the Instructions to Bidders, General and Special Conditions of Contract, Technical Specifications, and Drawings.

本工程量清单应连同投标人须知、合同的通用和专用条件、技术规范以及图纸一并进行阅读。

2. The quantities given in the Bill of Quantities are estimated and provisional, and are given to provide

a common basis for bidding. The basis of payment will be the actual quantities of work ordered and carried out, as measured by the Contractor and verified by the Engineer and valued at the rates and prices bid in the priced Bill of Quantities, where applicable, and otherwise at such rates and prices as the Engineer may fix within the terms of the Contract.

工程量清单中给出的工程量为估算的暂定量，仅作投标的共同依据。而支付的依据则将是按指令进行并已实施的、由承包商计量并经工程师验证的实际工作量，按报价的工程量清单中所报单价和价格（如适用的话）计价，否则就按合同条件范围内工程师确定的其他单价和价格计价。

3. The rates and prices bid in the priced Bill of Quantities shall, except insofar as it is otherwise provided under the Contract, include all Constructional Plant, labor, supervision, materials, erection, maintenance, insurance, profit, taxes, and duties, together with all general risks, liabilities, and obligations set out or implied in the Contract.

除非合同另有规定，报价的工程量清单中所报的单价和价格，应包括所有施工设备、劳务、监督、材料、安装、维护、保险、利润、税收和关税，以及合同中明文规定或暗含的所有一般风险、义务和责任。

4. A rate or price shall be entered against each item in the priced Bill of Quantities, whether quantities are stated or not. The cost of Items against which the Contractor has failed to enter a rate or price shall be deemed to be covered by other rates and prices entered in the Bill of Quantities.

无论工程量是否已经给定，在报价的工程量清单中应逐项填写单价和价格，对于承包商未能填写的单价或价格的类目，其费用将视为已包括在工程量清单的其他类目的单价和价格之中。

5. The whole cost of complying with the provisions of the Contract shall be included in the Items provided in the priced Bill of Quantities, and where no Items are provided, the cost shall be deemed to be distributed among the rates and prices entered for the related Items of Work.

符合合同规定的全部费用都应包括在报价的工程量清单所列的各项类目中，报价清单中未列出的类目，其费用应视为已分配到相关的工作类目的单价和价格之中。

6. General directions and descriptions of work and materials are not necessarily repeated nor summarized in the Bill of Quantities. References to the relevant sections of the Contract documentation shall be made before entering prices against each item in the priced Bill of Quantities.

7. Provisional Sums included and so designated in the Bill of Quantities shall be expended in whole or in part at the direction and discretion of the Engineer in accordance with Sub-Clause 13.5 of the General Conditions.

8. The method of measurement of completed work for payment shall be in accordance with [insert the name of a standard reference guide, or full details of the methods to be used].1

为支付工程费而对已完成工作的计量办法（填写标准参考指南的名称或准备采用的详细方法）9. Errors will be corrected by the Contracting Agency for any arithmetic errors in computation or summation as follows:

(a) where there is a discrepancy between amounts in figures and in words, the amount in words

will govern; and

数字和文字表示的金额不一致时，以文字表述的金额为准；

(b) where there is a discrepancy between the unit rate and the total amount derived from the

multiplication of the unit price and the quantity, the unit rate as quoted will govern, unless in

the opinion of the Contracting Agency, there is an obviously gross misplacement of the

decimal point in the unit price, in which event the total amount as quoted will govern and the

unit rate will be corrected.

单价和将单价乘以数量得出的总金额不一致时，将以所报单价为准，除非业主认为单价中的小数点明显放错了位置，在这种情况下则以所报总金额为准而改正单价。

10. Rock is defined as all materials that, in the opinion of the Engineer, require blasting, or the use of metal wedges and sledgehammers, or the use of compressed air drilling for their removal, and that cannot be extracted by ripping with a tractor of at least 150 brake hp with a single, rear-mounted, heavy-duty ripper.

1The method of measurement should be spelled out precisely in the Preamble to the Bill of Quantities, describing for example the allowances (if any) for timbering in excavation, etc. Many national standard reference guides have been prepared on the
