Abstract
Recent years, with the fast development of China’s economy and the acceleration of industrialization and urbanization, the demand and exploitation for mineral resources have grown increasingly large. On the other hand, the protection for non- ferrous metals is not enough and a large number of raw mineral resources rely on import. At the same time, the environment of international economy varies irregular. Various reasons results in the continuous deterioration of domestic enterprise. Faced with the challenge, domestic enterprises begin to new ways of survival. In this background, Urban Mines, as a new thing comes gradually to people’s insight. Urban Mines is proposed in response to the depletion and the higher price of mineral resources. The core idea of Urban Mines is to extract the needed mineral resources that is useful for human being from urban waste. With the change of the concept of social resources and the development of the technology, the idea to exploit Urban Mines has become reality. Japan, European countries, and the United States of America all formulate complete management system, law, regulations and etc in order to specify the exploitation of Urban Mines. At home, Urban Mines is the key industry and strategic emerging industry in our natio nal’s Twelfth Five-Year Plan and key fields and important research subject of National Social Science Fund. Consequently, the development and utilization of Urban Mines have been paid more and more attention. In this paper, I make a comparison about the research and practice of Urban Mines at home and abroad. Some necessary theory system that is about Urban Mines such as Cyclic Economy and Low Carbon Economy are introduced. Subsequently, this paper discusses and analyzes how to construct the comprehensive utilization system of Urban Mines based on a series of theoretical system at the background of the shortage of resources. This paper also tries to evaluate how much the discussed backing systems contribute to the comprehensive utilization of Urban Mines. 近年来，随着中国经济的快速发展和工业化、城镇化进程的加快，矿产资源需求程 度不断增大，原生矿产资源开采的程度也不断加大。另一方面，我国有色金属资源的保 障程度不断降低，大量的原生矿产资源主要依赖于进口，同时国际经济条件变化莫测， 多方面的因素共同导致了我国企业的生存条件不断恶化。因而国内企业开始寻求新的生 存途径。在此背景下， “城市矿产”作为一个全新的名词逐渐走入了人们的视野。城市 矿产是为了应对矿产资源枯竭和资源价格日益上涨而提出来的概念，城市矿产的核心思 想是从城市废弃物中开发提取人类所需的各类矿产资源。随着社会资源观的改变和科学 技术的进步，开发城市矿产的设想目前已经成为现实。日本和欧美等发达国家均制定了 完备的管理制度以及法律、法规体系，以此来规范对“城市矿山”的开发利用。而在国 内， “城市矿产”综合利用是国家“十二五”规划发展的重点产业和战略新兴产业，同 时又是国家社会科学基金“十二五”规划研究的重点领域和重点研究课题。因此，城市 矿产的开发和利用在国内外越来越受到人们的重视。 文章通过研究对比城市矿产在国内外的研究及实践，然后引入了循环经济、低碳经 济等一系列研究城市矿产综合利用所必要的理论支持体系。随后又在一系列理论体系的 支持下，系统性地分析论述了资源短缺背景下我国城市矿产综合利用支持体系的构建， 并尝试运用因子分析等方法评估文章所分析论述的各支持体系对城市矿产综合利用的 贡献大小。
