之所以要提出"有效教学",就是因为很长时间以来我们的教学,包括英语教学,效率不高,效果不太好,否则也不会提出这个"有效"字眼。

我个人认为教学的效率问题是个永恒的话题。

其实早在十年前,国务院原副总理李岚清曾说过"费时较多,收效较低"是我们的基础外语教育,特别是中学英语教学(当时小学外语开办的很少)的现状。

李岚清副总理讲经过了十二年的英语教学,我们的英语还是"半吊子",既看不懂又说不出来,所以国家要求我们解决英语教学中存在的问题。

2001年起小学外语课程在全国范围内开设起来。

国家要求有条件的学校从小学三年级开始开设英语课。

目前小学外语开设规模比较大。

中国小学开设外语课这件事情在世界范围内都是罕见的,并且其影响大到波及其他很多国家。

虽然日本、韩国等国家对外语课程的开设也比较重视,但是仍不见得有我们国家的重视程度高。

自大范围地在小学开设外语课程以来,由于在刚开始阶段对其要求比较低、对教师培训力度不够、缺少教师而且教材刚刚开发出来,教学理念、教学方法还不太明确,所以说一开始我们只是先把小学外语开办起来,规模是有了,但是质量却很低。

中央要求在有条件的地区小学外语一定要开设起来,而且保证至少"两长两短"("长短"指的是课时)。

总的来看小学外语教学规模大,势头好。

国家教育部特批我们做的"全国小学生英语竞赛"搞得也差不多有十年的时间了。
