在经济、政治、文化都得到高度发展的李唐时代,它又在各门类艺术都得到充分发展与日趋融合过程中,为适应和满足广大人民群众的审美情趣,从大曲中吸收、消化了慢、中、快、散的板式结构,初步建立了以板式变化为特点的音乐体系。

安史之乱后,大量教坊、梨园艺人流落秦地民间,专业艺人与群众的结合,共同促进了秦腔的形成。

宋代的“串梆子”与元代的秦声杂剧,又进一步推动了它的发展。

到了明代,随着资本主义的萌芽,一大批有识之士,积极参加秦腔的艺术实践,使之臻于成熟。

至今尚保存的前七子之一的康海亲手绘制的131幅彩色脸谱,还有遍布秦大地百座戏楼、连绵不断的城乡秋神报赛演戏活动,都很有力地说明了它的成熟。

也就在这个时期,秦腔清游大江南北。

清代是秦腔的鼎盛时期。

在秦地拥有各种类型的班社五百余家,编演的剧目,有史可查的达两千多种,出现了许多独具特色的艺术流源。

正是在这一大普及、大发展的形势下,陆续出现了十几部秦腔理论著作。

有代表性的,像三原张鼎望康熙年间撰写的《秦腔论》,乾隆时内廷侍读严长明的《秦云撷英小谱》。
