贵州省承接东部地区产业转移的研究

本文以贵州省为研究对象，首先，在对承接产业转移相关理论进行研究的基 础上，深入剖析了贵州省承接东部地区产业转移的动力机制；从产业结构、地区 结构以及来源结构三个视角对贵州省承接产业转移的总体情况进行全面把握；结 合经济、社会和环境三个层次，对贵州省承接产业转移的效应进行分析。旨在全 面、科学地把握贵州省承接东部地区产业转移的总体情况。其次，本文以竞争理 论为基础，结合宏观和微观两个层面建立一套产业转移承接力的综合评价指标体 系。运用主成分分析的方法，对贵州省承接产业转移综合竞争地位进行客观把握。 并对贵州省产业承接力的生产要素、交通及基础设施等区位条件、市场发展潜力、 配套设施水平、科研水平以及政府服务管理水平这六个方面与相似省份进行比较 分析，得出贵州省在产业转移承接力的各方面特征。最后，本文通过 SWOT 模型， 简要对贵州省在承接产业转移具体过程中的优势、劣势以及面临的机会和挑战进 行评价分析。进一步提出贵州省承接产业转移的战略思路及对策建议。

在全球一体化的背景下，我国在改革开放初期实施了“非均衡发展战略”，东部 地区凭借自身优势，积极参与国际分工协作并承接国际间的产业转移，经济获得 了较快的发展。但是，随着经济的快速发展，东部地区面临着生产成本上升、产 业结构迫切需要转换升级以及生态环境遭到破坏等因素的压力，东部地区亟需将 劳动密集型产业向外转出，腾出空间以发展高新技术产业。而贵州在劳动力、自 然资源和土地等各种生产要素方面，数量相对充裕、价格相对低廉；不断完善的 基础设施和配套设施条件使得贵州的区位优势不断凸显；并且在“西部大开发” 战略实施以后享有利好的政策环境。这些都为贵州省承接东部地区的产业转移奠 定了良好的基础。因此，承接东部地区产业转移是贵州省经济发展的必然选择， 它有利于实现资源的有效配置，推动产业结构的优化升级，促进贵州省经济社会 快速发展。为此，本文不仅为贵州省通过加快产业转移促进省经济社会发展提供 理论支撑和可行的政策建议，也为探讨欠发达地区如何承接产业转移提供了一个 实证研究。
