摘 要：贯彻新发展理念，推动经济高质量发展，已经成为中国经济改革的战略目标和行动指南。文章着力探究高
质量发展的内涵和判断标准，基于新发展理念构建了评价指标体系，运用层次分析法结合功效系数法对 2017 年我
国 31 个省份经济高质量发展指数进行了测度。研究发现：经济高质量发展在创新、协调、绿色、开放和共享各维度

引 言
新中国成立 70 年来，我国经济社会发展取得
